    The Effective Utilization of Knowledge Management in E-Government: A Case Study of E-Government in Jordan

    The study is aimed at investigating the effective utilization of knowledge management in the Jordanian e-government system. The study proposes the knowledge management model for the implementation of egovernment in Jordan. The sample consisted of 132 employees derived from a population that had a sufficient knowledge of knowledge management in the Jordanian e-government team. The data collection tool used was a selfadministrated questionnaire. The study revealed the existence of a strong correlation between knowledge management and the utilization of knowledge. Furthermore, the study sample agreed that knowledge management is a widespread organizational practice. The study concluded that the utilization of knowledge is related to proper planning and follow-up of the applications for the knowledge management in Jordan e-government entities. In addition, the study recommended the spread of the culture of knowledge management which was supported by the senior management at the Jordanian entities

    E-Government and its Impact on Knowledge Management Processes: A Case Study: Ministry of Industry and Trade in Jordan

    This study aimed to identify the application of E-government and its impact on knowledge management in Ministry of  Industry and Trade in Jordan, to achieve the objectives of this study, the researchers designed a questionnaire includes (46) questions; in order to collect the primary data from the study sample which consists of (80) employees at Ministry of Industry and Trade in Jordan. After analyzing the study data and test its hypotheses, the study found a set of results, including the following: -        The presence of a statistically significant effect at a specific level (P ? 0.05) for the applications of E-government on the four processes of knowledge management (acquisition and creation of knowledge,   save and store knowledge,   share and transfer of knowledge and apply and use of knowledge) at Ministry of Industry and Trade in Jordan. It also shows the presence of a statistically significant effect at a specific level (P ? 0.05) for the sub-variables of the applications of  E-government on the processes of knowledge management at Ministry of Industry and Trade in Jordan. In the light of the study’s findings, the researchers recommended a set of recommendations as: 1-     The need to develop a specialized unit for knowledge management in the Jordanian ministries like Ministry of Industry and Trade in Jordan, in order to ensure the continuity of work efficiently and effectively. 2-     Involve the staff of the ministry in specialized courses in E-government and knowledge management in order to increase their efficiency. 3-     Emphasize the need to provide an adequate administrative and financial support to activate the processes of knowledge management at the ministry.     Government e-services delivery requires citizens awareness: the case of Brunei Darussalam

    This study examines citizens awareness and usage of government e-services. Governments use Web-based Internet applications to enhance their citizens access to government services. However, in a case study in Brunei Darussalam, it was found that the government s initiative in providing e-services in last few years has not been as successful as it could have been as the services have not been citizen-centric. This was due to the availability of e-services being unknown amongst the citizens and that a silo-based approach existed for each government ministry. One notable finding was that although the ICT literacy of Brunei citizens has rapidly improved, this has not been reflected in the citizens interaction with government. There are several challenges for citizens awareness and use of government e-services that occur on e-government initiatives. Failure in managing such problems, results in a high probability of these services becoming a white elephant , with inefficiency, wastefulness and cost overruns on e-government projects. E-government management agencies still do not have an organized citizens awareness strategy approach to managing knowledge in e-government initiatives. The proposed Government e Services Citizens Awareness Strategy (GeS-CAS) framework, incorporating communication, management and education strategies, can effectively be used to enable e-government agencies to deal with e-government projects problems and risks in an organised and efficient way. It is concluded that e-government initiatives management can be improved if the knowledge dimensions of the problems are well understood and are conveyed to the right people, at the right time and the right place, and are appropriately managed. This research has developed an integrated citizens awareness strategy Knowledge Management framework that provides a structured approach to achieving this which is easy to understand and put in to practice by e-government agencies, and can be used to solve citizen awareness problems, explore opportunities and make decisions

    Case Study in Intellectual Capital and Territorial Development: Analysing Portuguese Local Governments WEB Pages

    Multiple authors argue that the digital infrastructure of municipalities and regions, such as websites, have an important role to play in local and regional development since they enable the access and sharing of information, knowledge and the provision of certain services. Functioning as an entrance way to a territory, the websites provide important contributions in the knowledge and intellectual capital management activities. In this sense, an evaluation of websites is a core activity for the updating of content and delivery of services, contributing to their best management in the context of e-government. However, there are a limited number of studies on evaluation of websites from the perspective of intellectual capital, although the importance of this asset, either in business or public sector, and also to the development of territories is recognized. So, this study intend to show the importance of intellectual capital in the public sector, more specifically on local government, by assessing the intellectual capital of its web pages by implementing a model of intellectual capital for the public sector

    A framework for e-records in support of e-government implementation in the Tanzania public service

    Effective e-records management is considered an integral part for successful implementation of e-government. While many previous studies have been carried out on e-government implementation, few investigated e-records management in supporting successful implementation of e-government in Tanzania with a view to developing the best framework. The specific objectives of the study were to: determine e-records readiness in the Tanzania Public Service; assess e-government implementation status in the Tanzania Public Service; establish the effectiveness of existing e-records legal, policy and regulatory framework in support of e-government; determine the e-records knowledge and skills of staff in the Public Service; find out the extent to which the National Archives (RAMD) is involved in the management of e-records and e-government implementation in the Public Service; and to develop a framework for the management of e-records and e-government implementation. The study based on interpretive research paradigm and adopted qualitative research method. A sample size of 50 respondents was drawn from four public offices namely: the Ministry of Public Service (PO-PSM), Tanzania Communications Regulatory Authority (TCRA), E-Government Agency (e-GA) and the Records and Archives Management Department (RAMD). Data was collected through interviews and personal observation and was analysed using thematic analysis. Findings revealed that although there is evidence of availability and use of e-records across government institutions in Tanzania, the e-records readiness and efficiency levels in support of e-government were low; the management of e-records is not yet streamlined to the majority registries; and e-Government implementation maturity level is low. Further findings indicated that the existing legislations, policies and regulations are inadequate and ineffective particularly on matters relating to e-records management and e-government implementation; records personnel, action officers and IT staff were not conversant with procedures and practices of e-records management; and that, there is poor involvement of RAMD in ERM a situation that slows down implementation e-government. The study concluded that, the current practices for managing electronic records in support of e-government implementation in Tanzania were inadequate. Even the existing national e-government strategy does not incorporate the management of electronic records as an important aspect towards successful implementation of e-government in the country. The study has recommended a framework for effective management of e-records in support of e-government implementation; e-records management training for records personnel, IT staff and secretaries; development of RAMD website; identification of ERM software specifications; customization of ISO standards to suit Tanzanian environment; amendment of the existing Archival legislation; and benchmarking from successful governments.Information ScienceD.
