In this issue (Volume 22, Issue LISS 2013), we selected eight papers which have gone through several rounds of review and revision, and represent a cross-section of research in information technology areas that touch upon both technical and managerial issues.     Sustainable Higher Education Development through Technology Enhanced Learning

    [EN] Higher education is incorporating Information and Communication Technology (ICT) at a fast rate for different purposes. Scientific papers include within the concept of Technology Enhanced Learning (TEL) the myriad applications of information and communication technology, e-resources, and pedagogical approaches to the development of education. TEL¿s specific application to higher education is especially relevant for countries under rapid development for providing quick and sustainable access to quality education (UN sustainable development goal 4). This paper presents the research results of an online pedagogical experience in collaborative academic research for analyzing good practice in TEL-supported higher education development. The results are obtained through a pilot implementation providing curated data on TEL competency¿s development of faculty skills and analysis of developing sustainable higher education degrees through TEL cooperation, for capacity building. Given the increased volume and complexity of the knowledge to be delivered, and the exponential growth of the need for skilled workers in emerging economies, online training is the most effective way of delivering a sustainable higher education.     An Advanced Conceptual Diagnostic Healthcare Framework for Diabetes and Cardiovascular Disorders

    The data mining along with emerging computing techniques have astonishingly influenced the healthcare industry. Researchers have used different Data Mining and Internet of Things (IoT) for enrooting a programmed solution for diabetes and heart patients. However, still, more advanced and united solution is needed that can offer a therapeutic opinion to individual diabetic and cardio patients. Therefore, here, a smart data mining and IoT (SMDIoT) based advanced healthcare system for proficient diabetes and cardiovascular diseases have been proposed. The hybridization of data mining and IoT with other emerging computing techniques is supposed to give an effective and economical solution to diabetes and cardio patients. SMDIoT hybridized the ideas of data mining, Internet of Things, chatbots, contextual entity search (CES), bio-sensors, semantic analysis and granular computing (GC). The bio-sensors of the proposed system assist in getting the current and precise status of the concerned patients so that in case of an emergency, the needful medical assistance can be provided. The novelty lies in the hybrid framework and the adequate support of chatbots, granular computing, context entity search and semantic analysis. The practical implementation of this system is very challenging and costly. However, it appears to be more operative and economical solution for diabetes and cardio patients.Comment: 11 PAGE

    Perceptions of gender balance of IS journal editorial positions

    An analysis of 18,854 editorial positions on IS journals was undertaken to examine the perceived gender balance of those positions as an indication of their contribution towards a positive role model for females considering an IS academic career. The nature and extent of perceived gender balance is examined in terms of overall composition of editorial positions, journal prestige and the specific area within IS covered by a journal. The results indicate that perceived gender balance of editorial positions reflects that of ICT academia generally, and that female representation appears to be concentrated in journals covering areas that are traditionally seen as female occupations, e.g., health, education, librarianship. As such, little or no encouragement is given to females considering an IS academic career.<br /

    Efficient Resource Matching in Heterogeneous Grid Using Resource Vector

    In this paper, a method for efficient scheduling to obtain optimum job throughput in a distributed campus grid environment is presented; Traditional job schedulers determine job scheduling using user and job resource attributes. User attributes are related to current usage, historical usage, user priority and project access. Job resource attributes mainly comprise of soft requirements (compilers, libraries) and hard requirements like memory, storage and interconnect. A job scheduler dispatches jobs to a resource if a job's hard and soft requirements are met by a resource. In current scenario during execution of a job, if a resource becomes unavailable, schedulers are presented with limited options, namely re-queuing job or migrating job to a different resource. Both options are expensive in terms of data and compute time. These situations can be avoided, if the often ignored factor, availability time of a resource in a grid environment is considered. We propose resource rank approach, in which jobs are dispatched to a resource which has the highest rank among all resources that match the job's requirement. The results show that our approach can increase throughput of many serial / monolithic jobs.Comment: 10 page

    Smart Geographic object: Toward a new understanding of GIS Technology in Ubiquitous Computing

    One of the fundamental aspects of ubiquitous computing is the instrumentation of the real world by smart devices. This instrumentation constitutes an opportunity to rethink the interactions between human beings and their environment on the one hand, and between the components of this environment on the other. In this paper we discuss what this understanding of ubiquitous computing can bring to geographic science and particularly to GIS technology. Our main idea is the instrumentation of the geographic environment through the instrumentation of geographic objects composing it. And then investigate how this instrumentation can meet the current limitations of GIS technology, and offers a new stage of rapprochement between the earth and its abstraction. As result, the current research work proposes a new concept we named Smart Geographic Object SGO.
