    An extended study on addressing defender teamwork while accounting for uncertainty in attacker defender games using iterative Dec-MDPs

    Multi-agent teamwork and defender-attacker security games are two areas that are currently receiving significant attention within multi-agent systems research. Unfortunately, despite the need for effective teamwork among multiple defenders, little has been done to harness the teamwork 1 research in security games. The problem that this paper seeks to solve is the coordination of decentralized defender agents in the presence of uncer-tainty while securing targets against an observing adversary. To address this problem, we offer the following novel contributions in this paper: (i) New model of security games with defender teams that coordinate under uncertainty; (ii) New algorithm based on column generation that uti-lizes Decentralized Markov Decision Processes (Dec-MDPs) to generate defender strategies that incorporate uncertainty; (iii) New techniques to handle global events (when one or more agents may leave the system) during defender execution; (iv) Heuristics that help scale up in the num-ber of targets and agents to handle real-world scenarios; (v) Exploration of the robustness of randomized pure strategies. The paper opens the door to a potentially new area combining computational game theory and multi-agent teamwork.

    Situational Awareness for Surveillance and Interdiction Operations (SASIO) tactical installation protection

    Security of a Forward Operating Base (FOB) is of high interest and operational importance to the U.S. military and allied forces. The Situational Awareness for Surveillance and Interdiction Operations (SASIO) model simulates the operational tasking of a single Unmanned Aerial Vehicle (UAV) and a ground-based interceptor that are designed to search, identify, and intercept potential hostile targets prior to reaching the FOB. This thesis explains the SASIO model and its implementation in JAVA. This theoretical model leverages Design of Experiments (DOE), which varies multiple characteristics of the system to explore insights for the tactical employment of UAV and interceptor to combat potential hostile actions against a predefined area of interest. Designed screening simulation experiments identifies influential factors to provide guidance for tactical employment of Blue Force assets, as well as provide alternative means to influence Red force behavior in a beneficial manner. This thesis analyzed the effects of the influential factors with respect to the percentage of threats interdicted, time to acquire threats, and mean distance away from the FOB that the threats were interdicted.     LOGISTICS IN CONTESTED ENVIRONMENTS

    This report examines the transport and delivery of logistics in contested environments within the context of great-power competition (GPC). Across the Department of Defense (DOD), it is believed that GPC will strain our current supply lines beyond their capacity to maintain required warfighting capability. Current DOD efforts are underway to determine an appropriate range of platforms, platform quantities, and delivery tactics to meet the projected logistics demand in future conflicts. This report explores the effectiveness of various platforms and delivery methods through analysis in developed survivability, circulation, and network optimization models. Among other factors, platforms are discriminated by their radar cross-section (RCS), noise level, speed, cargo capacity, and self-defense capability. To maximize supply delivered and minimize the cost of losses, the results of this analysis indicate preference for utilization of well-defended convoys on supply routes where bulk supply is appropriate and smaller, and widely dispersed assets on shorter, more contested routes with less demand.     A novel flexible model for piracy and robbery assessment of merchant ship operations

    Maritime piracy and robbery can not only cause logistics chain disruption leading to economic consequences but also result in loss of lives, and short- and long-term health problems of seafarers and passengers. There is a justified need for further investigation in this area of paramount importance. This study analyses maritime piracy and robbery related incidents in terms of the major influencing factors such as ship characteristics and geographical locations. An analytical model incorporating Bayesian reasoning is proposed to estimate the likelihood of a ship being hijacked in the Western Indian or Eastern African region. The proposed model takes into account the characteristics of the ship, environment conditions and the maritime security measures in place in an integrated manner. Available data collected from the Global Integrated Shipping Information System (GISIS) together with expert judgement is used to develop and demonstrate the proposed model. This model can be used by maritime stakeholders to make cost-effective anti-piracy decisions in their operations under uncertainties. Discussions are given on industrial response to maritime piracy in order to minimize the risk to ships exposed to attacks from pirates. Further recommendations on how maritime security and piracy may be best addressed in terms of maritime security measures are outlined

    Proceedings of the 2004 ONR Decision-Support Workshop Series: Interoperability

    In August of 1998 the Collaborative Agent Design Research Center (CADRC) of the California Polytechnic State University in San Luis Obispo (Cal Poly), approached Dr. Phillip Abraham of the Office of Naval Research (ONR) with the proposal for an annual workshop focusing on emerging concepts in decision-support systems for military applications. The proposal was considered timely by the ONR Logistics Program Office for at least two reasons. First, rapid advances in information systems technology over the past decade had produced distributed collaborative computer-assistance capabilities with profound potential for providing meaningful support to military decision makers. Indeed, some systems based on these new capabilities such as the Integrated Marine Multi-Agent Command and Control System (IMMACCS) and the Integrated Computerized Deployment System (ICODES) had already reached the field-testing and final product stages, respectively. Second, over the past two decades the US Navy and Marine Corps had been increasingly challenged by missions demanding the rapid deployment of forces into hostile or devastate dterritories with minimum or non-existent indigenous support capabilities. Under these conditions Marine Corps forces had to rely mostly, if not entirely, on sea-based support and sustainment operations. Particularly today, operational strategies such as Operational Maneuver From The Sea (OMFTS) and Sea To Objective Maneuver (STOM) are very much in need of intelligent, near real-time and adaptive decision-support tools to assist military commanders and their staff under conditions of rapid change and overwhelming data loads. In the light of these developments the Logistics Program Office of ONR considered it timely to provide an annual forum for the interchange of ideas, needs and concepts that would address the decision-support requirements and opportunities in combined Navy and Marine Corps sea-based warfare and humanitarian relief operations. The first ONR Workshop was held April 20-22, 1999 at the Embassy Suites Hotel in San Luis Obispo, California. It focused on advances in technology with particular emphasis on an emerging family of powerful computer-based tools, and concluded that the most able members of this family of tools appear to be computer-based agents that are capable of communicating within a virtual environment of the real world. From 2001 onward the venue of the Workshop moved from the West Coast to Washington, and in 2003 the sponsorship was taken over by ONR’s Littoral Combat/Power Projection (FNC) Program Office (Program Manager: Mr. Barry Blumenthal).
