    Navigating Access to Knowledge: Copyright, Fake News, Fair Use, and Libraries

    New technologies have profoundly changed the way content is produced, shared, and disseminated. Some commentators argue that the ubiquity of digitized content means that libraries have become superfluous in the digital age. This presentation presents evidence to the contrary. It will discuss challenges for libraries arising from globalized copyright, including issues related to fake news and threats to fair use. The presentation will also highlight the strategic ways libraries are being embedded in the design of copyright law nationally and globally, exploring whether these developments–that are sometimes conflicting–are good for libraries and the public in the long term

    Safety in Numbers: Developing a Shared Analytics Services for Academic Libraries

    Purpose It is clear that libraries consider the use of data to inform decision making a top priority in the next five years. Jisc’s considerable work on activity data has highlighted the lack of tools and services for libraries to exploit this data. The purpose of this paper is to explore the potential of a shared analytics service for UK academic libraries and introduce the Jisc Library Analytics and Metrics Project (LAMP). The project aims to help libraries effectively management collections and services as well as delivering pre-emptive indicators and ‘actionable insights’ to help identify new trends, personalise services and improve efficiencies, economies and effectiveness (student attainment and satisfaction and institutional reputation, for example) . The project builds on the Library Impact Data Project at the University of Huddersfield and the work of the Copac Activity Data and Collections Management tools. The paper will deliver a case study of the project, its progress to date, the challenges of such an approach and the implications the service has for academic libraries. Design, methodology or approach The paper will be a case study of the project and its institutional partners and early adopters work to date and explore both the technical and cultural challenges of the work as well as its implications for the role of the library within the institution and the services it provides. Specifically the case study will comprise of the following aspects: 1. A brief history of the work and the context of library analytics services in the UK (and internationally). A description of the approach adopted by the project, and the vision and goals of the project 2. Exploration of the challenges associated with the project. In particular the challenges around accessing and sharing the data, ‘warehousing’ and data infrastructure considerations and the design challenge of visualising the data sources in a useful and coherent way 3. Outline of the implications of the project and the resultant service. In particular the implications for benchmarking (within the UK and beyond), standards development for library statistics and impact (in particular the development of ISO 16439), service development, the role of the library within the wider institution and skills and expertise of librarians. Findings This paper will report on the initial findings of the project, which will run from January 2013 to October 2013. In particular it will consider the issues surfaced through the close engagement with the academic library community (through the projects community advisory and planning group) and the institutional early-adopters around data gathering and analysis. Practical implications Data accumulated in one context has the potential to inform decisions and interventions elsewhere. While there are a number of recognised and well understood use-cases for library analytics these tend to revolve around usage and collection management. Yet, the potential of a shared analytics service is in uncovering those links and indicators across diverse data sets. The paper will consider a number of practical impacts: Performance: benchmarking, student attainment, research productivity Design: fine tuning services, personalised support Trends: research landscape, student marketplace, utilisation of resources. The case study will explore these practical implications for libraries and what they mean for the future of the library within the academy. Originality and value of the proposal The paper will present a case study of a unique service that currently fills an important gap within the library analytics space. The paper will focus on the services potential to transform both the way the library works and how it is erceived by its users, as well as its role and relationship within the broader institution

    Leveraging new knowledge with relational capabilities: an investigation of rural school libraries in southern Portugal

    Purpose: This paper aims to identify and conceptualize a set of relational capabilities that school libraries in the Alentejo region of Portugal develop for acquiring new knowledge that exists externally in the wider community. Design/methodology/approach: A qualitative research design operationalized via case studies was followed for the empirical analysis. Empirical findings are based on the analysis of the 84 narrative reports submitted by school libraries as part of a national performance evaluation exercise that took place between 2010 and 2012. Data analysis followed the techniques of inductive data categorization, within case-analysis, and cross-case analysis. Findings: The exploration of the relational capabilities that school libraries in the Alentejo region of Portugal develop for acquiring new knowledge that exists externally in the community resulted in the identification of relationships that school libraries in the region have established to acquire new knowledge: connecting with and supporting organizations committed to civic engagement; facilitating discussions about challenging issues through strategic partnerships; convening community conversations to identify shared concerns and solutions; and embracing local culture to foster endogenous development. Originality/value: The ability to seek and recognize the value of new and external knowledge, assimilate it and apply it to organizational ends has been traditionally linked to the concept of absorptive capacity. While absorptive capacity literature in business settings is prolific, literature that focuses on school libraries’ ability to identify and explore external knowledge and applying it to improve their performance is scarce. Focusing on the specific context of the Alentejo region of Portugal as an archetypical rural area, this paper identifies how knowledge existing externally in the community is absorbed by rural school libraries through specific relational capabilities that reflect school libraries’ community orientation and engagement in participatory processes that develop social resilience

    Sharing, privacy and trust issues for photo collections

    Digital libraries are quickly being adopted by the masses. Technological developments now allow community groups, clubs, and even ordinary individuals to create their own, publicly accessible collections. However, users may not be fully aware of the potential privacy implications of submitting their documents to a digital library, and may hold misconceptions of the technological support for preserving their privacy. We present results from 18 autoethnographic investigations and 19 observations / interviews into privacy issues that arise when people make their personal photo collections available online. The Adams' privacy model is used to discuss the findings according to information receiver, information sensitivity, and information usage. Further issues of trust and ad hoc poorly supported protection strategies are presented. Ultimately while photographic data is potentially highly sensitive, the privacy risks are often hidden and the protection mechanisms are limited

    Digital information support for concept design

    This paper outlines the issues in effective utilisation of digital resources in conceptual design. Access to appropriate information acts as stimuli and can lead to better substantiated concepts. This paper addresses the issues of presenting such information in a digital form for effective use, exploring digital libraries and groupware as relevant literature areas, and argues that improved integration of these two technologies is necessary to better support the concept generation task. The development of the LauLima learning environment and digital library is consequently outlined. Despite its attempts to integrate the designers' working space and digital resources, continuing issues in library utilisation and migration of information to design concepts are highlighted through a class study. In light of this, new models of interaction to increase information use are explored

    A framework for design engineering education in a global context

    This paper presents a framework for teaching design engineering in a global context using innovative technologies to enable distributed teams to work together effectively across international and cultural boundaries. The DIDET Framework represents the findings of a 5-year project conducted by the University of Strathclyde, Stanford University and Olin College which enhanced student learning opportunities by enabling them to partake in global, team based design engineering projects, directly experiencing different cultural contexts and accessing a variety of digital information sources via a range of innovative technology. The use of innovative technology enabled the formalization of design knowledge within international student teams as did the methods that were developed for students to store, share and reuse information. Coaching methods were used by teaching staff to support distributed teams and evaluation work on relevant classes was carried out regularly to allow ongoing improvement of learning and teaching and show improvements in student learning. Major findings of the 5 year project include the requirement to overcome technological, pedagogical and cultural issues for successful eLearning implementations. The DIDET Framework encapsulates all the conclusions relating to design engineering in a global context. Each of the principles for effective distributed design learning is shown along with relevant findings and suggested metrics. The findings detailed in the paper were reached through a series of interventions in design engineering education at the collaborating institutions. Evaluation was carried out on an ongoing basis and fed back into project development, both on the pedagogical and the technological approaches

    DIDET: Digital libraries for distributed, innovative design education and teamwork. Final project report

    The central goal of the DIDET Project was to enhance student learning opportunities by enabling them to partake in global, team based design engineering projects, in which they directly experience different cultural contexts and access a variety of digital information sources via a range of appropriate technology. To achieve this overall project goal, the project delivered on the following objectives: 1. Teach engineering information retrieval, manipulation, and archiving skills to students studying on engineering degree programs. 2. Measure the use of those skills in design projects in all years of an undergraduate degree program. 3. Measure the learning performance in engineering design courses affected by the provision of access to information that would have been otherwise difficult to access. 4. Measure student learning performance in different cultural contexts that influence the use of alternative sources of information and varying forms of Information and Communications Technology. 5. Develop and provide workshops for staff development. 6. Use the measurement results to annually redesign course content and the digital libraries technology. The overall DIDET Project approach was to develop, implement, use and evaluate a testbed to improve the teaching and learning of students partaking in global team based design projects. The use of digital libraries and virtual design studios was used to fundamentally change the way design engineering is taught at the collaborating institutions. This was done by implementing a digital library at the partner institutions to improve learning in the field of Design Engineering and by developing a Global Team Design Project run as part of assessed classes at Strathclyde, Stanford and Olin. Evaluation was carried out on an ongoing basis and fed back into project development, both on the class teaching model and the LauLima system developed at Strathclyde to support teaching and learning. Major findings include the requirement to overcome technological, pedagogical and cultural issues for successful elearning implementations. A need for strong leadership has been identified, particularly to exploit the benefits of cross-discipline team working. One major project output still being developed is a DIDET Project Framework for Distributed Innovative Design, Education and Teamwork to encapsulate all project findings and outputs. The project achieved its goal of embedding major change to the teaching of Design Engineering and Strathclyde's new Global Design class has been both successful and popular with students

    Personalisation and recommender systems in digital libraries

    Widespread use of the Internet has resulted in digital libraries that are increasingly used by diverse communities of users for diverse purposes and in which sharing and collaboration have become important social elements. As such libraries become commonplace, as their contents and services become more varied, and as their patrons become more experienced with computer technology, users will expect more sophisticated services from these libraries. A simple search function, normally an integral part of any digital library, increasingly leads to user frustration as user needs become more complex and as the volume of managed information increases. Proactive digital libraries, where the library evolves from being passive and untailored, are seen as offering great potential for addressing and overcoming these issues and include techniques such as personalisation and recommender systems. In this paper, following on from the DELOS/NSF Working Group on Personalisation and Recommender Systems for Digital Libraries, which met and reported during 2003, we present some background material on the scope of personalisation and recommender systems in digital libraries. We then outline the working group’s vision for the evolution of digital libraries and the role that personalisation and recommender systems will play, and we present a series of research challenges and specific recommendations and research priorities for the field
