    ICT Support for Refugees and Undocumented Immigrants

    Immigrant integration has become a primary political concern for leaders in Germany and the United States. The information systems (IS) community has begun to research how information and communications technologies can assist immigrants and refugees, such as by examining how countries can facilitate social-inclusion processes. Migrants face the challenge of joining closed communities that cannot integrate or fear doing so. We conducted a panel discussion at the 2019 Americas Conference on Information Systems (AMCIS) in Cancun, Mexico, to introduce multiple viewpoints on immigration. In particular, the panel discussed how technology can both support and prevent immigrants from succeeding in their quest. We conducted the panel to stimulate a thoughtful and dynamic discussion on best practices and recommendations to enhance the discipline’s impact on alleviating the challenges that occur for immigrants in their host countries. In this panel report, we introduce the topic of using ICT to help immigrants integrate and identify differences between North/Central America and Europe. We also discuss how immigrants (particularly refugees) use ICT to connect with others, feel that they belong, and maintain their identity. We also uncover the dark and bright sides of how governments use ICT to deter illegal immigration. Finally, we present recommendations for researchers and practitioners on how to best use ICT to assist with immigration

    Conceptualizing and measuring Green IT Readiness in Finnish companies. Application area: electronic invoice

    IT has a dual role in the current climate change actions. Its emissions, 2 % of the annual global CO2e, equal to the much critiqued aviation industry. On the other hand, it can be used to reduce emissions in other sectors. The new area of study, Green IT, focuses on these abilities. The purposes of this research are twofold. Firstly, the goal is to determine Finnish businesses Green IT Readiness -levels. It means companies’ maturity in integrating environmental viewpoint to IT related activities throughout its lifecycle. The G -Readiness framework is also used to test the role of eco-sustainability in adoption of e-invoicing. The second part of the research is about IT’s enabling role in reducing carbon footprint of invoicing as invoices are turned from paper to electronic format. According to the research, the respondent companies’ G -Readiness seems to be mediocre. The framework with four measures (Attitude, Paperless Office, Management and Virtualization) was studied through a survey and tested using Partial Least Squares analysis (PLS). The study concludes that G -Readiness is currently being characterized as an attitude rather than a set of planned and coordinated tasks. Interestingly, the study indicates that environmental considerations do not explain adoption of e-invoicing. The case study on carbon footprint of invoices indicates that an e-invoice is four times more environmentally friendly than a paper invoice. The most reductions arise from increased productivity of IT enabled work, which is measured by office worker’s carbon footprint. Use of paper products and traditional mail delivery were also found to have noticeable impact, while technology and the use of it generated only a fraction of the footprint. The footprint of an office worker had not been accounted for in the previous research. Thus this finding produced totally new information to the field. The findings raise an important point about the link between eco-sustainability and productivity. Adoption of e-invoicing increases productivity and reduces emissions, but businesses have not truly accounted for this link. This indicates that many IT enabled process improvements could easily be accounted for in sustainability reporting. To reach the highest possible reductions in emissions, companies should integrate the eco-sustainability and productivity link to value chain thinking rather than focus on single processes alone

    Exploration of intrapreneurship practices to improve service delivery within the O.R. Tambo District Municipality

    The general poor service delivery in municipalities raised the question of whether the incorporation of an intrapreneurship spirit might contribute in enhancing the effectiveness of service delivery in municipalities. The study aimed to examine whether intrapreneurship, if implemented within the O.R. Tambo District Municipality, can improve service delivery. The primary objective was to explore the intrapreneurship practices that can improve service delivery within the municipalities. A qualitative approach was used in the study. Twelve in-depth, semi-structured interviews were conducted with middle and top managers of the district municipalities. Intrapreneurship was then established to be a positive culture that could be adopted by municipalities to foster innovation and enable efficient and effective service delivery. The results of the study showed that, while there is a general appreciation for intrapreneurship, there are many factors that are working against the success of intrapreneurship in the municipality. These factors need to be addressed if an innovation and intrapreneurial culture is to be fostered in municipalities.     Exploring Digital Government transformation in the EU

    This report presents the findings of the analysis of the state of the art conducted as part of the JRC research on “Exploring Digital Government Transformation in the EU: understanding public sector innovation in a data-driven society” (DIGIGOV), within the framework of the “European Location Interoperability Solutions for eGovernment (ELISE)" Action of the ISA2 Programme on Interoperability solutions for public administrations, businesses and citizens, coordinated by DIGIT. The results of the review of literature, based on almost 500 academic and grey literature sources, as well as the analysis of digital government policies in the EU Member States provide a synthetic overview of the main themes and topics of the digital government discourse. The report depicts the variety of existing conceptualisations and definitions of the digital government phenomenon, measured and expected effects of the application of more disruptive innovations and emerging technologies in government, as well as key drivers and barriers for transforming the public sector. Overall, the literature review shows that many sources appear overly optimistic with regard to the impact of digital government transformation, although the majority of them are based on normative views or expectations, rather than empirically tested insights. The authors therefore caution that digital government transformation should be researched empirically and with a due differentiation between evidence and hope. In this respect, the report paves the way to in-depth analysis of the effects that can be generated by digital innovation in public sector organisations. A digital transformation that implies the redesign of the tools and methods used in the machinery of government will require in fact a significant change in the institutional frameworks that regulate and help coordinate the governance systems in which such changing processes are implemented.JRC.B.6-Digital Econom

    Blockchain Value Creation Logics and Financial Returns

    With its complexities and portfolio-nature, the advent of blockchain technology presents several use cases to stakeholders for business value appropriation and financial gains. This 3-essay dissertation focuses on three exemplars and research approaches to understanding the value creation logics of blockchain technology for financial gains. The first essay is a conceptual piece that explores five main affordances of blockchain technology and how these can be actualized and assimilated for business value. Based on the analysis of literature findings, an Affordance-Experimentation-Actualization-Assimilation (AEAA) model is proposed. The model suggests five affordance-to-assimilation value chains and eight value interdependencies that firms can leverage to optimize their value creation and capture during blockchain technology implementation. The second essay empirically examines the financial returns of public firms\u27 blockchain adoption investments at the level of the three main blockchain archetypes (private-permissioned, public-permissioned and permissionless. Drawing upon Fichman\u27s model of the option value of innovative IT platform investments, the study examines business value creation through firm blockchain strategy (i.e., archetype instances, decentralization, and complementarity), learning (i.e., blockchain patents and event participation), and bandwagon effects using quarterly data of firm archetype investments from 2015 to 2020. The study\u27s propensity score matching utilization and fixed-effects modeling provide objective quantification of how blockchain adoption leads to increases in firm value (performance measured by Tobin\u27s q) at the archetype level (permissionless, public permissioned, and private permissioned). Surprisingly, a more decentralized archetype and a second different archetype implementation are associated with a lower Tobin\u27s q. In addition, IT-option proxy parameters such as blockchain patent originality, participation in blockchain events, and network externality positively impact firm performance, whereas the effect of blockchain patents is negative. As the foremost and more established use case of blockchain technology whose business value is accessed in either of the five affordances and exemplifies a permissionless archetype for financial gains, bitcoin cryptocurrency behavior is studied through the lens of opinion leaders on Twitter. The third essay this relationship understands the hourly price returns and volatility shocks that sentiments from opinion leaders generate and vice-versa. With a dynamic opinion leader identification strategy, lexicon and rule-based sentiment analytics, I extract sentiments of the top ten per cent bitcoin opinion leaders\u27 tweets. Controlling for various economic indices and contextual factors, the study estimates a vector autoregression model (VAR) and finds that finds that Bitcoin return granger cause Polarity but the influence of sentiment subjectivity is marginal and only stronger on bitcoin price volatility. Several key implications for blockchain practitioners and financial stakeholders and suggestions for future research are discussed

    Understanding Customer Switching Behaviour in the Retail Banking Sector: The Case of Nigeria and the Gambia

    This thesis examines customer switching behaviour in Nigeria and Gambia, focusing on the retail banking sector. The study’s key objective is to provide new knowledge on customer banking behaviour in the retail banking sector. The study is grounded in Bansal et al.’s (2005) push-pull-mooring model. A qualitative method was employed in the data collection, incorporating a triangulation approach, whereby direct observations were combined with thematic interviews and focus group discussions. The intention behind this method was to increase the validity of the research results. Ultimately, the study findings indicate significant factors and subfactors influencing customer switching behaviour in the retail banking sector. The results are categorised as push, pull, or mooring factors. It identifies seven push factors with thirteen subfactors, four pull factors with ten subfactors, and six mooring factors with three subfactors. The study’s significant contribution to existing knowledge of services marketing is the identification of new and emerging constructs, thus extending the existing knowledge in the literature. The study’s findings support numerous results of prior relevant research, while some findings disagree with those of previous research. Furthermore, the new constructs that emerge from this research are highly relevant to today’s consumers. For example, factors like banking products, perceived knowledge of banking products, perceived relative security of banking products, satisfaction with the current bank, emotions (e.g., regret or anger), liquidity challenges, bank staff career development prospects, and ethical banking issues are the study’s unique contributions to the push factors and subfactors. In addition, the emerging pull factors and subfactors include technological advancement, coronavirus pandemic-induced switching, a bank’s physical appearance, positive banking expectations, a bank’s relative proximity, expected switching benefits, perceived usefulness of a bank’s digital platforms, perceived ease of banking transactions, personalised banking offerings, and repositioning banking business models. Lastly, the new mooring factors and subfactors identified in this study are inertia, changes in customer needs or tastes, involuntary switching, and bank responsiveness. Consequently, the author has developed a framework/model based on the findings of this study.
