Understanding informal institutions: Networks and communities in rural development
A major theme within the literature on rural development is that the particular mix of formal and informal institutions present in any situation is a key determinant of development outcomes. However, there is some evidence that in policy and practice there are considerable difficulties in articulating formal organizational
realities with the rules and norms embedded in informally constructed social structures. The same difficulty is in evidence in the New Institutional Economics, where the mainstream literature concedes the critical importance of informal and cultural institutions, but has thus far failed to develop an adequate theory of the informal. This recognized weakness is all the more urgent because of the
growing emphasis on governance, participation and social learning evident in European rural development policy and practice. A clear understanding of the opportunities and pitfalls that arise in working with informal institutions is required, and therefore theories that provide analytical and operational traction in the 'parallel' realities of the formal and the informal. This paper starts from the point of view that at the heart of the institutional dilemma lies a difficulty in conceptualising the informal social structures in which informal institutions are reproduced. A review of relevant bodies of theory is presented; drawing on sociological network theory, perspectives on governance and social capital, and new developments in the organisational and management
literature. These suggest some starting points for a theory of informal social realities and the institutions that structure them. The paper concludes with a
presentation of a theoretical framework for understanding informal structures in rural development in terms of networks and communities
Standardizing and Disseminating Knowledge: The Role of the OECD in Global Governance
If âknowledge is powerâ, it is unsurprising that the production, legitimation, and application of social scientific knowledge, not least that which was designed to harness social organization to economic growth, is a potentially contentious process. Coping with, adapting to, or attempting to shape globalization has emerged as a central concern of policy-makers who are, therefore, interested in knowledge to assist their managerial activities. Thus, an organization that can create, synthesize, legitimate, and dissemination useful knowledge can play a significant role in the emerging global governance system. The OECD operates as one important site for the construction, standardization, and dissemination of transnational policy ideas. OECD staff conducts research and produces a range of background studies and reports, drawing on disciplinary knowledge (typically economics) supplemented by their âorganizational discoursesâ. This paper probes the contested nature of knowledge production and attempts to evaluate the impact of the OECDâs efforts to produce globally applicable policy advice. A State of the Art of Governance Literature on adaptation to climate change. Towards a research agenda
This report provides a state-of-the-art overview of governance literature on adaptation strategies. What has recent research taught us on adaptation from the perspective of governance and to what research agenda does this lead? This report is structured as followed. Firstly, it will be argued why adaptation is a matter of governance. Secondly, the research methods for the literature study will be outlined. Thirdly, the results of the literature study will portray the findings in terms of the themes and foci with, respectively, environmental studies, spatial planning and development studies, and public administration studies. Finally, a comparative analysis of these findings will lead to a research agenda for future research on governance of adaptatio
Sustainability experiments in the agri-food system : uncovering the factors of new governance and collaboration success
In recent years, research, society and industry recognize the need to transform the agri-food system towards sustainability. Within this process, sustainability experiments play a crucial role in transforming the structure, culture and practices. In literature, much attention is given to new business models, even if the transformation of conventional firms toward sustainability may offer opportunities to accelerate the transformation. Further acceleration could be achieved through collaboration of multiple actors across the agri-food system, but this calls for a systems approach. Therefore, we developed and applied a new sustainability experiment systems approach (SESA) consisting of an analytical framework that allows a reflective evaluation and cross-case analysis of multi-actor governance networks based on business and learning evaluation criteria. We performed a cross-case analysis of four agri-food sustainability experiments in Flanders to test and validate SESA. Hereby, the key factors of the success of collaboration and its performance were identified at the beginning of a sustainability experiment. Some of the key factors identified were risk sharing and the drivers to participate. We are convinced that these results may be used as an analytical tool for researchers, a tool to support and design new initiatives for policymakers, and a reflective tool for participating actors
The field of inter-organizational relations : a jungle or an Italian garden?
Each chapter in this Handbook contains an explicit assessment of priorities for future research that would extend and deepen an understanding of IOR. Given the diversity of contributions to this volume, it is perhaps not surprising that recommendations for future research are varied. And because the three sets of contributions start from different points-empirical manifestations, theoretical and disciplinary perspectives, and thematic interests-so the recommendations, too, might be expected to lead along different paths, 'cutting' and framing future research topics in different ways. Nevertheless, as others have suggested (Brass et al. 2005) it is possible to see some points of convergence across all three parts of the Handbook. We begin our discussion of the contributions and suggestions for the future by focusing on these points of convergence. We then look in turn at the specific ideas that emerge from, and relate to, the specific framings of each of the parts. Finally, we draw together insights about methodological issues
Infrastructure transitions toward sustainability: a complex adaptive systems perspective
To ensure infrastructure assets are procured and maintained by government on behalf of citizens, appropriate policy and institutional architecture is needed, particularly if a fundamental shift to more sustainable infrastructure is the goal. The shift in recent years from competitive and resource-intensive procurement to more collaborative and sustainable approaches to infrastructure governance is considered a major transition in infrastructure procurement systems. In order to better understand this transition in infrastructure procurement arrangements, the concept of emergence from Complex Adaptive Systems (CAS) theory is offered as a key construct. Emergence holds that micro interactions can result in emergent macro order. Applying the concept of emergence to infrastructure procurement, this research examines how interaction of agents in individual projects can result in different industry structural characteristics. The paper concludes that CAS theory, and particularly the concept of âemergenceâ, provides a useful construct to understand infrastructure procurement dynamics and progress towards sustainability

Corporate control mechanisms, voting and cash flow rights, and the performance of Dutch firms
This paper exploits several unique institutional features in the Dutch system of corporate control to examine the relations among investor protections, concentrated ownership, and firm performance. Four conclusions emerge. First, controlling shareholders do not appear to ameliorate corporate governance problems to any great extent. Second, the identity of ownership matters; when a firm is controlled by a few large individual shareholders, firm performance suffers. Expropriation costs are very high for this type of investor. Third, and somewhat at odds with the bulk of the prevailing literature, performance is enhanced when the firm is freed of equity market constraints. These results are consistent with recent theoretical models emphasizing that too much oversight can be detrimental to performance by forcing firms to underinvest in physical or human capital. Fourth, we distinguish between voting rights providing the means for intervening in firm affairs and cash flow rights providing the required motivation. Considering both rights are important for the empirical results. Apart from its substantive contributions, the paper develops a new four-step estimation strategy to control for the reverse causation problem plaguing econometric studies of corporate control mechanisms and firm performance.
