    Internet commercialization began in China in 1995. Since then, China has seen a digitalization movement, which has become a joint undertaking between industry and government in the age of ubiquitous Internet in China. China’s Premier Li Keqiang announced ‘Internet Plus’ as the national strategy in his Government Work Report presented during the Two Sessions of the year of 2015. Following Premier Li’s vision for the ‘Internet Plus’ Strategy, China is now determined “to integrate mobile Internet, cloud computing, big data, and the Internet of Things with modern manufacturing, to encourage the healthy development of e-commerce, industrial networks, and Internet banking, and to help get Internet-based companies to increase their presence in the international market.” Under the auspices of “Internet Plus,” e-commerce became one of the most important priority areas to promote China’s continuing prosperity

    China 4.0: party and society debate the digital transformation

    The development of China's Internet attracted great attention among foreign observers in 2016. This was due to record sales in Internet trade, extensive hacker attacks on private companies and government agencies, huge investment programmes for start-ups, a new controversial Internet law and the growth of government Internet censorship. China 4.0 stands for both control and creativity. How does that work? What is the Chinese public saying about the opportunities and risks of the digital transformation? What goals is the government pursuing, particularly with their Big Data and Internet Plus strategies? And what are the consequences of a new law on Internet security which comes into force in June 2017? New frameworks are being defined that could shape long-term cooperation with China on issues surrounding digitisation. An analysis of opinions emanating from Party members, economists, the military and scientists sheds light on the positions that are currently dominating Chinese discourse on the subject.     The Separation of Internet Content Regulation in the face of the Convergence of Information and Communication Technologies: The Controversies, Challenges and Solutions for China

    More than ten different departments in China have varying responsibilities for the regulation of the content of publications on the Internet. This separated regulatory structure has caused many challenges in the face of the convergence of information and communication technologies (ICTs), particularly the Internet. These challenges include the high compliance cost to ICT enterprises which effectively reduce incentives for high-tech startup companies and are detrimental to the innovative ability of the Internet itself. More generally, it creates tension for China’s successful engagement with the international community, decreases the international competitiveness of the Chinese ICT enterprises and stifles the development of global ICTs. China needs to adopt a more sophisticated approach to regulate Internet content and overcome these challenges in the near future. Failure to do so will widen the gap between China and the world’s developed countries in the Information Age. Key words: the Internet; the regulation of the Internet; content regulation; China Résumé: Plus d’une dizaine de départements différents en Chine assument les responsabilités variées du contrôle du contenu des publications sur Internet. Cette structure régulatrice séparée a causé beaucoup de défis en face de la convergence des informations, des technologies de communication et surtout de l’Internet. Tous ces défis contiennent un coût de conformité élevé pour les entreprises ICT(Information and communication technologies en anglais), qui découragent effectivement les startups high-tech et qui sont défavorables pour la capacité innovatrice d’Internet lui-même.Plus généralement, il crée de la tension pour l’engagement de la Chine avec la communauté internationale, diminue la compétitivité internationales des entreprises ICT chinoises et ralentit le développement de l’ICT. La Chine a besoin d’adopter une approche plus sophistiquée pour régulariser le contenu d’Internet et surmonter tous ces défis dans le proche futur.     The Development Strategy of Agricultural Geographical Indications in China

    Geographical indication (GI) is one of the intellectual property rights protected by the World Trade Organization. Statistics shows that most GIs are related to agricultural products in China, the development of GIs is of great significance to rural China’s economy. In 2015, China adopted the “internet plus” strategy which brings a wonderful opportunity to the development of agricultural GIs. Although the supportive policies introduced by government, the rapid development of online shopping, and the booming of agricultural e-commerce in rural China are favorable to the development of agricultural GIs, there are still some problems to be solved. This study proposes that government should play a leading role in constructing information network infrastructure and some other aspects; the production and promotion of agro-products based on GIs should be subsided; the development of GIs-related professional associations should be accelerated. In addition, brand management and the exploration of global market are also essential factors. This study can be referable for policy makers and agricultural GIs related business owners to promote the development of China’s agricultural GIs.     Comparative Analysis of Privacy Concerns in Website Register Process between China and Korea

    Abstract: Personal information privacy is fast becoming one of the most important ethical issues of our information society. Most of Internet users and non-Internet users are concerned about the protection of their privacy information in Internet. This empirical research developed a model based on the Theory of Reasoned Action and Theory of Planning Behavior, which try to address the relationships among protect regulations and differences in concerns for information privacy between China and Korea. This study used structural equation modeling to validate the proposed research model. The result illustrate that the level of concerns for information privacy in Korea is higher than what in China. For Korea, the influence of concern for information privacy is mediated by trust beliefs and administrative regulations. For China, The concern for information privacy of Internet users impacts their risk beliefs and regulation positively, but not affects their trust beliefs. Key words: Privacy information; Website register; SEM modelRésumé: La confidentialité des informations personnels est en entrain de devenir l'une des plus importantes questions éthiques de notre société de l'information. La plupart des utilisateurs d'Internet et non-utilisateurs d'Internet sont préoccupés par la protection de leurs confidentialité des renseignement sur Internet. Cette recherche empirique a développé un modèle basé sur la théorie de l'action raisonnée et la théorie de la planification du comportement, qui tentent d'aborder les relations entre les règlements de protection et leur différences dans la préoccupation sur les informations privées entre la Chine et la Corée. Cette étude a utilisé la modélisation par équation structurelle pour valider le modèle de recherche proposé. Le résultat montre que le niveau de préoccupations pour la protection des renseignements en Corée est plus élevé qu’en Chine. Pour la Corée, l'influence de préoccupation pour la protection des informations personnelles est médiée par les croyances de fiducie et les règlements administratifs. Pour la Chine, le souci de protection des renseignements personnels des utilisateurs d'Internet a un impact de leurs croyances de risques et la réglementation de manière positive, mais ne touche pas leur confiance de croyances.
