    Participatory Approach in Decision Making Processes for Water Resources Management in the Mediterranean Basin

    This paper deals with the comparative analysis of different policy options for water resources management in three south-eastern Mediterranean countries. The applied methodology follows a participatory approach throughout its implementation and is supported by the use of three different software packages dealing with water allocation budget, water quality simulation, and Multi Criteria Analysis, respectively. The paper briefly describes the general objectives of the SMART project and then presents the three local case studies, the valuation objectives and the applied methodology - developed as a general replicable framework suitable for implementation in other decision-making processes. All the steps needed for a correct implementation are therefore described. Following the conceptualisation of the problem, the choice of the appropriate indicators as well as the calculation of their weighting and value functions are detailed. The paper concludes with the results of the Multi Criteria and the related Sensitivity Analyses performed, showing how the different policy responses under consideration can be assessed and furthermore compared through case studies thanks to their relative performances. The adopted methodology was found to be an effective operational approach for bridging scientific modelling and policy making by integrating the model outputs in a conceptual framework that can be understood and utilised by non experts, thus showing concrete potential for participatory decision making.Scientific Advice, Policy-Making, Participatory Modelling, Decision Support

    Nuclear emergency decision support : a behavioural OR perspective

    Operational researchers, risk and decision analysts need consider many behavioural issues. Despite many OR applications in nuclear emergency decision support, the literature has not paid sufficient attention to behavioural matters. In working on designing decision support processes for nuclear emergency management, we have encountered many behavioural issues. In this paper we synthesise the findings in the literature with our experience and identify a number of behavioural challenges to nuclear emergency decision support. In addition to challenges in model-building and interaction, we pay attention to a behavioural issue that is often neglected: the analysis itself and the communication of its implications may have behavioural consequences. We introduce proposals to address these challenges. First, we propose the use of models relying on incomplete preference information, outlining a framework and illustrating it with data from a previous decision analysis for the Chernobyl Project. Moreover, we reflect on the responsibility that rests on the analyst in addressing behavioural issues sensitively in order to lessen the effects on public stress. In doing so we make a distinction between System 1 Societal Deliberation and System 2 Societal Deliberation and discuss how this can help structure societal deliberation in the context of nuclear emergencies

    Key challenges and meta-choices in designing and applying multi-criteria spatial decision support systems

    There is an increasing use of multi-criteria spatial decision support systems in recent years for dealing with problems that have a spatial distribution of consequences. This growth might be explained by the widespread recognition that there are multiple and conflicting objectives to be considered in spatial planning (e.g. minimizing pollution to air, water and soil, increasing the acceptance of the projects, reducing implementation costs), by new requirements to consider societal values in the evaluation and to increase participation in decision processes, as well as by the crucial role that the spatial dimension plays in such problems. However, we argue in this paper that there are key challenges confronted by DSS designers who are developing such systems and by DSS practitioners who are employing them to support decision making. These challenges impose important meta-choices to designers and practitioners, which may lead to different contents of the evaluation model and to distinctive outcomes of the analysis. In this paper, we present and discuss these key challenges and the associated meta-choices. The contribution that we aim to provide to both researchers and practitioners can be summarized as follows: (i) an increased awareness about choices to be made in the design and implementation of these decision support systems; (ii) a better understanding about the available alternatives for each choice, based on recent developments in the literature; and (iii) a clearer appraisal about the inherent trade-offs between advantages and disadvantages of each alternative

    Peer mediation for conflict management: a Singaporean case study

    The burgeoning interest in conflict and its management has recently begun to impact on schools and school systems worldwide. Motivated by a concern for increasing levels of violence in schools and student�student conflict, many school administrators are looking at conflict management programs as a means of dealing with the problem. Most of the more widely used programs have their origins in the United States; their appropriateness and effectiveness in other countries and cultures is, at best, unknown, and in some respects open to conjecture. In this paper the cultural appropriateness of a peer mediation program in a primary school in Singapore is the subject of investigation. The study also addresses, in an exploratory manner, the effectiveness of peer mediation as a mechanism for student�student conflict management

    Participatory Environmental Valuation: A Comparative Analysis of Four Case Studies

    The valuation of multiple ecosystem services requires the design of valuation processes able to integrate different dimensions of value and to cope with complexity. Following the “value-articulating institution” framework, we note that three core problems arise: the cognitive, normative and composition problems. Combining valuation methods, such as contingent valuation and multicriteria analysis, with participatory and deliberative techniques is increasingly promoted as a means to address those fundamental problems. However, the quality and legitimacy of the valuation process then becomes dependent on how participation is framed. We note that numerous issues need to be taken into account, such as the roles assumed by participants, the differences in contribution among participants, the level of participatory impact and the level of democratization of the decision-making process. This paper proposes a detailed qualitative analysis of four case studies, each of them having implemented a specific valuation method in a participatory process. We analyze how those cases were handled in each of the dimensions considered and offer our conclusions about the added values and remaining challenges related to participatory environmental valuation
