Determining Utility System Value of Demand Flexibility From Grid-interactive Efficient Buildings
This report focuses on ways current methods and practices that establish the value to electric utility systems of distributed energy resource (DER) investments can be enhanced to determine the value of demand flexibility in grid-interactive efficient buildings that can provide grid services. The report introduces key valuation concepts that are applicable to demand flexibility that these buildings can provide and links to other documents that describe these concepts and their implementation in more detail.The scope of this report is limited to the valuation of economic benefits to the utility system. These are the foundational values on which other benefits (and costs) can be built. Establishing the economic value to the grid of demand flexibility provides the information needed to design programs, market rules, and rates that align the economic interest of utility customers with building owners and occupants. By nature, DERs directly impact customers and provide societal benefits external to the utility system. Jurisdictions can use utility system benefits and costs as the foundation of their economic analysis but align their primary cost-effectiveness metric with all applicable policy objectives, which may include customer and societal (non-utility system) impacts.This report suggests enhancements to current methods and practices that state and local policymakers, public utility commissions, state energy offices, utilities, state utility consumer representatives, and other stakeholders might support. These enhancements can improve the consistency and robustness of economic valuation of demand flexibility for grid services. The report concludes with a discussion of considerations for prioritizing implementation of these improvements
Regional integrated infrastructure scoping study
The purpose of the study is to consider how the Region should take infrastructure forward in an integrated way at a strategic level and to help scope further work to inform the RSS 2009 Update. It is envisaged that this scoping study is the first part of a major work stream for the Assembly to enable infrastructure to influence future locational decisions and develop a better understanding of the impact of higher levels of growth on the Regionâs infrastructure
Microgrids & District Energy: Pathways To Sustainable Urban Development
A microgrid is an energy system specifically designed to meet some of the energy needs of a group of buildings, a campus, or an entire community. It can include local facilities that generate electricity, heating, and/or cooling; store energy; distribute the energy generated; and manage energy consumption intelligently and in real time. Microgrids enable economies of scale that facilitate local production of energy in ways that can advance cost reduction, sustainability, economic development, and resilience goals. As they often involve multiple stakeholders, and may encompass numerous distinct property boundaries, municipal involvement is often a key factor for successful implementation.
This report provides an introduction to microgrid concepts, identifies the benefits and most common road blocks to implementation, and discusses proactive steps municipalities can take to advance economically viable and environmentally superior microgrids. It also offers advocacy suggestions for municipal leaders and officials to pursue at the state and regional level. Electricity transmission: an overview of the current debate
Electricity transmission has emerged as critical for successfully liberalising powermarkets. This paper surveys the issues currently under discussion and provides a framework for the remaining papers in this issue. We conclude that signalling the efficient location of generation investment might require even a competitive LMP system to be complemented with deep connection charges. Although a Europe-wide LMP system is desirable, it appears politically problematic, so an integrated system of market coupling, possibly evolving by voluntary participation, should have high priority. Merchant investors may be able to increase interconnector capacity, although this is not unproblematic and raises new regulatory issues. A key issue that needs further research is how to better incentivize TSOs, especially with respect to cross-border issues

Regional Data Archiving and Management for Northeast Illinois
This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor
and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the
regional transportation agencies, from both technical and business perspectives, about building such a comprehensive
transportation information system. Several implementation alternatives are identified and analyzed. This research is carried
out in three phases.
In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a
thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect
information on all data elements that they store, including the format, system, and granularity. Their perception of a data
archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the
database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and
examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We
estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the
hardware, software, labor, and resource requirements. We also identify possible revenue opportunities.
A few implementation options for the archive system are summarized in this report; namely:
1. System hosted by a partnering agency
2. System contracted to a university
3. System contracted to a national laboratory
4. System outsourced to a service provider

Long-term Framework for Electricity Distribution Access Charges
In order to achieve overall economic efficiency, incentive regulation of electricity distribution utilities must address two important and inter-related issues. First, the utilitiesâ allowed revenues need to be set at correct levels. Second, the access charging mechanism by which the utilities recover the allowed revenues must give the correct economic signals to generation and load connected to the network. This paper is concerned with the latter aspect of regulation. The paper discusses the main economic principles that should form the basis on which a distribution access charging model is developed. The charging model should have a number of attributes: be calibrated to each existing network; contain an asset register; be able to determine assets needed to meet new demand; find least-cost system expansion; compute network losses and handle ancillary services; estimate incremental operating and maintenance costs; be available to users; and be simple enough for external users to understand
Lifecycle Study for Information Technology Systems in the Cold Rolling Plant 1
The purpose of this Masterâs thesis was to identify the status of the lifecycle for the IT components used in the production in Cold Rolling Plant, Outokumpu Tornio Site. Other purposes were to clarify the availability of support and spare parts, and to analyze if the components can be upgraded or replaced with newer ones.
One purpose was also to get a view of the used equipment in production lines and to study methods for lifecycle management.
This study covers the basics provided by ITIL and the global manufacturers, ABB and Siemens. The study included field surveys and spreadsheets were created based on the surveys. During the field surveys, all IT components were photographed and finally over 700 photos were analyzed with a system documentation.
This study and the result from the field surveys can be used as a base for the IT system development and for developing daily routines. It gives views for the lifecycles and used equipment in the IT systems in the production and acts as a successful approach for collecting data from the field. The results are company confidential information and separated from the published version
