    Managing Triads in a Military Avionics Service Maintenance Network in Taiwan

    Purpose – The purpose of this paper is to investigate how different types of triad structures, and the management mechanisms adopted by the focal company, affect cooperative performance. Design/methodology/approach – This paper uses a social network perspective to examine the triad management phenomenon in the military avionics maintenance context, which is closely associated with the field of operations management. Findings – This paper demonstrates that different triad structures and management mechanisms influence perceived cooperative performance. Four main findings emerged: in a triad, a firm playing a bridging role perceives higher cooperative performance than when playing a peripheral role in the triad or being located in a fully connected triad. When a firm plays the bridging role in a triad, and has a high level of trust, this leads to higher perceived cooperative performance. When a firm plays a peripheral role in a triad, high levels of coordination mechanism combined with high levels of trust result in higher levels of perceived cooperative performance. In a fully linked triad, when the coordination mechanism is well developed, the level of trust is high, so that the resulting level of perceived cooperation is high. Originality/value – This paper extends the knowledge of triad management by providing an in-depth study of a well-defined network setting with exceptionally high-level access to the most senior executives.     Estimating Workforce Development Needs for High-Speed Rail in California, Research Report 11-16

    This study provides an assessment of the job creation and attendant education and training needs associated with the creation of the California High-Speed Rail (CHSR) network, scheduled to begin construction in September 2012. Given the high profile of national and state commitment to the project, a comprehensive analysis that discusses the education, training, and related needs created during the build out of the CHSR network is necessary. This needs assessment is achieved by means of: 1) analyzing current high-speed rail specific challenges pertaining to 220mph trains; 2) using a more accurate and robust “bottom-up” approach to estimate the labor, education, skills, and knowledge needed to complete the CHSR network; and 3) assessing the current capacity of railroad-specific training and education in the state of California and the nation. Through these analyses, the study identifies the magnitude and attributes of the workforce development needs and challenges that lie ahead for California. The results of this research offer new insight into the training and education levels likely to be needed for the emergent high-speed rail workforce, including which types of workers and professionals are needed over the life of the project (by project phase), and their anticipated educational level. Results indicates that although the education attained by the design engineers of the system signifies the most advanced levels of education in the workforce, this group is comparatively small over the life of the project. Secondly, this report identifies vast training needs for the construction workforce and higher education needs for a managerial construction workforce. Finally, the report identifies an extremely limited existing capacity for training and educating the high-speed rail workforce in both California and in the U.S. generally

    Regional Data Archiving and Management for Northeast Illinois

    This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the regional transportation agencies, from both technical and business perspectives, about building such a comprehensive transportation information system. Several implementation alternatives are identified and analyzed. This research is carried out in three phases. In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect information on all data elements that they store, including the format, system, and granularity. Their perception of a data archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the hardware, software, labor, and resource requirements. We also identify possible revenue opportunities. A few implementation options for the archive system are summarized in this report; namely: 1. System hosted by a partnering agency 2. System contracted to a university 3. System contracted to a national laboratory 4.     After a brief description of the proposals for rail privatisation in Great Britain, this paper contrasts these with the proposals and experience in other countries around the world. The proposals and experience in other countries contain some elements of the British proposals, however, the 'open access' element that features strongly in the British proposals has never been experienced on any significant scale elsewhere. In conclusion, experience elsewhere may shed light on the likely outcome of some aspects of the British proposals, but other aspects such as 'open access' and vertical separation are still unknowns

    NRSS requested that an independent panel of the National Academy conduct a review of its effectiveness in five core functions, its relationships with key internal stakeholders, and its performance measurement system. Among other things, the National Park Service's Natural Resource Stewardship and Science Directorate (NRSS) is responsible for providing usable natural and social science information throughout the National Park Service (NPS). NRSS leadership requested this review of the directorate's performance on five core functions, its relationships with key internal NPS stakeholders, and its performance measurement system.Main FindingsThe panel determined that NRSS is a highly regarded organization that provides independent, credible scientific expertise and technical information. The panel also found that NRSS and NPS have additional opportunities to advance natural resource stewardship throughout the Service. If implemented, the panel's eight major recommendations will: (1) help the Service respond to the parks' environmental challenges while raising public awareness about the condition of these special places; (2) strengthen NRSS as an organization; (3) promote scientifically based decision-making at the national, regional, and park levels; and (4) improve the existing performance measurement system

    The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University (SJSU) conducted this project to review the continuing development of the Internet and the Information Superhighway. Emphasis was placed on an examination of the impact on commuting and working patterns in California, and an analysis of how public transportation agencies, including Caltrans, might take advantage of the new communications technologies. The document reviews the technology underlying the current Internet “structure” and examines anticipated developments. It is important to note that much of the research for this limited-scope project was conducted during 1995, and the topic is so rapidly evolving that some information is almost automatically “dated.” The report also examines how transportation agencies are basically similar in structure and function to other business entities, and how they can continue to utilize the emerging technologies to improve internal and external communications. As part of a detailed discussion of specific transportation agency functions, it is noted that the concept of a “Roundtable Forum,” growing out of developments in Concurrent Engineering, can provide an opportunity for representatives from multiple jurisdictions to utilize the Internet for more coordinated decision-making. The report also included an extensive analysis of demographic trends in California in recent years, such as commute and recreational activities, and identifies how the emerging technologies may impact future changes

    The purpose of this working paper is to consider the current situation of Chinese Railways, the progress of reforms to date, and possible future developments. The first section describes the current problems of Chinese Railways, as a vast organisation subject to strong central control, facing enormous and rapidly growing demands which it is unable to satisfy. The progress of reform in Chinese Railways to date, and in particular the Economic Contract Responsibility System instituted in the late 1980's and the development of joint venture companies to build new lines, are then described. In the following section the key reform models found in other countries - deregulation and privatisation of vertically integrated regional companies; separation of infrastructure from operations with open access andlor franchising competitors; or reorganisation on the basis of business sectors - are then described. None is fully suitable for China, but it is suggested that a combination of sectorisation, more commercial independence, further development of joint public/private partnerships and more contracting out, is the most likely way forward
