The Digitalisation of African Agriculture Report 2018-2019
An inclusive, digitally-enabled agricultural transformation could help achieve meaningful livelihood improvements for Africa’s smallholder farmers and pastoralists. It could drive greater engagement in agriculture from women and youth and create employment opportunities along the value chain. At CTA we staked a claim on this power of digitalisation to more systematically transform agriculture early on. Digitalisation, focusing on not individual ICTs but the application of these technologies to entire value chains, is a theme that cuts across all of our work. In youth entrepreneurship, we are fostering a new breed of young ICT ‘agripreneurs’. In climate-smart agriculture multiple projects provide information that can help towards building resilience for smallholder farmers. And in women empowerment we are supporting digital platforms to drive greater inclusion for women entrepreneurs in agricultural value chains
Financing sustainable energy for all: pay-as-you-go vs. traditional solar finance approaches in Kenya
This paper focuses on finance for Solar Home Systems (SHSs) in Kenya and asks to what extent emerging new finance approaches are likely to address the shortcomings of past approaches. Drawing on the STEPS Pathways Approach we adopt a framing that understands finance within a broader socio-technical context as a necessary but not sufficient component of achieving alternative pathways to sustainable energy access. The paper contributes in four ways. Firstly, it presents a comprehensive overview of past and new emerging approaches to financing SHSs in Kenya and their
relative strengths and weaknesses. Secondly, it represents one of the first attempts in the literature to analyse the potential of new, real time monitoring technologies and pay as you go finance models to overcome the barriers faced by conventional consumer finance models for off-grid renewable energy technologies (RETs). Thirdly, by applying for the first time we are aware of a socio-technical approach, via the application of Strategic Niche Management (SNM)
theory, to analyse the finance of RETs in developing countries, the analysis considers finance in the context of the social practices poor people seek to fulfil via access to the energy services that off-grid RETs provide, and the ways in which people previously paid for these services (e.g. via kerosene for lighting). This also situates the analysis within the understanding of SHSs as a niche that has to compete with the established regime of energy service provision and its attendant social and political institutional support. The paper therefore also contributes to the small but expanding body of literature that seeks to operationalise socio-technical transitions thinking and SNM within a developing country context

Report of the first policy advisory group meeting of the regional programme "Fisheries and HIV/AIDS: Investing in sustaining solution"
The WorldFish Center and the UN Food and Agriculture Organization (FAO) are currently implementing a Regional Programme entitled Fisheries and HIV/AIDS in Africa: Investing in Sustainable Solutions, to strengthen the capacity in the region to develop sustainable solutions to enhance the contributions of fish and fisheries to economic and human development. In particular, the programme is building a strategic response to HIV/AIDS in the fisheries sector that will generate benefits for vulnerable groups in wider society. With financial support from the Swedish-Norwegian Regional Programme on HIV/AIDS in Africa, this programme is conducting research-for-development activities and implementing pilot interventions in selected fishing communities in eight countries in sub-Saharan Africa, namely Benin, Democratic Republic of Congo (DRC), Cameroon, Nigeria, Malawi, Mozambique, Uganda and Zambia. In all eight countries, three technical focus areas have been identified through national consultations 1) Options for reducing vulnerability along the fish marketing chain; 2) Enhancing nutrition benefits from small scale aquaculture and fisheries; 3) Institutional change to increase investment in viable support options; This report presents initial findings by the Regional Programme, a regional synthesis and policy implications of these programme findings, and policy recommendations to address HIV/AIDS in the fisheries sector in Africa, as defined by the PAG members during its first meeting in Lilongwe.Fisheries, AIDS, Public health, HIV, Nutritive value
Private Enterprise for Public Health: Opportunities for Business to Improve Women's and Children's Health
This guide, developed by FSG and published by the Innovation Working Group in support of the global Every Woman, Every Child effort, explores how companies can create shared value in women's and children's health. The document sets out opportunities for multiple different industries to develop new product and services, improve delivery systems and strengthen health systems that can support global efforts to save 16 million women's and children's lives between now and 2015. It particularly notes that companies need not wait for health services to "catch up" with their economic model, but rather they can work proactively to help accelerate change, by partnering with other industries, civil society and the public sector to create collective impact in a specific location. The aim of the guide is to catalyze these transformative partnerships

The 2015–2030 Sustainable Development Goals (SDGs) explicitly seek to substantially increase the supply of well-qualified teachers in the region, drawing on international forms of development and co-operation where necessary (Goal 4)
The Revolution of Mobile Phone-Enabled Services for Agricultural Development (m-Agri Services) in Africa: The Challenges for Sustainability
The provision of information through mobile phone-enabled agricultural information services (m-Agri services) has the potential to revolutionise agriculture and significantly improve smallholder farmers’ livelihoods in Africa. Globally, the benefits of m-Agri services include facilitating farmers’ access to financial services and sourcing agricultural information about input use, practices, and market prices. There are very few published literature sources that focus on the potential benefits of m-Agri services in Africa and none of which explore their sustainability. This study, therefore, explores the evolution, provision, and sustainability of these m-Agri services in Africa. An overview of the current landscape of m-Agri services in Africa is provided and this illustrates how varied these services are in design, content, and quality. Key findings from the exploratory literature review reveal that services are highly likely to fail to achieve their intended purpose or be abandoned when implementers ignore the literacy, skills, culture, and demands of the target users. This study recommends that, to enhance the sustainability of m-Agri services, the implementers need to design the services with the users involved, carefully analyse, and understand the target environment, and design for scale and a long-term purpose. While privacy and security of users need to be ensured, the reuse or improvement of existing initiatives should be explored, and projects need to be data-driven and maintained as open source. Thus, the study concludes that policymakers can support the long-term benefit of m-Agri services by ensuring favourable policies for both users and implementers

Education Workforce Initiative: Initial Research
The purpose of this initial research is to offer evidenced possibilities in the key areas of education workforce roles, recruitment, training, deployment and leadership, along with suggested areas for further research to inform innovation in the design and strengthening of the public sector education workforce. The examples described were identified through the process outlined in the methodology section of this report, whilst we recognise that separation of examples from their context is problematic – effective innovations are highly sensitive to context and uncritical transfer of initiatives is rarely successful.
The research aims to support the Education Workforce Initiative (EWI) in moving forward with engaging education leaders and other key actors in radical thinking around the design and strengthening of the education workforce to meet the demands of the 21st century. EWI policy recommendations will be drawn from a number of country level workforce reform activities and research activity associated with the production of an Education Workforce Report (EWR). This research has informed the key questions, approach and structure of the EWR as outlined in the Education Workforce Report Proposal.
Issues pertaining to teaching and learning in primary and secondary education are at the centre of the research reported here; the focus is on moving towards schools as safe places where all children/ young people are able to engage in meaningful activity. The majority of the evidence shared here relates to teachers and school leaders; evidence on learning support staff, district officials and the wider education workforce is scant. Many of the issues examined are also pertinent to the early childhood care and education sector but these are being examined in depth by the Early Childhood Workforce Initiative. Resourcing for the Education Workforce was out of scope of this initial research but the EC recognises, as outlined in the Learning Generation Report, that provision of additional finance is a critical factor in achieving a sustainable, strong and well-motivated education workforce, particularly but not exclusively, in low and middle income countries. The next stage of EWI work will consider the relative costs of current initiatives and modelling of the cost implications of proposed reforms.
EWI aims to complement the work on teacher policy design and teacher career frameworks (including salary structures) being undertaken by other bodies and institutions such as Education International, the International Task Force on Teachers for 2030 and the Teachers’ Alliance, most particularly by bringing a focus on school and district leadership, the role of Education Support Professionals (ESPs) and inter-agency working
Beyond technology and finance: pay-as-you-go sustainable energy access and theories of social change
Two-thirds of people in sub-Saharan Africa lack access to electricity, a precursor of poverty reduction and development. The international community has ambitious commitments in this regard, e.g. the UN's Sustainable Energy for All by 2030. But scholarship has not kept up with policy ambitions. This paper operationalises a sociotechnical transitions perspective to analyse for the first time the potential of new, mobileenabled, pay-as-you-go approaches to financing sustainable energy access, focussing on a case study of pay-as-you-go approaches to financing solar home systems in Kenya. The analysis calls into question the adequacy of the dominant, two-dimensional treatment of sustainable energy access in the literature as a purely financial/technology, economics/ engineering problem (which ignores sociocultural and political considerations) and demonstrates the value of a new research agenda that explicitly attends to theories of social change – even when, as in this paper, the focus is purely on finance. The paper demonstrates that sociocultural considerations cut across the literature's traditional two-dimensional analytic categories (technology and finance) and are material to the likely success of any technological or financial intervention. It also demonstrates that the alignment of new payas- you-go finance approaches with existing sociocultural practices of paying for energy can explain their early success and likely longevity relative to traditional finance approaches
Mediated Authentic Video: A Flexible Tool Supporting a Developmental Approach to Teacher Education
You Tube now has more searches than Google, indicating that video is a motivating and, potentially, powerful learning tool. This paper investigates how we can embrace video to support improvements in teacher education. It will draw on innovative approaches to teacher education, developed by the Open University UK, in order to explore in more depth the potential of video. It will use case studies from three continents, and draw on research from different sources, in order to highlight the successes and the challenges. Looking across the examples presented, the paper will describe models of teacher learning and video use, and demonstrate that video can add value to teacher development activities provided that appropriate support and mediation, consistent with the pedagogy that is being promoted, is in place. Sustainable Development Goal 4 emphasizes the importance of improving the quality of the experiences that children have in school. This requires new models for teacher education, and has become an urgent issue. Video could be a significant part of the solution
