Innovative public governance through cloud computing: Information privacy, business models and performance measurement challenges
Purpose: The purpose of this paper is to identify and analyze challenges and to discuss proposed solutions for innovative public governance through cloud computing. Innovative technologies, such as federation of services and cloud computing, can greatly contribute to the provision of e-government services, through scaleable and flexible systems. Furthermore, they can facilitate in reducing costs and overcoming public information segmentation. Nonetheless, when public agencies use these technologies, they encounter several associated organizational and technical changes, as well as significant challenges. Design/methodology/approach: We followed a multidisciplinary perspective (social, behavioral, business and technical) and conducted a conceptual analysis for analyzing the associated challenges. We conducted focus group interviews in two countries for evaluating the performance models that resulted from the conceptual analysis. Findings: This study identifies and analyzes several challenges that may emerge while adopting innovative technologies for public governance and e-government services. Furthermore, it presents suggested solutions deriving from the experience of designing a related platform for public governance, including issues of privacy requirements, proposed business models and key performance indicators for public services on cloud computing. Research limitations/implications: The challenges and solutions discussed are based on the experience gained by designing one platform. However, we rely on issues and challenges collected from four countries. Practical implications: The identification of challenges for innovative design of e-government services through a central portal in Europe and using service federation is expected to inform practitioners in different roles about significant changes across multiple levels that are implied and may accelerate the challenges' resolution. Originality/value: This is the first study that discusses from multiple perspectives and through empirical investigation the challenges to realize public governance through innovative technologies. The results emerge from an actual portal that will function at a European level. © Emerald Group Publishing Limited

Possibilities created by current and emerging technologies have also influenced and raised our expectations for dealing with government.
The Strategy sets the direction for the use of ICT into the future. It identifies how we will realise the future we aspire to in 2015 â excellent delivery of government services to people and more efficient government operations that will enhance productivity in government and more widely through using the National Broadband Network (NBN) and other information technologies
Technology, governance, and a sustainability model for small and medium-sized towns in Europe
New and cutting-edge technologies causing deep changes in societies, playing the role
of game modifiers, and having a significant impact on global markets in small and medium-sized
towns in Europe (SMSTEs) are the focus of this research. In this context, an analysis was carried
out to identify the main dimensions of a model for promoting innovation in SMSTEs. The literature
review on the main dimensions boosting the innovation in SMSTEs and the methodological approach
was the application of a survey directed to experts on this issue. The findings from the literature
review reflect that technologies, governance, and sustainability dimensions are enablers of SMSTEsâ
innovation, and based on the results of the survey, a model was implemented to boost innovation,

Government cloud computing and the policies of data sovereignty
Government cloud services are a new development at the intersection of electronic government and cloud computing which holds the promise of rendering government service delivery more effective and efficient. Cloud services are virtual, dynamic and potentially stateless which has triggered governments' concern about data sovereignty. This paper explores data sovereignty in relation to government cloud services and how national strategies and international policy evolve. It concludes that for countries data sovereignty presents a legal risk which can not be adequately addressed with technology or through contractual arrangements alone. Knowledge based economy âtechnological perspective: implications and solutions for agility improvement and innovation achievement in higher education
Nowadays, the universities, as driving forces of innovative economy and as components of modern society, based on knowledge and collaboration, face a number of challenges and difficulties. In order to overcome them and to create/ensure the bases of eScience education and research activities, universities have to change culturally, strategically, and operationally. The paper highlights the need for ICT (Information and Communications Technology) use and its implications for higher education. In addition, the study places the theoretical aspects into a specific context, combining technologies through interfunctionality in order to ensure academic education agility and innovation. This involves the use of knowledge, process management, service oriented architectures, and Cloud solutions, exemplifying on the Academy of Economic Studies, Bucharest case. The integrated approach is extended using the SharePoint 2010 platform to improve academic management and achieve harmonization of teaching and research and development content and methods with European Union standards. The platform has been implemented and tested within two AES departments and the Masterâs Degree Studies in Computer Economics. The results have encouraged the integration of the proposed solution within the institution. Issues and challenges: cloud computing e-Government in developing countries
Cloud computing has become essential for IT resources that can be delivered as a service over the Internet. Many e-government services that are used worldwide provide communities with relatively complex applications and services. Governments are still facing many challenges in their implementation of e-government services in general, including Saudi Arabia, such as poor IT infrastructure, lack of finance, and insufficient data security. This research paper investigates the challenges of e-government cloud service models in developing countries. This paper finds that governments in developing countries are influenced by how the top management deals with the attention to the adoption of cloud computing. Further, organisational readiness levels of technologies, such as IT infrastructure, internet availability and social trust of the adoption of new technology as cloud computing, still present limitations for e-government cloud services adoption. Based on the findings of the critical review, this paper identifies the issues and challenges affecting the adoption of cloud computing in e- government such as IT infrastructure, internet availability, and trust adopted new technologies thereby highlighting benefits of cloud computing-based e-government services. Furthermore, we propose recommendations for developing IT systems focused on trust when adopting cloud computing in e-government services (CCEGov)
