    A semantic web service-based architecture for the interoperability of e-government services

    We propose a semantically-enhanced architecture to address the issues of interoperability and service integration in e-government web information systems. An architecture for a life event portal based on Semantic Web Services (SWS) is described. The architecture includes loosely-coupled modules organized in three distinct layers: User Interaction, Middleware and Web Services. The Middleware provides the semantic infrastructure for ontologies and SWS. In particular a conceptual model for integrating domain knowledge (Life Event Ontology), application knowledge (E-government Ontology) and service description (Service Ontology) is defined. The model has been applied to a use case scenario in e-government and the results of a system prototype have been reported to demonstrate some relevant features of the proposed approach

    The e-Government interoperability is the ability of ICT components/applications to work together, in other words it is the ability of two or more diverse government (ICT) systems or components to sharing and re-use of information-services, inter-linking of administrative tasks, within and between sectors are essential factors for the delivery of high quality, innovative, seamless and customer-centric e-services. The organizational interoperability refers to the cooperation way of the public administrations processes, by defining the communication interfaces between processes. This approach addresses the interoperability of e-government applications at organizational and semantic level, adopting Web services (WS) and Semantic Web Services (SWS) as technological solutions. The e-Government interoperability is becoming an increasingly crucial issue, especially for developing countries that have committed to the achievement of the Millennium Development Goals (MDGs) by 2015 . Enhanced government efficiency and effectiveness coupled with the delivery of basic public services to all citizens are essential components required to achieve such goals. In this context, most governments have finalized the design of national e-government strategies and are busy implementing priority programmes. Today the data needed by policy makers to make better decisions is available but inaccessible. Policy makers are faced not only with overlapping and uncoordinated data sources, but also with the absence of common terms of reference and means of representing these data. This results in the time consuming and complex cost of comparing data that is represented differently. Interoperability will allow data compiled by different agencies to be used together to make faster and better decisions. An important goal of governance is to enable the citizenry to have easier and faster access to government information and services. The seamless flow of data from one government office to another provides the policy maker with the information needed to draft sound policy and deliver better services. In this paper we present an approach, which addresses the interoperability of e-government applications at organizational and semantic level, adopting Web services (WS) and Semantic Web Services (SWS) as technological solutions. The main objective of this work consists in designing and developing a distributed network of semantic registries in order to publish, find and execute the Web services. The publishing in registries of the Web services consists in the execution of syntactic and semantic matching algorithms between the attributes of the registries and the attributes of Web services.e-government application, interoperability, semantic registries, WSDL standard

    Case Study in Intellectual Capital and Territorial Development: Analysing Portuguese Local Governments WEB Pages

    Multiple authors argue that the digital infrastructure of municipalities and regions, such as websites, have an important role to play in local and regional development since they enable the access and sharing of information, knowledge and the provision of certain services. Functioning as an entrance way to a territory, the websites provide important contributions in the knowledge and intellectual capital management activities. In this sense, an evaluation of websites is a core activity for the updating of content and delivery of services, contributing to their best management in the context of e-government. However, there are a limited number of studies on evaluation of websites from the perspective of intellectual capital, although the importance of this asset, either in business or public sector, and also to the development of territories is recognized. So, this study intend to show the importance of intellectual capital in the public sector, more specifically on local government, by assessing the intellectual capital of its web pages by implementing a model of intellectual capital for the public sector

    Simple Infrastructure in Measuring Countries e-Government

    As alternative to existing e-government measuring models, here I am proposing a new customer centric, service oriented, simple approach for measuring countries e- Governments. If successfully implemented, built infrastructure will provide a single e-government index number for countries. Main schema is as follows. Country CIO or equal position government official, at the beginning of each year will provide to United Nations dedicated web site 4 numbers on behalf of own country: 1) Ratio of available online public services, to total number of public services, 2) Ratio of interagency inter ministry online public services to total number of available online public services, 3) Ratio of total number of citizen and business entities served online annually to total number of citizen and business entities served annually online and physically on those services, 4) Simple index for geographical spread of online served citizen and business entities. 4 numbers then combined into one index number by mathematical Average function. In addition to 4 numbers 5th number can be introduced as service quality indicator of online public services. If in ordering of countries index number is equal, 5th criteria will be used. Notice: this approach is for country2019;s current egovernment achievement assessment, not for e-government readiness assessment

    COM-PACE: Compliance-Aware Cloud Application Engineering Using Blockchain

    The COVID19 Pandemic has highlighted our dependence on online services (from government, e-commerce/retail, and entertainment), often hosted over external cloud computing infrastructure. The users of these services interact with a web interface rather than the larger distributed service provisioning chain that can involve an interlinked group of providers. The data and identity of users are often provided to service provider who may share it (or have automatic sharing agreement) with backend services (such as advertising and analytics). We propose the development of compliance-aware cloud application engineering, which is able to improve transparency of personal data use -- particularly with reference to the European GDPR regulation. Key compliance operations and the perceived implementation challenges for the realization of these operations in current cloud infrastructure are outlined

    Reliable Peer-to-Peer Access for Italian Citizens to Digital Government Services on the Internet

    In the delivery of e-government services to citizens it should be clear that the viewpoint cannot simply be the standard one of client-supplier commonly used to provide services on the Internet. In a modern society it has rather to be the peer-to-peer approach which is typical of democracies, where institutions are equal to citizens in front of the law. But this is not yet a widely accepted standpoint in digital government efforts going on in many advanced countries in the world. Italian government, in its ever increasing effort to provide citizens with easier access to online government services, has instead adopted and is pursuing this symmetric approach, which is going to represent a fundamental tool in the ongoing march towards e-democracy. In this paper we describe the organizations involved in the process and the Information Technology (IT) infrastructure enabling the effective management of the whole process while ensuring the mandatory security functions in a democratic manner. Organizational complexity lies in the distribution of responsibilities for the management of people’s personal data among the more than 8000 Italian Municipalities and the need of keeping a centralized control on all processes dealing with identity of people. Technical complexity stems from the need of efficiently supporting this distribution of responsibilities while ensuring, at the same time, interoperability of IT-based systems independent of technical choices of the organizations involved, and fulfillment of privacy constraints. The IT architecture defined for this purpose features a clear separation between security services, provided at an infrastructure level, and application services, exposed on the Internet as Web Services
