    How Distinct are Intuition and Deliberation? An Eye-Tracking Analysis of Instruction-Induced Decision Modes

    In recent years, numerous studies comparing intuition and deliberation have been published. However, until now relatively little is known about the cognitive processes underlying the two decision modes. Therefore, we analyzed processes of information search and integration using eye-tracking technology. We tested hypotheses derived from dual-process models which postulate that intuition and deliberation are completely distinct processes against predictions of interventionist models. The latter assume that intuitive and deliberate decisions are based on the same basic process which is supplemented by additional processes in the deliberate decision mode. We manipulated decision mode between-participants by means of instructions and participants completed simple and complex city-size tasks as well as complex legal inference tasks. Our findings indicate that the instruction to deliberate does not necessarily increase levels of processing. We found no difference in mean fixation duration and the distribution of short, medium and long fixations. Instruction-induced deliberation led to a higher number of fixations, a more complete information search and more repeated information investigations. Overall, the data support interventionist models suggesting that decisions mainly rely on automatic processes which are supplemented by additional operations in the deliberate decision mode.Decision Making, Decision Mode, Intuition, Deliberation, Eye-Tracking

    An agent-based approach to assess drivers’ interaction with pre-trip information systems.

    This article reports on the practical use of a multi-agent microsimulation framework to address the issue of assessing drivers’ responses to pretrip information systems. The population of drivers is represented as a community of autonomous agents, and travel demand results from the decision-making deliberation performed by each individual of the population as regards route and departure time. A simple simulation scenario was devised, where pretrip information was made available to users on an individual basis so that its effects at the aggregate level could be observed. The simulation results show that the overall performance of the system is very likely affected by exogenous information, and these results are ascribed to demand formation and network topology. The expressiveness offered by cognitive approaches based on predicate logics, such as the one used in this research, appears to be a promising approximation to fostering more complex behavior modelling, allowing us to represent many of the mental aspects involved in the deliberation process

    The Moral High Ground: An Experimental Study of Spectator Impartiality

    This paper proposes and tests an empirical model of impartiality, inspired by Adam Smith (1759), that is based on the moral judgments of informed third parties (or spectators). The model predicts that spectatorship produces properties widely considered desirable in both the normative and descriptive literature of philosophy and the social sciences, namely, unbiasedness and consensus. This informs a vignette experiment that elicits moral judgments about real world policy issues while varying the information conditions (relevant and irrelevant information) and roles (spectator and stakeholder) of respondents across treatments. The results indicate that spectator views are unbiased, and that relevant information reduces stakeholder bias to insignificance, whereas irrelevant information reduces bias but does not eliminate it. Relevant information promotes a kind of consensus among both spectators and stakeholders. I argue that this model can inform descriptive and prescriptive political analysis and that it complements empirical work on deliberation and public opinion.impartiality, spectator, consensus, deliberation, bias

    Public participation and willingness to cooperate in common-pool resource management: a field experiment with fishing communities in Brazil

    The primary evidence about the factors determining successful self-governance of common-pool resources (CPR) has come from case studies. More recently, this observational evidence has been complemented by insights from economic experiments. Here we advance a third approach in which the role of local deliberation about the management of a fishery resource is investigated in a field experiment. Using three control and three treatment communities in a freshwater fishery, we tested if participation in developing specific measures for community-based sustainable CPR management increased the willingness to contribute to the implementation of these measures. Each community was also exposed to information about their community leader's advice about the proposed measures. Both participation and leader advice affected the willingness of participants to contribute to one of three concrete proposals. However, the strongest influence on individual willingness to contribute was exerted by the individual beliefs about the cooperation of others in CPR management. --local deliberation,participatory research,willingness to contribute,beliefs,fishing resources,field experiment

    Towards reason: political disputes, public attention and the use of expert knowledge in policymaking

    This article examines expert knowledge utilization in public policy processes. We study how much expert knowledge is employed and the extent to which decision-makers deliberate on the information provided by the experts, under various conditions of political disputes and public attention. We suggest four hypotheses. It is proposed that expert knowledge will be used more, but that there will be less deliberation in situations of political disputes. It is also suggested that expert knowledge will be consulted more and the decision-makers will take a more deliberative approach when there is a lot of attention from citizens. Our empirical findings, based on original data from local politics in Sweden, are in line with the hypotheses. The findings highlight the importance of both studying the extent of expert knowledge use and the way expertise is utilized.     Relativity of a Free Will Concept Depending on Both Conscious Indeterminism and Unconscious Determinism

    Free will is difficult to classify with respect to determinism or indeterminism, and its phenomenology in consciousness often shows both aspects. Initially, it is felt as unlimited and indeterminate will power, with the potentiality of multiple choices. Thereafter, reductive deliberation is led by determinism to the final decision, which realises only one of the potential choices. The reductive deliberation phase tries to find out the best alternative and simultaneously satisfying vague motivations, contextual conditions and personal preferences. The essential sense of free will is the introduction of personal preferences, which allows a higher diversity of reactions to vague motivations. With an oversimplified model of determinism as a chain of events, incompatibilists define “free” as “undetermined” so that determinism becomes incompatible with any free choice between alternatives. In consciousness, free will requires a more complex model of network determinism as well as the consideration of unconsciousness as a causal factor. When “free” defined as “undetermined” is applied to the context of consciousness, it should be reinterpreted as “unconscious of being determined” or not aware of underlying determinism. Lacking information on determinism generates a feeling of “free” in consciousness and, therefore, gives the impression of indeterminism. Lacking information may be induced by an uncertain future without determined events—an unconscious past with biological reactions suddenly emerging from the unconsciousness or an unknown present unable to distinguish determinism of complex events. Therefore, at the level of human consciousness, the experience of free will is associated with apparent indeterminism although it is based on unconscious determinism. The concepts of compatibilism and incompatibilism are only two different aspects of the same phenomenon and correspond to consciousness and unconsciousness. Nevertheless, they can be considered together with a free will concept based on relativity depending on two different reference frames—the first person’s experience frame or the Laplace’s demon frame with knowledge on every molecule of the universe. Only relativity of the free will concept avoids the contradiction between “free” and “unfree” for the same phenomenon and could be a compromise for considering compatibilism and incompatibilism equally
