    The Analytical Country Reports analyse and assess in a structured manner the evolution of the national policy research and innovation in the perspective of the wider EU strategy and goals, with a particular focus on the performance of the national research and innovation (R&I) system, their broader policy mix and governance.     ERAWATCH Country Reports 2012: Czech Republic

    This analytical country report is one of a series of annual ERAWATCH reports produced for EU Member States and Countries Associated to the Seventh Framework Programme for Research of the European Union (FP7). The main objective of the ERAWATCH Annual Country Reports is to characterise and assess the performance of national research systems and related policies in a structured manner that is comparable across countries. The Country Report 2012 builds on and updates the 2011 edition. The report identifies the structural challenges of the national research and innovation system and assesses the match between the national priorities and the structural challenges, highlighting the latest developments, their dynamics and impact in the overall national context. They further analyse and assess the ability of the policy mix in place to consistently and efficiently tackle these challenges. These reports were originally produced in December 2012, focusing on policy developments over the previous twelve months. The reports were produced by independent experts under direct contract with IPTS.     ASCR/HEP Exascale Requirements Review Report

    This draft report summarizes and details the findings, results, and recommendations derived from the ASCR/HEP Exascale Requirements Review meeting held in June, 2015. The main conclusions are as follows. 1) Larger, more capable computing and data facilities are needed to support HEP science goals in all three frontiers: Energy, Intensity, and Cosmic. The expected scale of the demand at the 2025 timescale is at least two orders of magnitude -- and in some cases greater -- than that available currently. 2) The growth rate of data produced by simulations is overwhelming the current ability, of both facilities and researchers, to store and analyze it. Additional resources and new techniques for data analysis are urgently needed. 3) Data rates and volumes from HEP experimental facilities are also straining the ability to store and analyze large and complex data volumes. Appropriately configured leadership-class facilities can play a transformational role in enabling scientific discovery from these datasets. 4) A close integration of HPC simulation and data analysis will aid greatly in interpreting results from HEP experiments. Such an integration will minimize data movement and facilitate interdependent workflows. 5) Long-range planning between HEP and ASCR will be required to meet HEP's research needs. To best use ASCR HPC resources the experimental HEP program needs a) an established long-term plan for access to ASCR computational and data resources, b) an ability to map workflows onto HPC resources, c) the ability for ASCR facilities to accommodate workflows run by collaborations that can have thousands of individual members, d) to transition codes to the next-generation HPC platforms that will be available at ASCR facilities, e) to build up and train a workforce capable of developing and using simulations and analysis to support HEP scientific research on next-generation systems.Comment: 77 pages, 13 Figures; draft report, subject to further revisio

    Local Authorities and Communicators Engaged in Science: PLACES Impact Assessment Case Study of Prague

    Regional aspects of science communication represent a potential asset and as such are quite suitable topic for further examination with respect to future social and economic development in Prague based on the city's main development strategies. Closer analysis of SCIP aspects at re- gional level can present a suitable complement for development of suitable measures and projects of the regional innovation and education policies. This study focuses on research questions related to regional dimension of science communication, its impacts and suitable tools. Document analysis and questionnaire distributed among selected experts were chosen as tools for elaboration of the study. Results suggest that regional dimension of science communication policy and initiatives is a relevant one in case of Prague. However, the attention given to this topic by national and regional authorities is unsatisfactory resulting in lack of co-ordination of activities of the respective stakeholders. Impacts of SCIP, as far as causality can be identified, lie in encouraging young people in their interest in science, increasing awareness of general public in science-related issues and explaining role of science in society and problems that science is facing. To maximise effects of science communication there is a space for national and regional authorities to play an integrating role. Given the concentration of SCIP actors, the City of Prague could aspire to develop its science communication policy in order to promote itself as a Central European centre of science

    Stairway to Excellence. Country report: Slovakia

    In the frame of the Stairway to Excellence project, complex country analysis was performed for the EU MS that joined the EU since 2004, with the objective to assess and corroborate all the qualitative and quantitative data in drawing national/regional FP7 participation patterns, understand the push–pull factors for FP7/H2020 participation and the factors affecting the capacity to absorb cohesion policy funds. This report articulates analysis on selected aspects and country-tailored policy suggestions aiming to tackle the weaknesses identified in the analysis. The report complements the complex qualitative/ quantitative analysis performed by the IPTS/KfG/S2E team. A national Big Data1 innovation ecosystem is essential to enabling knowledge discovery from and confident action informed by the vast resource of new and diverse datasets that are rapidly becoming available in nearly every aspect of life. Big Data has the potential to radically improve the lives of all Americans. It is now possible to combine disparate, dynamic, and distributed datasets and enable everything from predicting the future behavior of complex systems to precise medical treatments, smart energy usage, and focused educational curricula. Government agency research and public-private partnerships, together with the education and training of future data scientists, will enable applications that directly benefit society and the economy of the Nation. To derive the greatest benefits from the many, rich sources of Big Data, the Administration announced a “Big Data Research and Development Initiative” on March 29, 2012.2 Dr. John P. Holdren, Assistant to the President for Science and Technology and Director of the Office of Science and Technology Policy, stated that the initiative “promises to transform our ability to use Big Data for scientific discovery, environmental and biomedical research, education, and national security.” The Federal Big Data Research and Development Strategic Plan (Plan) builds upon the promise and excitement of the myriad applications enabled by Big Data with the objective of guiding Federal agencies as they develop and expand their individual mission-driven programs and investments related to Big Data. The Plan is based on inputs from a series of Federal agency and public activities, and a shared vision: We envision a Big Data innovation ecosystem in which the ability to analyze, extract information from, and make decisions and discoveries based upon large, diverse, and real-time datasets enables new capabilities for Federal agencies and the Nation at large; accelerates the process of scientific discovery and innovation; leads to new fields of research and new areas of inquiry that would otherwise be impossible; educates the next generation of 21st century scientists and engineers; and promotes new economic growth. The Plan is built around seven strategies that represent key areas of importance for Big Data research and development (R&D). Priorities listed within each strategy highlight the intended outcomes that can be addressed by the missions and research funding of NITRD agencies.
