    Innovation brokers and their roles in value chain-network innovation: preliminary findings and a research agenda

    Intervention approaches have been implemented in developing countries to enhance farmer's livelihoods through improving their linkages to markets and inclusiveness in agricultural value chains. Such interventions are aimed at facilitating the inclusion of small farmers not just in the vertical activities of the value chain (coordination of the chain) but also in the horizontal activities (cooperation in the chain). Therefore value addition is made by not just innovating products and services, but also by innovating social processes, which we define as Value Chain-Network Innovation. In Value Chain-Network Innovation, linkage formation among networks and optimisation is one of the main objectives of innovation enhancing interventions. Here some important roles for innovation brokers are envisaged as crucial to dynamise this process, connecting different actors of the innovation system, paying special attention to the weaker ones. However, little attention has been given to identify different innovation brokering roles in those approaches, and to the need that they facilitate innovation processes and open safe spaces for innovation and social learning at different organisational settings and levels, to have more effective and sustainable impacts. This paper offers some preliminary empirical evidence of the roles of innovation brokers in a developing country setting, recognising the context-sensitive nature of innovations. Two cases from work experience with intervention approaches are analysed in light of the theories of innovation brokering, presenting some empirical evidence of different types of arrangements made by innovation brokers. A third case was taken from the literature. Data from questionnaires, key informant interviews, participant observations of different types of activities and processes carried out in those approaches, SWOT analysis and project reports were used for the analysis of different types of brokering roles and to draw some lessons. One important outcome of this preliminary analysis was that Information and Communication Technologies (ICT) in integration with other media facilitate new ways of social organisation and interaction of innovation networks, which offer more possibilities for processes of innovation, aggregating value to the production and sharing of knowledge. There is already a transition of paradigm for approaching agricultural innovation to more participative and open approaches, which offers a promissory landscape for organising the value chain actors in a way that is more favourable for small farmers

    Brokering Community–campus Partnerships: An Analytical Framework

    Academic institutions and community-based organizations have increasingly recognized the value of working together to meet their different objectives and address common societal needs. In an effort to support the development and maintenance of these partnerships, a diversity of brokering initiatives has emerged. We describe these brokering initiatives broadly as coordinating mechanisms that act as an intermediary with an aim to develop collaborative and sustainable partnerships that provide mutual benefit. A broker can be an individual or an organization that helps connect and support relationships and share knowledge. To date, there has been little scholarly discussion or analysis of the various elements of these initiatives that contribute to successful community–campus partnerships. In an effort to better understand where these features may align and diverge, we reviewed a sample of community–campus brokering initiatives across North America and the United Kingdom to consider their different roles and activities. From this review, we developed a framework to delineate characteristics of different brokering initiatives to better understand their contributions to successful partnerships. The framework is divided into two parts. The first examines the different structural allegiances of the brokering initiatives by identifying their affiliation, principle purpose, and who received primary benefits. The second considers the dimensions of brokering activities in respect to their level of engagement, platforms used, scale of activity, and area of focus. The intention of the community campus engagement brokering framework is to provide an analytical tool for academics and community-based practitioners engaged in teaching and research partnerships. When developing a brokering initiative, these categories describing the different structures and dimensions encourage participants to think through the overall goals and objectives of the partnership and adapt the initiative accordingly

    Beyond knowledge brokerage: an exploratory study of innovation intermediaries in an evolving smallholder agricultural system in Kenya

    The recognition that innovation occurs in networks of heterogeneous actors and requires broad systemic support beyond knowledge brokering has resulted in a changing landscape of the intermediary domain in an increasingly market-driven agricultural sector in developing countries. This paper presents findings of an explorative case study that looked at 22 organisations identified as fulfilling an intermediary role in the Kenyan agricultural sector. The results show that these organisations fulfill functions that are not limited to distribution of knowledge and putting it into use. The functions also include fostering integration and interaction among the diverse actors engaged in innovation networks and working on technological, organisational and institutional innovation. Further, the study identified various organisational arrangements of innovation intermediaries with some organisations fulfilling a specialised innovation brokering role, even as other intermediaries take on brokering as a side activity, while still substantively contributing to the innovation process. Based on these findings we identify a typology of 4 innovation intermediation arrangements, including technology brokers, systemic brokers, enterprise development support and input access support. The results indicate that innovation brokering is a pervasive task in supporting innovation and will require policy support to embed it in innovation support arrangements. The paper is not normative about these arrangements

    Innovation from user experience in Living Labs: revisiting the ‘innovation factory’-concept with a panel-based and user-centered approach

    This paper focuses on the problem of facilitating sustainable innovation practices with a user-centered approach. We do so by revisiting the knowledge-brokering cycle and Hargadon and Sutton’s ideas on building an ‘innovation factory’ within the light of current Living Lab-practices. Based on theoretical as well as practical evidence from a case study analysis of the LeYLab-Living Lab, it is argued that Living Labs with a panel-based approach can act as innovation intermediaries where innovation takes shape through actual user experience in real-life environments, facilitating all four stages within the knowledge-brokering cycle. This finding is also in line with the recently emerging Quadruple Helix-model for innovation, stressing the crucial role of the end-user as a stakeholder throughout the whole innovation process

    ‘Maybe we can turn the tide’ : an explanatory mixed-methods study to understand how knowledge brokers mobilise health evidence in low- and middle-income countries

    Background: Little is known about how knowledge brokers (KBs) operate in low- and middle-income countries (LMICs) to translate evidence for health policy and practice. These intermediaries facilitate relationships between evidence producers and users to address public health issues. Aims and objectives: To increase understanding, a mixed-methods study collected data from KBs who had acted on evidence from the 2015 Global Maternal Newborn Health Conference in Mexico. Methods: Of the 1000 in-person participants, 252 plus 72 online participants (n=324) from 56 countries completed an online survey, and 20 participants from 15 countries were interviewed. Thematic analysis and application of knowledge translation (KT) theory explored factors influencing KB actions leading to evidence uptake. Descriptive statistics of respondent characteristics were used for cross-case comparison. Findings: Results suggest factors supporting the KB role in evidence uptake, which include active relationships with evidence users through embedded KB roles, targeted and tailored evidence communication to fit the context, user receptiveness to evidence from a similar country setting, adaptability in the KB role, and action orientation of KBs. Discussion and conclusions: Initiatives to increase evidence uptake in LMICs should work to establish supportive structures for embedded KT, identify processes for ongoing cross-country learning, and strengthen KBs already showing effectiveness in their roles

    Dynamics of biosciences regulation and opportunities for biosciences innovation in Africa: Exploring regulatory policy brokering

    Knowledge brokering has been explored in the innovation literature to understand how different innovation tasks are organised toward technological development. This paper reflects upon the role of different organisations as knowledge brokers in regulatory policy processes towards putting biosciences research into use. It identifies a practical function-based typology that describes four categories of policy brokers who perform different tasks, with the potential to impact biosciences regulatory policy change. The paper concludes with a brief exploration of how policy can support the different functions of regulatory policy brokerage to enhance the translation of biosciences research into use for the benefit of the poor.     Betweenness Centrality as a Driver of Preferential Attachment in the Evolution of Research Collaboration Networks

    We analyze whether preferential attachment in scientific coauthorship networks is different for authors with different forms of centrality. Using a complete database for the scientific specialty of research about "steel structures," we show that betweenness centrality of an existing node is a significantly better predictor of preferential attachment by new entrants than degree or closeness centrality. During the growth of a network, preferential attachment shifts from (local) degree centrality to betweenness centrality as a global measure. An interpretation is that supervisors of PhD projects and postdocs broker between new entrants and the already existing network, and thus become focal to preferential attachment. Because of this mediation, scholarly networks can be expected to develop differently from networks which are predicated on preferential attachment to nodes with high degree centrality.Comment: Journal of Informetrics (in press

    Brokering between heads and hearts: an analysis of designing for social change

    This paper describes a fluid and responsive design process identified among certain practitioners involved in solving social problems or inspiring social change. Their practice is both user-centred and participative in its approach and addresses the shortcomings of many top-down initiatives. These people work tactically to weave together policy knowledge, funding opportunities, local initiative and ideas for improving social and environmental conditions, acting as connectors, activists and facilitators in different contexts at different times. Although their activities are recognisably related to more conventional designing practices, the materials they use in finding solutions are unusual in that they may include the beneficiaries themselves and other features of the social structure in which they are effecting change. We present an ethnographic study of practices in designing that focuses on social initiatives rather than the tangible products or systems that might support them. We explore the how design practices map to the process of winning local people's commitment to projects with a social flavour. To situate the discussion in a political context we draw on de Certeau’s distinction between strategic and tactical behaviour and look at how our informants occupy a space as mediators between groups with power and a sense of agency and those without.
