On the basis of a literature review from four disciplines - knowledge management, management information systems, operations research and logistics, and economics - the demand for new ICT applications, the supply of new applications and the match between demand and supply are identified.     A multi-agent system with application in project scheduling

    The new economic and social dynamics increase project complexity and makes scheduling problems more difficult, therefore scheduling requires more versatile solutions as Multi Agent Systems (MAS). In this paper the authors analyze the implementation of a Multi-Agent System (MAS) considering two scheduling problems: TCPSP (Time-Constrained Project Scheduling), and RCPSP (Resource-Constrained Project Scheduling). The authors propose an improved BDI (Beliefs, Desires, and Intentions) model and present the first the MAS implementation results in JADE platform.multi-agent architecture, scheduling, project management, BDI architecture, JADE.

    Examination of Regional Transit Service Under Contracting: A Case Study in the Greater New Orleans Region, Research Report 10-09

    Many local governments and transit agencies in the United States face financial difficulties in providing adequate public transit service in individual systems, and in providing sufficient regional coordination to accommodate transit trips involving at least one transfer between systems. These difficulties can be attributed to the recent economic downturn, continuing withdrawal of the state and federal funds that help support local transit service, a decline in local funding for transit service in inner cities due to ongoing suburbanization, and a distribution of resources that responds to geographic equity without addressing service needs. This study examines two main research questions: (1) the effect of a ā€œdelegated managementā€ contract on efficiency and effectiveness within a single transit system, and (2) the effects of a single private firmā€”contracted separately by more than one agency in the same regionā€”on regional coordination, exploring the case in Greater New Orleans. The current situation in New Orleans exhibits two unique transit service conditions. First, New Orleans Regional Transit Authority (RTA) executed a ā€œdelegated managementā€ contract with a multinational private firm, outsourcing more functions (e.g., management, planning, funding) to the contractor than has been typical in the U.S. Second, as the same contractor has also been contracted by another transit agency in an adjacent jurisdictionā€”Jefferson Transit (JeT), this firm may potentially have economic incentives to improve regional coordination, in order to increase the productivity and effectiveness of its own transit service provision. Although the limited amount of available operation and financial data has prevented us from drawing more definitive conclusions, the findings of this multifaceted study should provide valuable information on a transit service contracting approach new to the U.S.: delegated management. This study also identified a coherent set of indices with which to evaluate the regional coordination of transit service, the present status of coordination among U.S. transit agencies, and barriers that need to be resolved for regional transit coordination to be successful

    Taxonomic classification of planning decisions in health care: a review of the state of the art in OR/MS

    We provide a structured overview of the typical decisions to be made in resource capacity planning and control in health care, and a review of relevant OR/MS articles for each planning decision. The contribution of this paper is twofold. First, to position the planning decisions, a taxonomy is presented. This taxonomy provides health care managers and OR/MS researchers with a method to identify, break down and classify planning and control decisions. Second, following the taxonomy, for six health care services, we provide an exhaustive specification of planning and control decisions in resource capacity planning and control. For each planning and control decision, we structurally review the key OR/MS articles and the OR/MS methods and techniques that are applied in the literature to support decision making

    Strategic negotiation models for grid scheduling

    One of the key requirements for Grid infrastructures is the ability to share resources with nontrivial qualities of service. However, resource management in a decentralized infrastructure is a complex task as it has to cope with di erent policies and objectives of the di erent resource providers and the resource users. This problem is further complicated due to the diversity of the resource types and the heterogeneity of their local resource management systems. Agreement-based resource management can be used to address these issues because in the negotiation process of creating such bilateral service level agreements (SLAs) between Grid parties, the di erent polices of the resource providers and the users will be abstracted and observed. Such negotiation processes should be automated with no or minimal human interaction, considering the potential scale of Grid systems and the amount of necessary transactions. Therefore, strategic negotiation models play important roles. In this thesis, we have made several novel research contributions which are as follows: - An agreement based resource management approach is analyzed. Requirements for the automatic negotiation problems in Grid computing are introduced. Furthermore, related work in the areas of economics and agent communities are investigated. - Several negotiation models and negotiation strategies are proposed and examined. Simulation results demonstrate that these proposed negotiation models are suitable and e ective for Grid environments. - Firstly, a strategic negotiation model using time-based negotiation strategies is proposed and evaluated using discrete event based simulation techniques. - Secondly, time-based negotiation strategies are quite limited in the dynamically changing Grid environment because they are quite simple and static; so learning based negotiation strategies are investigated and evaluated, which are quite exible and e ective in the dynamically changing Grid environment. Also we adopted negotiation strategies considering opportunistic functions for Grid scheduling. - Thirdly, it is usually necessary that resources from di erent resource providers are co-allocated to satisfy the complex requirements of the users, so a strategic negotiation model supporting co-allocation and the tradeo between "first" and "best" agreements in the Grid computing is also proposed and evaluated. - Finally, the contributions of the current research work to the WSNegotiation protocol are analyzed

    Multi-objective model for optimizing railway infrastructure asset renewal

    Trabalho inspirado num problema real da empresa Infraestruturas de Portugal, EP.A multi-objective model for managing railway infrastructure asset renewal is presented. The model aims to optimize three objectives, while respecting operational constraints: levelling investment throughout multiple years, minimizing total cost and minimizing work start postponements. Its output is an optimized intervention schedule. The model is based on a case study from a Portuguese infrastructure management company, which specified the objectives and constraints, and reflects management practice on railway infrastructure. The results show that investment levelling greatly influences the other objectives and that total cost fluctuations may range from insignificant to important, depending on the condition of the infrastructure. The results structure is argued to be general and suggests a practical methodology for analysing trade-offs and selecting a solution for implementation.info:eu-repo/semantics/publishedVersio
