    An Approach for Actions to Prevent Suicides on Commuter and Metro Rail Systems in the United States, MTI Report 12-33

    The primary goals of this report are to discuss measures to prevent suicides on commuter and metro rail systems, and to outline an approach for suicide prevention on rail systems. Based on existing literature and analysis of data obtained from the Metrolink system in Southern California, it was found that most suicides occur near station platforms and near access points to the track. Suicides occurred most frequently when relatively more trains were in operation and in areas of high population density. There do not appear to be suicide “hot spots” (e.g., linked to mental hospitals in the proximity, etc.), based on data analyzed for U.S. systems. The suicide prevention measures range from relatively inexpensive signs posting call-for-help suicide hotline information to costly platform barriers that physically prevent people from jumping onto tracks in front of trains. Other prevention measures fall within this range, such as hotlines available at high frequency suicide locations, or surveillance systems that can report possible suicide attempts and provide the opportunity for intervention tactics. Because of the relatively low number of suicides on rail systems, as compared to the overall number of suicides in general, a cost-effective strategy for preventing suicides on rail systems should be approached in a very focused manner. The prevention measures executed by the rail authorities should be focused on the suicides occurring on the rail systems themselves, while the broader problem of suicides should be left to community-based prevention efforts. Moreover, prevention measures, such as surveillance and response, could “piggyback” on surveillance and response systems used for other purposes on the rail systems to make such projects economically feasible

The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making. As a result, people belong to any given hierarchy can access the information simultaneously and make decisions on their own challenging the traditional power relations.     Improving customer churn prediction by data augmentation using pictorial stimulus-choice data

    The purpose of this paper is to determine the added value of pictorial stimulus-choice data in customer churn prediction. Using Random Forests and 5 times 2 fold cross-validation, this study analyzes how much pictorial stimulus choice data and survey data increase the AUC of a churn model over and above administrative, operational and complaints data. The finding is that pictorial-stimulus choice data significantly increases AUC of models with administrative and operational data. The practical implication of this finding is that companies should start considering mining pictorial data from social media sites (e.g. Pinterest), in order to augment their internal customer database. This study is original in that it is the first that assesses the added value of pictorial stimulus-choice data in predictive models. This is important because more and more social media websites are focusing on pictures

    Our main concern in this article is whether nation-wide information technology (IT) infrastructures or systems in emergency response and disaster management are the solution to the communication problems the safety sector suffers from. It has been argued that implementing nation-wide IT systems will help to create shared cognition and situational awareness among relief workers. We put this claim to the test by presenting a case study on the introduction of ‘netcentric work’, an IT system-based platform aiming at the creation of situational awareness for professionals in the safety sector in the Netherlands. The outcome of our research is that the negotiation with relevant stakeholders by the Dutch government has lead to the emergence of several fragmented IT systems. It becomes clear that a top-down implementation strategy for a single nation-wide information system will fail because of the fragmentation of the Dutch safety sector it is supposed to be a solution to. As the US safety sector is at least as fragmented as its Dutch counterpart, this may serve as a caveat for the introduction of similar IT systems in the US

    Characterizing and Improving the Reliability of Broadband Internet Access

    In this paper, we empirically demonstrate the growing importance of reliability by measuring its effect on user behavior. We present an approach for broadband reliability characterization using data collected by many emerging national initiatives to study broadband and apply it to the data gathered by the Federal Communications Commission's Measuring Broadband America project.
