    Re-prioritizing climate services for agriculture: Insights from Bangladesh

    Considerable progress has been made in establishing climate service capabilities over the last few decades, but the gap between the resulting services and national needs remains large. Using climate services for agriculture in Bangladesh as a case study example, we highlight mismatches between local needs on the one hand, and international initiatives that have focused largely on prediction on the other, and we make suggestions for addressing such mismatches in similar settings. To achieve greater benefit at the national level, there should be a stronger focus on addressing important preliminaries for building services. These preliminaries include the identification of priorities, the definition of responsibilities and expectations, the development of climate services skills, and the construction of a high-quality and easily usable national climate record. Once appropriate institutional, human resources and data infrastructure are in place, the implementation of a climate monitoring and watch system would form a more logical basis for initial climate service implementation than attempting to promote sub-seasonal to seasonal climate forecasting, especially when and where the inherent predictability is limited at best. When and where forecasting at these scales is viable, efforts should focus on defining and predicting high-impact events important for decision making, rather than on simple seasonal aggregates that often correlate poorly with outcomes. Some such forecasts may be more skillful than the 3- to 4-month seasonal aggregates that have become the internationally adopted standard. By establishing a firm foundation for climate services within National Meteorological Services, there is a greater chance that individual climate service development initiatives will be sustainable after their respective project lifetimes

    Rural income diversification in Ethiopia: Patterns, trends, and welfare impacts

    Increased diversification of rural households into the rural non-farm economy is an important driver of economic growth and structural transformation in countries like Ethiopia where the vast majority of people live in rural areas and are largely dependent on seasonal agriculture. Some of the benefits of diversification include efficient utilization of asset endowments (e.g., labor during dry season) and reduction of risks. In this study we explore the: (i) patterns and trends of diversification, (ii) drivers of diversification including the association between rainfall risk/shocks and diversification, and (iii) welfare effects of diversification during the recent decade using three rounds of representative household data from the four main regions of Ethiopia. We used Cragg’s double-hurdle model, a method that considers the two-step decision making process in diversification (i.e., participation and extent of participation), to identify the determinants of diversification and a fixed-effect and instrumental variable (IV) approaches to understand the links between diversification and household welfare. The descriptive results show that rural households generally adopt a livelihood strategy dominated by farming and that the level of diversification has been stagnant over the period of analysis considered. More importantly, the vast majority of households continue to draw a substantial share of their income from crop production, followed by livestock. The income from non-farm activities accounts only between 17 percent and 23 percent of the total income. The econometrics results show that diversification is positively associated with credit access, membership in social insurance, ownership of mobile phone, relative measure of household wealth, and population density. Conversely, access to relatively large, fertile, and irrigable land discourages diversification into non-farm activities. The analysis on the association between rainfall risks and diversification indicates that rural households use income diversification both as risk mitigation and shock coping strategy. The results on the link between income diversification and household welfare indicate a positive association between diversification and household total consumption expenditure, dietary diversity score, and housing/roof quality. In sum, the results imply the need for a deliberate effort to expand the non-farm economy so as to tap its full potential for employment generation, income growth, and welfare improvements. A starting point could be for agricultural and rural development policies and investments to go beyond promotion of cereal crop production and facilitate participation in high value crop, livestock, aquaculture production. Incentivizing investments in value addition activities that can create and enrich upward and downward linkages in the midstream segment of agricultural value chains is another potential avenue to boost rural non-farm economy

    É com grande prazer que apresentamos a mais recente edição (a 11.ª) do Anuário Científico da Escola Superior de Tecnologia da Saúde de Lisboa. Como instituição de ensino superior, temos o compromisso de promover e incentivar a pesquisa científica em todas as áreas do conhecimento que contemplam a nossa missão. Esta publicação tem como objetivo divulgar toda a produção científica desenvolvida pelos Professores, Investigadores, Estudantes e Pessoal não Docente da ESTeSL durante 2021. Este Anuário é, assim, o reflexo do trabalho árduo e dedicado da nossa comunidade, que se empenhou na produção de conteúdo científico de elevada qualidade e partilhada com a Sociedade na forma de livros, capítulos de livros, artigos publicados em revistas nacionais e internacionais, resumos de comunicações orais e pósteres, bem como resultado dos trabalhos de 1º e 2º ciclo. Com isto, o conteúdo desta publicação abrange uma ampla variedade de tópicos, desde temas mais fundamentais até estudos de aplicação prática em contextos específicos de Saúde, refletindo desta forma a pluralidade e diversidade de áreas que definem, e tornam única, a ESTeSL. Acreditamos que a investigação e pesquisa científica é um eixo fundamental para o desenvolvimento da sociedade e é por isso que incentivamos os nossos estudantes a envolverem-se em atividades de pesquisa e prática baseada na evidência desde o início dos seus estudos na ESTeSL. Esta publicação é um exemplo do sucesso desses esforços, sendo a maior de sempre, o que faz com que estejamos muito orgulhosos em partilhar os resultados e descobertas dos nossos investigadores com a comunidade científica e o público em geral. Esperamos que este Anuário inspire e motive outros estudantes, profissionais de saúde, professores e outros colaboradores a continuarem a explorar novas ideias e contribuir para o avanço da ciência e da tecnologia no corpo de conhecimento próprio das áreas que compõe a ESTeSL.     Développement d’un système intelligent de reconnaissance automatisée pour la caractérisation des états de surface de la chaussée en temps réel par une approche multicapteurs

    Le rôle d’un service dédié à l’analyse de la météo routière est d’émettre des prévisions et des avertissements aux usagers quant à l’état de la chaussée, permettant ainsi d’anticiper les conditions de circulations dangereuses, notamment en période hivernale. Il est donc important de définir l’état de chaussée en tout temps. L’objectif de ce projet est donc de développer un système de détection multicapteurs automatisée pour la caractérisation en temps réel des états de surface de la chaussée (neige, glace, humide, sec). Ce mémoire se focalise donc sur le développement d’une méthode de fusion de données images et sons par apprentissage profond basée sur la théorie de Dempster-Shafer. Les mesures directes pour l’acquisition des données qui ont servi à l’entrainement du modèle de fusion ont été effectuées à l’aide de deux capteurs à faible coût disponibles dans le commerce. Le premier capteur est une caméra pour enregistrer des vidéos de la surface de la route. Le second capteur est un microphone pour enregistrer le bruit de l’interaction pneu-chaussée qui caractérise chaque état de surface. La finalité de ce système est de pouvoir fonctionner sur un nano-ordinateur pour l’acquisition, le traitement et la diffusion de l’information en temps réel afin d’avertir les services d’entretien routier ainsi que les usagers de la route. De façon précise, le système se présente comme suit :1) une architecture d’apprentissage profond classifiant chaque état de surface à partir des images issues de la vidéo sous forme de probabilités ; 2) une architecture d’apprentissage profond classifiant chaque état de surface à partir du son sous forme de probabilités ; 3) les probabilités issues de chaque architecture ont été ensuite introduites dans le modèle de fusion pour obtenir la décision finale. Afin que le système soit léger et moins coûteux, il a été développé à partir d’architectures alliant légèreté et précision à savoir Squeeznet pour les images et M5 pour le son. Lors de la validation, le système a démontré une bonne performance pour la détection des états surface avec notamment 87,9 % pour la glace noire et 97 % pour la neige fondante

    Moisture Content and In-place Density of Cold-Recycling Treatments

    Cold-recycling treatments are gaining popularity in the United States because of their economic and environmental benefits. Curing is the most critical phase for these treatments. Curing is the process where emulsion breaks and water evaporates, leaving residual binder in the treated material. In this process, the cold-recycled mix gains strength. Sufficient strength is required before opening the cold-treated layer to traffic or placing an overlay. Otherwise, premature failure, related to insufficient strength and trapped moisture, would be expected. However, some challenges arise from the lack of relevant information and specifications to monitor treatment curing. This report presents the outcomes of a research project funded by the Illinois Department for Transportation to investigate the feasibility of using the nondestructive ground-penetrating radar (GPR) for density and moisture content estimation of cold-recycled treatments. Monitoring moisture content is an indicator of curing level; treated layers must meet a threshold of maximum allowable moisture content (2% in Illinois) to be considered sufficiently cured. The methodology followed in this report included GPR numerical simulations and GPR indoor and field tests for data sources. The data were used to correlate moisture content to dielectric properties calculated from GPR measurements. Two models were developed for moisture content estimation: the first is based on numerical simulations and the second is based on electromagnetic mixing theory and called the Al-Qadi-Cao-Abufares (ACA) model. The simulation model had an average error of 0.33% for moisture prediction for five different field projects. The ACA model had an average error of 2% for density prediction and an average root-mean-square error of less than 0.5% for moisture content prediction for both indoor and field tests. The ACA model is presented as part of a developed user-friendly tool that could be used in the future to continuously monitor curing of cold-recycled treatments.IDOT-R27-227Ope

    An investigation of the geothermal potential of the Upper Devonian sandstones beneath eastern Glasgow

    The urban development of the city of Glasgow is a consequence of its economic development, in part fuelled by local coalfields which exploited rocks in the same sedimentary basin within which geothermal resources in flooded abandoned mine workings, and deeper hot sedimentary aquifers (HSA), are present. This creates an opportunity to provide geothermal heating to areas of dense urban population with high heat demand. The depth of the target HSA geothermal resource, in Upper Devonian aged sandstones of the Stratheden Group, beneath eastern Glasgow was determined by gravity surveying and structural geological modelling. The estimated depth of the geothermal resource ranged from c.1500-2000 m, in the eastward deepening sedimentary basin. To reliably estimate the temperature of the geothermal resource, rigorous corrections to account for the effects of palaeoclimate and topography on heat flow were applied to boreholes in the Greater Glasgow area. The mean regional corrected heat flow was calculated as 75.7 mW m-2, an increase of 13.8 mW m-2 from the uncorrected value of 61.9 mW m-2, emphasising the extent to which heat flow was previously underestimated. Extrapolation of the geothermal gradient, calculated from the mean regional corrected heat flow, results in aquifer temperatures of c. 64-79 °C at depths of c.1500-2000 m beneath eastern Glasgow. The geothermal resource may, therefore, be capable of supporting a wide variety of direct heat use applications if sufficient matrix permeability or fracture networks are present. However, diagenetic effects such as quartz and carbonate cementation were found to restrict the porosity in Upper Devonian sandstones in a borehole and outcrop analogue study. These effects may likewise reduce porosity and intergranular permeability in the target aquifer, although this crucial aspect cannot be fully understood without deep exploratory drilling. To quantify the magnitude of the deep geothermal resource, the indicative thermal power outputs of geothermal doublet wells located in Glasgow’s East End were calculated for the first time, with outputs ranging from 1.3-2.1 MW dependent upon the aquifer depth. This, however, is predicated upon an aquifer permeability of c. 40 mD, which if reduced to 10 mD or less due to the effects of diagenesis, significantly reduces the thermal power outputs to 230-390 kW. The lack of assured project-success, given uncertainties related to the aquifer properties at depth, coupled with high capital costs of drilling, pose barriers to the development of deep geothermal energy in Glasgow. Further investigation of the economic viability of geothermal exploration, and alternative technological solutions is therefore required to mitigate the technical and economic risks. However, if sufficient matrix permeability or fracture networks are present at depth in the Upper Devonian sandstone sequence, then the potential contribution that geothermal energy could make to meeting local heat demand, reducing greenhouse gas emissions, and addressing the ‘energy trilemma’ in Glasgow is significant

    Tesis por compendio[ES] Actualmente, los responsables de tomar decisiones contra el cambio climático carecen de herramientas para desarrollar inventarios de emisiones de gases de efecto invernadero (GEI) con suficiente rigor científico-técnico y precisión para priorizar e invertir los recursos disponibles de manera eficiente en las medidas necesarias para luchar contra el cambio climático. Por ello, en esta tesis se expone el desarrollo de un sistema de información territorial y sectorial (SITE) para monitorear las emisiones de GEI que sirva como herramienta de gobernanza climática local y regional. SITE combina las ventajas de los enfoques metodológicos descendente o top-down (de arriba hacia abajo) y ascendente o bottom-up (de abajo hacia arriba), para lograr un enfoque híbrido innovador para contabilizar y gestionar de manera eficiente las emisiones de GEI. Por tanto, en esta tesis se definen los diferentes desarrollos metodológicos, tanto generales como específicos de sectores clave del Panel Intergubernamental de Cambio Climático (IPPC) (edificación, transporte, sector forestal, etc.), un desarrollo informático para la parte de SITE que se ejecuta del lado del servidor, que de ahora en adelante denominaremos back-end del sistema, y siete implementaciones como casos de estudio representativos, a diferentes escalas y aplicados sobre diferentes sectores. Estas implementaciones a diferentes escalas y sectores demuestran el potencial del sistema como herramienta de apoyo en la toma de decisión contra el cambio climático a nivel regional y local. Las diferentes implementaciones en casos piloto representativos, tanto a nivel regional en la Comunitat Valenciana como a nivel local en municipios grandes (València) y medianos (Quart de Poblet y Llíria) muestran el potencial de adaptación territorial y sectorial que tiene la herramienta. Las metodologías desarrolladas para los sectores específicos de tráfico rodado, edificación o sector forestal, ofrecen cuantificaciones con una resolución espacial con gran capacidad de optimizar las políticas locales y regionales. Por tanto, la herramienta cuenta con un gran potencial de escalabilidad y gran capacidad de mejora continua mediante la inclusión de nuevos enfoques metodológicos, adaptación de las metodologías a la disponibilidad de datos, metodologías concretas para sectores clave y actualización a las mejores metodologías disponibles derivadas de actividades de investigación de la comunidad científica.[CA] Actualment, els responsables de prendre decisions contra el canvi climàtic no tenen eines per aconseguir inventaris d'emissions de gasos d'efecte hivernacle (GEH) amb prou cientificotècnic rigor, precisió i integritat per invertir els recursos disponibles de manera eficient en les mesures necessàries contra el canvi climàtic. Per això, en aquesta tesis se exposa el desenvolupa un sistema d'informació territorial i sectorial (SITE) per monitoritzar les emissions de GEH com a eina de governança climàtica local i regional. Aquest sistema combina els avantatges dels enfocaments metodològics descendent o top-down (de dalt a baix) i ascendent o bottom-up (de baix a dalt), per aconseguir un enfocament híbrid innovador per comptabilitzar i gestionar de manera eficient les emissions de GEH. Per tant, en aquesta tesi doctoral es descriuen els diferents desenvolupaments metodològics, tant generals com específics de sectors clau del Panel Intergovernamental contra el Canvi Climàtic (edificació, transport, forestal, etc.), un desenvolupament informàtic per al back-end del sistema i set implementacions com a casos d'estudi representatius, a diferents escales, amb els diferents enfocaments metodològics i aplicats sobre diferents sectors. Això queda descrit en sis capítols. Aquestes implementacions a diferents escales i sectors demostren el potencial del sistema com a eina de suport en la presa de decisió contra el canvi climàtic a nivell regional i local. Per tant, l'eina compta amb un gran potencial d'escalabilitat i gran capacitat de millora contínua mitjançant la inclusió de nous enfocaments metodològics, adaptació de les metodologies a la disponibilitat de dades, metodologies concretes per a sectors clau, i actualització a les millors metodologies disponibles derivades de activitats de investigació de la comunitat científica.[EN] Currently, regional and local decision-makers lack of tools to achieve greenhouse gases (GHG) emissions inventories with enough rigor, accuracy and completeness in order to prioritize available resources efficiently against climate change. Thus, in this thesis the development of a territorial and sectoral information system (SITE) to monitor GHG emissions as a local and regional climate governance tool is exposed. This system combines the advantages of both, top-down and bottom-up approaches, to achieve an innovative hybrid approach to account and manage efficiently GHG emissions. Furthermore, this thesis defines the methodologies developed, a computer proposal for the back-end of the system and seven implementations as representative case studies at different scales (local and regional level), with the different methodological approaches and applied to different sectors. Thus, these implementations demonstrate the potential of the system as decision-making tool against climate change at the regional and local level as climate governance tool. The different implementations in representative pilot cases, both at the regional level in the Valencian Community and at the local level in large (Valencia) and medium-sized municipalities (Quart de Poblet and Llíria) demonstrate the potential for territorial and sectoral adaptation of the system developed. The methodologies developed for the specific sectors of road transport, building and forestry, offer quantifications with a spatial resolution with a great capacity to optimize local and regional policies. Therefore, the tool has a great potential for scalability and a great capacity for continuous improvement through the inclusion of new methodological approaches, adapting the methodologies to the availability of data, specific methodologies for key sectors, and updating to the best methodologies available in the scientific community.Lorenzo Sáez, E.
