    Enhanced Accessibility for People with Disabilities Living in Urban Areas

    [Excerpt] People with disabilities constitute a significant proportion of the poor in developing countries. If internationally agreed targets on reducing poverty are to be reached, it is critical that specific measures be taken to reduce the societal discrimination and isolation that people with disabilities continue to face. Transport is an important enabler of strategies to fight poverty through enhancing access to education, employment, and social services. This project aims to further the understanding of the mobility and access issues experienced by people with disabilities in developing countries, and to identify specific steps that can be taken to start addressing problems. A major objective of the project is to compile a compendium of guidelines that can be used by government authorities, advocacy groups, and donor/loan agencies to improve the access of people with disabilities to transport and other services in urban areas

    A City is the space where every person acquires the citizen condition, which demands access to multiple services and facilities, and develops social relations in a free and equal condition of options. A lack of accessibility limits independency and autonomy. Thus, the relationship between “sustainable development” and “accessibility for all” becomes clearer, and both goals reinforce each other. In this sense, information plays a key role in order to overcome existing barriers, specially for people who rarely use public transport, have impaired mobility, or make a particular journey for the first time. The impact and benefits is linked with public transport as a “facilitator” of mobility, and, in particular, for the aim of intermodality. The usefulness of information that should be provided (both the information itself and how is offered) to mobility impaired users (MI users) is discussed on this paper based on following of the ASK-IT project that has being carry out on Madrid. The work was done in close cooperation with representatives of all different types of MI user groups

    This paper describes an on-going research project which aims to measure the extent to which the social model of disability is embedded within the school design process in Scotland. Proponents of the disability movement have called for societal structures to be reconceived based on the divergent capacities of the individual. The social model of disability can be used to explain the way in which disability is conceptualised as a barrier created by external factors which is imposed over and above an individual’s impairment. This model is used as a basis for conceiving a ‘social model of architecture’ and exploring the progress of architectural practice in responding to change. The largest school building programme in the history of Scotland has taken place, yet there is no conclusive research evaluating the performance of accessible design. This project investigates the inclusive education discourse in Scotland and its relevance to the built environment, the extent to which best practice guidelines are being met and the degree to which accessibility is considered throughout different stages of the design process. Results will be analysed to discuss the extent to which the social model is embedded within current school design and the case of Scotland’s schools will be used to develop a framework for implementation which takes into consideration a holistic view of the entire design process

    Interventions to reduce the adverse psychosocial impact of driving cessation on older adults

    As a result of our aging population, the coming years will see increasing numbers of older adults faced with the prospect of giving up driving due to poor health or functional limitations. Driving cessation has been associated with negative psychosocial outcomes for older adults including restricted mobility and depression. While several studies report evaluations of interventions designed to help older adults to drive safely for longer, there is a paucity of published research concerned with the design or implementation of intervention programs intended to reduce the negative consequences of driving cessation. This paper reviews cognitive and educational interventions designed to promote older driver safety, and discusses possible approaches to the design and implementation of clinical interventions for older adults who have ceased driving. A broad framework for adaptable interventions based on the theoretical tenets of social cognitive theory, with an emphasis on planning for cessation, problem-solving and the involvement of friends and family members is proposed

    Ergonomic standards for pedestrian areas for disabled people: literature review and consultations

    As part of the project for the Transport and Road Research Laboratory concerned with the development of design guidance for pedestrian areas and footways to satisfy the needs of disabled and elderly people, a thorough examination of the literature was required. In addition the literature search was to be complemented by a wide-ranging series of discussions with local authorities, organisations representing the interests of elderly and disabled people, and other interested agencies. This Working Paper sets out the findings of this exercise. The objective of the literature review and the consultations was to identify the key impediments for elderly and disabled people when using pedestrian areas and footways. The current guidelines and standards relating to footways, pedestrianised areas and access to buildings were to be identified and their adequacy commented upon, as were the conflicts such recommendations raise between various groups of disabled people and with able-bodied people. The consultations were intended to provide greater insights into what the literature highlighted, and to suggest possible solutions. The literature review produced over 400 key references and a list of 35 impediments. A more detailed examination of the literature and the consultations reduced this list to six key impediments namely: parking; public transport waiting areas; movement distances; surface conditions; ramps, and information provision. The type and scale of problem created by the above impediments for various groups of disabled and elderly people are discussed, together with their measurement and assessment. The type and adequacy of existing design standards and guidance relating to these impediments are also outlined

    Wireless sensor network system helping navigation of the visually impaired

    International audienceNavigation aids for the pedestrians are considered new research challenges. The visually impaired are particularly concerned, because of their need to detect and avoid obstacles, as well as to orient themselves in unknown environments. In this paper, we discuss some existing projects in this domain and we propose a novel aid system formed of wireless sensors, meant to help navigation of the visually impaired, which addresses both orientation and obstacle negotiation. The proposed system is GPS-free and does not need external assistance in navigation
