    Higher Education Collaboratives for Community Engagement and Improvement

    Our society is in a period of dramatic change with the transition from an industrial-based to a knowledge-based economy, as well as technological advances, fiscal challenges of higher education, and cultural shifts in society as a whole. Increasing collaborations between communities and universities in order to influence the public good becomes paramount during this time of dramatic change. As frustratingly slow as the movement to strengthen the relationship between higher education and society sometimes seems to be, few social institutions are better situated than colleges and universities to stimulate significant community improvement. Individually and collectively, institutions of higher education possess considerable resources—human, fiscal, organizational, and intellectual— which are critical to addressing significant social issues. Additionally, these institutions are physically rooted in their communities. Therefore, investing in the betterment of their immediate environments is good for both the community and the institution. However, it is recognized that higher education institutions often fall short of making a real impact in their home communities. Therefore, a conference was convened to examine the current and evolving role of higher education institutions, particularly those operating within the context of coalitions, consortia and state systems, to catalyze change on issues affecting communities and society as a whole. Specifically, the focus of the conference was to develop and strengthen an understanding of how higher education might work more effectively with communities and we believe that consortia or collaboratives of higher education institutions, along with community partners, can learn from one another. Cooperation between efforts is important. The papers offered in this monograph are the result of the Wingspread Conference on Higher Education Collaboratives for Community Engagement and Improvement, conducted on October 27-29, 2004, in Racine, Wisconsin. The conference, the second of a three-part series, was sponsored by the National Forum on Higher Education for the Public Good at the University of Michigan School of Education, the Johnson Foundation, Atlantic Philanthropies, and the W.K. Kellogg Foundation. The first conference in the series held in October 2003 and titled Public Understanding, Public Support and Public Policy focused on higher education’s role in society and the concluding conference will be held in the fall of 2005

    Increasingly, government leaders recognize that solving the complex problems facing America today will require more than simply keeping citizens informed. Meeting challenges like rising health care costs, climate change and energy independence requires increased level of collaboration. Traditionally, government agencies have operated in silos -- separated not only from citizens, but from each other, as well. Nevertheless, some have begun to reach across and outside of government to access the collective brainpower of organizations, stakeholders and individuals.The National Dialogue on Health Information Technology and Privacy was one such initiative. It was conceived by leaders in government who sought to demonstrate that it is not only possible, but beneficial and economical, to engage openly and broadly on an issue that is both national in scope and deeply relevant to the everyday lives of citizens. The results of this first-of-its-kind online event are captured in this report, together with important lessons learned along the way.This report served as a call to action. On his first full day in office, President Obama put government on notice that this new, more collaborative model can no longer be confined to the efforts of early adopters. He called upon every executive department and agency to "harness new technology" and make government "transparent, participatory, and collaborative." Government is quickly transitioning to a new generation of managers and leaders, for whom online collaboration is not a new frontier but a fact of everyday life. We owe it to them -- and the citizens we serve -- to recognize and embrace the myriad tools available to fulfill the promise of good government in the 21st Century.Key FindingsThe Panel recommended that the Administration give stakeholders the opportunity to further participate in the discussion of heath IT and privacy through broader outreach and by helping the public to understand the value of a person-centered view of healthcare information technology

    'Safety: everybody’s concern, everybody’s duty?' Questioning the significance of 'active citizenship' and 'social cohesion' for people's perception of safety

    The catchphrase “Safety: everybody’s concern, everybody’s duty” implies that in order to safe-guard the social order and safety we, the professionals as well as the public, need to unite and work together. In this sense, social connectedness and civic engagement are perceived as the prime sources to counter crime and people’s perception of safety. In this paper, we will first clarify that the references to ‘active citizenship’ and ‘social cohesion’ in criminal policy discourse are the result of the development of ‘perception of safety’ as an autonomous subject for research and policy. Policymakers have come to see (in)security as a phenomenon that needs to be explained by taking into account crime and non-crime related factors. Next, we will describe the emergence of ‘social cohesion’ and ‘active citizenship’ as natural barriers against crime and other deviant behaviour and as prerequisites for people’s perception of safety. In the third part, however, we will point out that both concepts are not necessarily positively interlinked with people’s ‘perception of safety’. Moreover we will indicate that activating civic engagement and stimulating social cohesion can even be detrimental to people’s perception of safety. In the final part we will suggest that in order to understand people’s perception of safety, we need to consider the process of identity formation and social categorization
