Research for better aid: an evaluation of DFATâs investments
Assesses the degree to which the investment by the Australian aid program into research has been appropriate, effective and efficient, and provides recommendations for improving DFATâs future management of research investment.
Foreword
Explores how research investment can be best managed to ensure DFAT supports aid innovation and high-quality aid program and policy decision-making. The evaluation focuses on whether the management of DFATâs considerable development research investment has been appropriate, effective and efficient. Employing a multi-dimensional evaluation method, it draws on the experiences of DFAT staff and stakeholders, as well as the available expenditure data, in arriving at a set of well-supported findings and recommendations.
The report makes several important points about the need for DFAT to have a clear sense about why and how it funds research. The departmentâs managers and officers need especially to be conscious of the effectiveness and efficiency risks implicit in their highly devolved form of research investment management. These risks will be reduced if robust knowledge management systems and a strong culture of research use are embedded in the department. The experience of other aid donors indicates that achieving this will be a significant challenge.
The evaluation also makes a finding with clear implications for the way the department engages with research institutions in partner countries. It shows that, while the departmentâs research funding to Australian institutions increased significantly from 2005 to 2013, the level of direct funding to partner country institutions did not increase to the same extent and was, indeed, flat over the last five years of that period. There are clear benefits to be had in building research capacity in those institutions, either directly or through partnerships with Australian and international researchers. Given Australiaâs ongoing investment in the Pacific, this may be a region in which future research funding can be focused.
 
Accelerating positive change in electronic records management: an empirical toolkit of solutions
The AC+erm project aims to investigate and critically explore issues and practical strategies for accelerating positive change in electronic records management. The projectâs focus is on designing an organisational-centred architecture from three perspectives: people, process and technology. This paper introduces the project, describes the methodology (a systematic literature review, e-Delphi studies and colloquia) and presents solutions for improving ERM developed from the people and process e-Delphi responses. ERM is particularly challenging and the solutions offered by the Delphi participants are numerous, and range in scale and complexity. The only firm conclusion that one can draw is that the majority of the solutions are people-focussed ones. The Cynefin framework is introduced as one approach for providing a conceptual overview to our findings on ERM. The sample solutions presented in this paper provide a toolkit of âprobesâ and âinterventionsâ for practical application in organisations
Improving root cause analysis through the integration of PLM systems with cross supply chain maintenance data
The purpose of this paper is to demonstrate a system architecture for integrating Product Lifecycle Management (PLM) systems with cross supply chain maintenance information to support root-cause analysis. By integrating product-data from PLM systems with warranty claims, vehicle diagnostics and technical publications, engineers were able to improve the root-cause analysis and close the information gaps. Data collection was achieved via in-depth semi-structured interviews and workshops with experts from the automotive sector. Unified Modelling Language (UML) diagrams were used to design the system architecture proposed. A user scenario is also presented to demonstrate the functionality of the system
Design, Implementation, and Evaulation of GIS-Based Learning Materials in an Introductory Geoscience Course
Little is known about how well GIS-based learning lives up to its potential for improving students' skills in problem solving, analysis, and spatial visualization. This article describes a study in which researchers determined ways to quantify student learning that occurred with a GIS-based module on plate tectonics and geologic hazards, and to improve the materials design with the use of classroom observations and field testing. The study found that student difficulties in working with GIS-based activities can be overcome by making some features of the GIS transparent to the user, that a lack of basic geography skills can interfere in the progression of a GIS-based activity, and that some conceptual difficulties can be overcome by providing guiding questions that help students interrogate visual data. In addition, it was noted that some misconceptions in interpretation of two-dimensional maps and three-dimensional block diagrams can persist even after direct instruction. As digital technologies become widely used in designing buildings and infrastructure, questions arise about
their impacts on construction safety. This review explores relationships between construction safety and
digital design practices with the aim of fostering and directing further research. It surveys state-of-the-art
research on databases, virtual reality, geographic information systems, 4D CAD, building information
modeling and sensing technologies, finding various digital tools for addressing safety issues in the
construction phase, but few tools to support design for construction safety. It also considers a literature on

propnet: A Knowledge Graph for Materials Science
Discovering the ideal material for a new application involves determining its numerous properties, such as electronic, mechanical, or thermodynamic, to match those of its desired application. The rise of high-throughput computation has meant that large databases of material properties are now accessible to scientists. However, these databases contain far more information than might appear at first glance, since many relationships exist in the materials science literature to derive, or at least approximate, additional properties. propnet is a new computational framework designed to help scientists to automatically calculate additional information from their datasets. It does this by constructing a network graph of relationships between different materials properties and traversing this graph. Initially, propnet contains a catalog of over 100 property relationships but the hope is for this to expand significantly in the future, and contributions from the community are welcomed
