A pedagogical model for effective online teacher professional developmentâfindings from the Teacher Academy initiative of the European Commission
During their careers, teachers experience change in education policy, societal trends, and cultural shifts in pedagogical thought, requiring continual adaptation and innovation of their practices. Coupled with this is an assumed intrinsic desire to progress, whether as part of their own subject expertise, or with a view to taking on a role as leader in school management or a specialist area. Effective support and opportunities for teachers to develop and apply their competences is crucial for maintaining both motivation and high standards in the profession. However, many teachers across Europe claim to struggle to have access to effective forms of continued professional development coupled with the numerous demands already made on their work. On-site courses with opportunities for peer learning remain popular but demand time and are not financially cost-effective in reaching a large number of teachers, nor are they viable during pandemic restrictions. By exploring the pedagogical model of the online courses of the European Commission's Teacher Academy in the context of these challenges, this article discusses how an effective, collaborative approach to online continued professional development can be developed as a way of addressing both teacher and education system needs

Indicators for enhancing learnersâ engagement in massive open online courses: A systematic review
Massive open online courses (MOOCs) have paved a new learning path for the 21st-century world. The potential to reach a massive geographically dispersed audience is one of the major advantages of MOOCs. Moreover, they can be offered on a self-paced and self-regulated basis and have become an integral part of lifelong learning, especially in workplaces. However, one persistent problem is the lack of learnersâ engagement. A harmonisation of studies providing a holistic view into aggregating indicators for enhancing learnersâ engagement in MOOCs is lacking. The coronavirus pandemic has accelerated MOOC adoption, and learnersâ engagement in MOOCs has become even more essential for the success of this educational innovation. We examine the existing literature to derive indicators important for enhancing learnersâ engagement in MOOC learning environments. Using a systematic approach, 83 empirical studies were examined, and 10 indicators were identified as important considerations for enhancing learnersâ engagement while designing MOOCsâfrom initiatives for individual learners to platform and instructional design perspectives. We also present a table describing these indicators and offer a structured discussion on each one. We believe the results provide guidelines for MOOC designers and instructors, educational policymakers, higher education institutions, and MOOC engagement researchers.Peer reviewe

Models for online, open, flexible and technology enhanced higher education across the globe â a comparative analysis
Digital technology has become near ubiquitous in many countries today or is on a path to reach this state in the near future. Across the globe the share of internet users, for instance, has jumped in the last ten years. In Europe most countries have a share of internet users near to or above 90% in 2016 (last year available for international comparisons), in China the current share is 53%, but this has grown from just 16% in 2007, even in Ethiopia the share has grown from 0.4% to 15.4% in the same period (data from ITU). At the same time expectations of widespread adoption of digital solutions in higher education have been rising. In 2017 the New Media Consortiumâs Horizon Report predicted that adaptive learning would take less than a year to be widely adopted (Adams Becker et al., 2017). And projects such as âVirtually Inspiredâ are showcasing creative examples of how new technologies are already being harnessed to improve the quality of teaching and learning. Furthermore, discussion of the United Nationsâ Sustainable Development Goals emphasise the key potentials that digital technology holds for achieving the goals for education in 2030 (UNESCO, 2017).
These developments lead university and college leadership to the question of how they should position their institution. What type of digitalisation initiatives can be found practice beyond best practices and future potentials? This is the question that this study attempts to answer. It sets out to analyse how higher education providers from across the world are harnessing digitalisation to improve teaching and learning and learner support and to identify emerging types of practice. For this, it focuses on the dimensions of flexibility of provision (in terms of time, place and pace) and openness of provision (in terms of who has access to learning and support and who is involved in the design of learning provision), as both of these dimensions can significantly benefit from integration of digital solutions.
The method of information collation used by the study was a global survey of higher education institutions (HEIs) covering all world continents, more than thirty countries and 69 cases. The survey found that nearly three-quarters of all HEIs have at least one strategic focus and typologies were developed based on this analysis to group HEIs with similar strategic focuses.
Overall, the findings suggest that most higher education providers are just at the beginning of developing comprehensive strategies for harnessing digitalisation. For this reason, the authors of this study believe that providers can benefit from the outcomes of this studyâs research, as it can be used by university and college leadership for benchmarking similarities and differences and for cooperative peer learning between institutions. The database of cases and the guidelines for reviewing current strategies, which accompany this study, aim to facilitate this learning and evaluation process
Assessment as Learning: Use of Reflection Videos in the Massive Open Online Course to Enhance Learning and Digital Identity Among Pre- and In-Service Teachers in Norway
This study examines teachersâ experiences of their engagement with the reflection videos in the Pedagogical Information and Communication Technology (ICTPED) Massive Open Online Course (MOOC) aimed to develop Norwegian teachersâ professional digital competence. The study also considers how teachersâ engagement with reflection videos might have enhanced their digital identity. Analyses of teachersâ experiences draw on the cultural-historical perspective and, in particular, Galperinâs conceptual contribution. Mixed methods were used to analyse the data by providing evidence about the teachersâ engagement with the reflection videos in 2016-2020. Findings reveal that the teachersâ engagement with the reflection videos contributed to the development of their conceptual understanding and their agentic capacity to learn online. OpenCases: case studies on openness in education
OpenCases is a study which is part of the OpenEdu Project. It is a qualitative study consisting of a review of literature on open education and nine in-depth case studies of higher education institutions, a consortium of universities, a private organisation and a national initiative. It analysed the rationale and enabling conditions for involvement in open education, open education activities, strategies, impact, challenges and prospects. The main outcome of this study is evidence that a large number of OER have reached a large group of learners. However, completion rates of MOOCs are low. Accreditation is not formalised and in general its impact on employability is not measure
