Implications of Internet Governance Issues for the end Users
Many of the utility service problems for the Internet cannot be solved by technical solutions when the causes are outside of the scope of technical explanation. For example, the consequences of management policies, economic requirements, proprietary rights and Governmental intervention. The result is that end-users experience inconsistent access to the largest global information system and regular disruptions to information services. It is also debatable if many of the âtechnicalâ and âengineeringâ causes cited for service disruption relate to technical issues or rather unresolved abstract layer problems such as social, political, legal and ethical concerns. In this paper, we define the problem context, perform theoretical analysis, and discuss possible ways to enhance the scope of internet governance that might benefit better information system services. The research contribution is a philosophical discussion of a problem domain that influences the utility value of large information systems
Internet Governance: the State of Play
The Global Forum on Internet Governance held by the UNICT Task Force in New York on 25-26 March concluded that Internet governance issues were many and complex. The Secretary-General's Working Group on Internet Governance will have to map out and navigate this complex terrain as it makes recommendations to the World Summit on an Information Society in 2005. To assist in this process, the Forum recommended, in the words of the Deputy Secretary-General of the United Nations at the closing session, that a matrix be developed "of all issues of Internet governance addressed by multilateral institutions, including gaps and concerns, to assist the Secretary-General in moving forward the agenda on these issues." This paper takes up the Deputy Secretary-General's challenge. It is an analysis of the state of play in Internet governance in different forums, with a view to showing: (1) what issues are being addressed (2) by whom, (3) what are the types of consideration that these issues receive and (4) what issues are not adequately addressed
Net Neutrality as Global Principle for Internet Governance
This paper discusses the concept of network neutrality (NN) and explores its relevance to global Internet governance. The paper identifies three distinct ways in which the concept of network neutrality might attain a status as a globally applicable principle for Internet governance. The paper concludes that the concept of a "neutral" Internet has global applicability in a variety of contexts relevant to Internet governance
Economic barriers to development : cost of access to internet infrastructure
The Internet is increasingly viewed as an "indispensable" resource for general development and economic growth (UNDP 1999). Its adoption by governments, organizations and individuals has resulted in the shrinking of spatial and temporal distances between different regions of the world, and has greatly facilitated the "free" and quick exchange of information. Such constrictions of time and space impact upon social and economic interactions at all levels of society. Furthermore, ramifications of this impact are felt by a society, group or individual irrespective of whether or not they use the Internet. The ability to access the Internet, and in particular the costs associated with such access, are therefore important points of consideration. Not only do these costs contribute to the disproportional spread of the Internet across the world's population; they also potentially contribute to uneven patterns of development within, and between countries
Scarcity in IP addresses: IPv4 Address Transfer Markets and the Regional Internet Address Registries
We are running out of Internet addresses. This paper evaluates address transfer policies that Internet governance agencies are considering as a response to the depletion of the IPv4 address space. The paper focuses on proposals to allow organizations holding IPv4 addresses to sell address blocks to other organizations willing to buy them. This paper analyzes the economics of the proposed transfer policies, and conducts a systematic comparison of the policies proposed in the three main world Internet regions

The author frames an account of the 2005/6 World Summit on the Information Society (WSIS) and the Working Group on Internet Governance (WGIG) in the framework of John Rawls' arguments for redistribution using the 'difference principle' and Nancy Fraser's arguments for recognition as constituents of justice. He argues that the intensity and character of debates in the WSIS/WGIG can better be understood in terms of Fraser's notion of recognition rather than Rawls' notion of redistribution. Network Neutrality: A Research Guide
The conclusion in a research handbook should emphasise the complexity of the problem than trying to claim a one-size-fits-all solution. I have categorised net neutrality into positive and negative (content discrimination) net neutrality indicating the latter as potentially harmful. Blocking content without informing customers appropriately is wrong: if it says âInternet serviceâ, it should offer an open Internet (alongside walled gardens if that is expressly advertised as such). The issue of uncontrolled Internet flows versus engineered solutions is central to the question of a âfreeâ versus regulated Internet. A consumer- and citizen-orientated intervention depends on passing regulations to prevent unregulated nontransparent controls exerted over traffic via DPI equipment, whether imposed by ISPs for financial advantage or by governments eager to use this new technology to filter, censor and enforce copyright against their citizens. Unraveling the previous ISP limited liability regime risks removing the efficiency of that approach in permitting the free flow of information for economic and social advantage. These conclusions support a light-touch regulatory regime involving reporting requirements and co-regulation with, as far as is possible, market-based solutions. Solutions may be international as well as local, and international coordination of best practice and knowledge will enable national regulators to keep up with the technology âarms raceâ
