    Policy framework and systems management of global climate change

    Climate change is representative of a general class of environmental issues where decisions have to be taken under controversies. The policy framework for these kinds of decisions is defined by three important traits: scientific ignorance, mediatization and the need for innovation. Scientific ignorance is an issue here because decisions must be taken before the end of scientific controversies about the predictability of future climate. Mediatization is key because agents can't have a sensible experience of the global climate change, and some interest-holders (future generations, distant countries) cannot participate directly in the decision. Third, the need for innovation is crucial because today's technology offers the only alternative between fossil fuels and nuclear power as a main primary energy source.In the case of climate change, the institutional context is the United Nations Framework Convention on Climate Change. The making of global environmental policy is framed not upon a hypothetical code of international law (there is no such a thing), but upon a body of doctrine arising from consistent reference to a given set of principles. The key principles are sustainability (satisfying the need of present generations without preventing future generations to satisfy theirs), precaution (ignorance is not an excuse for inaction), the common but differentiated responsibility (developed countries take the lead in action against climate change), and economic efficiency (which lead to prefer flexible instruments over blind regulation).Given the scientific controversies and the fuzziness of guiding principles, no clear-cut demonstration could justify the choice of a theoretically optimum course of action, even in the short term. Historically, climate negotiations can be seen as an oscillation between two regulation modes. On one side is coordinated policies and measures, where countries adopt an uniform international rate of carbon tax.     The Rise of the Resilient Local Authority?

    The term resilience is increasingly being utilised within the study of public policy to depict how individuals, communities and organisations can adapt, cope, and ‘bounce back’ when faced with external shocks such as climate change, economic recession and cuts in public expenditure. In focussing on the local dimensions of the resilience debate, this article argues that the term can provide useful insights into how the challenges facing local authorities in the UK can be reformulated and reinterpreted. The article also distinguishes between resilience as ‘recovery’ and resilience as ‘transformation’, with the latter's focus on ‘bouncing forward’ from external shocks seen as offering a more radical framework within which the opportunities for local innovation and creativity can be assessed and explained. While also acknowledging some of the weaknesses of the resilience debate, the dangers of conceptual ‘stretching’, and the extent of local vulnerabilities, the article highlights a range of examples where local authorities – and crucially, local communities – have enhanced their adaptive capacity, within existing powers and responsibilities. From this viewpoint, some of the barriers to the development of resilient local government are not insurmountable, and can be overcome by ‘digging deep’ to draw upon existing resources and capabilities, promoting a strategic approach to risk, exhibiting greater ambition and imagination, and creating space for local communities to develop their own resilience

    New economic and enterprise needs have increased the interest and utility of the methods of the grouping process based on the theory of uncertainty. A fuzzy grouping (clustering) process is a key phase of knowledge acquisition and reduction complexity regarding different groups of objects. Here, we considered some elements of the theory of affinities and uncertain pretopology that form a significant support tool for a fuzzy clustering process. A Galois lattice is introduced in order to provide a clearer vision of the results. We made an homogeneous grouping process of the economic regions of Russian Federation and Ukraine. The obtained results gave us a large panorama of a regional economic situation of two countries as well as the key guidelines for the decision-making. The mathematical method is very sensible to any changes the regional economy can have. We gave an alternative method of the grouping process under uncertainty

    Dissipating the fuzziness around interdisciplinarity: The case of climate change research

    Late last century saw an increasing realisation of significant environmental changes on a global scale, characterised by high levels of dynamism and complexity, and important stakes. Perhaps foremost among these global changes is the issue of climate change, which will form the context of this paper. The complexity that accompanies climate change translates into a need for scientific interdisciplinary approaches, first to achieve a more integrated and comprehensive vision of the issues, and second to better inform the decision-making processes. However, achieving an interdisciplinary setting can be an elusive goal, owing particularly to the contextual nature of interdisciplinary dynamics, which makes it difficult to follow any means of 'best-practice'. Nevertheless, a common understanding of interdisciplinarity is important for researchers and practitioners to ask comparable questions and explore similar hypotheses, thus enabling them to build on what they already know, and advance the practice and scholarship of interdisciplinarity. To this end, both the scholarship and practice of interdisciplinarity have shown the need for actors who commit to interdisciplinarity to reflect on four complex features. They are its definition, origins, objectives and means. The purpose of this paper is to explore and clarify these four features in order to provide route-markers to a more effective and long-lasting implementation and structuring of complex interdisciplinary dynamics. Mobilising dialogue between theory and practice, this paper will draw from both an overview of the literature, and qualitative research undertaken in the Ile-de-France region within the Scientific Consortium for Climate, Environment and Society (GIS CES), which is attempting to conduct interdisciplinary research on the impact of climate change on society

    Dimensionality of risk perception : factors affecting consumer understanding and evaluation of financial risk

    This article describes two studies of the factors affecting consumer understanding of financial risk. The first study investigated factors affecting people's perception and comprehension of information about the risks related to retirement investments. First, we asked respondents to list possible risk factors related to investment in a pension plan. Then we obtained ratings of different factors (e.g., the perceived level of knowledge about an investment) that could affect perception of the risk of financial products and retirement investment decisions. Finally, we asked the subjects to rate 11 different descriptions presenting risk information about the same financial product. The risk information framing that received highest rating presented risk as variation between minimum and maximum values with an average in between. The second study demonstrated the risk framing that received highest ranking also prompted more stable risk preferences over a 3-month testing period in comparison to standard measures of risk aversion. Thus, the second study corroborated the importance of the findings in the first study and also indicated that, although people can exhibit stable risk preferences if we ask them the right questions, these preferences were very specific to the risk domain

    Climate change and cities: problem structuring methods and critical perspectives on low-carbon districts

The final version is available from Elsevier via the DOI in this record.Cities around the world have set climate change mitigation targets, yet actions to implement these targets have so far proved inadequate. Better methodology is needed to support this impetus for action. Problem structuring methods (PSMs) enable improvements to be made in wicked problem situations; they appear to have potential to improve climate change mitigation actions but they are difficult to carry out in highly pluralist problem contexts. A case study (STEEP) that applied a PSM to support lowcarbon urban energy master planning in three cities is presented. The STEEP methodology was effective in reducing the wickedness of the problem but issues of a lack of clarity on problem ownership and lack of interessement were seen. A reflective boundary critique study found that there was a mismatch between power and interest amongst key stakeholders towards the low-carbon vision. Three key issues identified in the case study were discussed through the lens of critical systems thinking: (i) the need for new competencies, (ii) dealing with wickedness, and (iii) behavioural complexity and discordant reference systems.
