    UK Foot and Mouth disease: a systemic risk assessment of existing controls

    This article details a systemic analysis of the controls in place and possible interventions available to further reduce the risk of a foot and mouth disease (FMD) outbreak in the United Kingdom. Using a research-based network analysis tool, we identify vulnerabilities within the multibarrier control system and their corresponding critical control points (CCPs). CCPs represent opportunities for active intervention that produce the greatest improvement to United Kingdom's resilience to future FMD outbreaks. Using an adapted ‘features, events, and processes’ (FEPs) methodology and network analysis, our results suggest that movements of animals and goods associated with legal activities significantly influence the system's behavior due to their higher frequency and ability to combine and create scenarios of exposure similar in origin to the U.K. FMD outbreaks of 1967/8 and 2001. The systemic risk assessment highlights areas outside of disease control that are relevant to disease spread. Further, it proves to be a powerful tool for demonstrating the need for implementing disease controls that have not previously been part of the system

    Risks of introduction and economic consequences associated with African swine fever, classical swine fever and foot-and-mouth disease: A review of the literature

    African swine fever (ASF), classical swine fever (CSF) and foot-and-mouth disease (FMD) are considered to be three of the most detrimental animal diseases and are currently foreign to the U.S. Emerging and re-emerging pathogens can have tremendous impacts in terms of livestock morbidity and mortality events, production losses, forced trade restrictions, and costs associated with treatment and control. The United States is the world\u27s top producer of beef for domestic and export use and the world\u27s third-largest producer and consumer of pork and pork products; it has also recently been either the world\u27s largest or second largest exporter of pork and pork products. Understanding the routes of introduction into the United States and the potential economic impact of each pathogen are crucial to (a) allocate resources to prevent routes of introduction that are believed to be more probable, (b) evaluate cost and efficacy of control methods and (c) ensure that protections are enacted to minimize impact to the most vulnerable industries. With two scoping literature reviews, pulled from global data, this study assesses the risk posed by each disease in the event of a viral introduction into the United States and illustrates what is known about the economic costs and losses associated with an outbreak

    Pathways for entry of livestock arboviruses into Great Britain : assessing the strength of evidence

    The emergence of bluetongue virus and Schmallenberg virus in Great Britain (GB) during the last decade has highlighted the need for understanding the relative importance of the various pathways of the entry of livestock arboviruses so as to help focus surveillance and mitigation. This study summarizes what is known for the main routes of entry and assesses the strength of the current evidence for and against. Entry through infected arthropod vectors is considered at the level of each life cycle stage for tick-, biting midge- and mosquito-borne viruses, and while there is evidence that this could happen through most tick and mosquito stages, strong evidence that only exists for entry through adult midges. There is also strong evidence that entry through immature midge stages could not happen. The weight of supporting evidence is strongest for importation of viraemic livestock including horses. While there is some indication of a common pathway for midge-borne viruses from sub-Saharan Africa to GB via Continental Europe, other factors such as maternal transmission in dogs and sheep need to be considered in the light of recent findings

    Reassessing the Significance of Firearms in Central Africa: The Case of North-Western Zambia to the 1920s

    Based on a close examination of European travelogues and the evidence produced in the wake of the formulation of colonial gun policies, this article contends that the significance of firearms in Central Africa in the nineteenth and early twentieth centuries has been unduly played down in the existing literature. The first substantive section of the article charts the movement of the gun frontier in nineteenth-century north-western Zambia. It foregrounds the new technology’s economic and military applications, the means through which north-western Zambians overcame some at least of its limitations, and the plurality of innovative social roles that they attributed to it. Successive sections centre on the pervasiveness of gun-running in the early twentieth century and the implementation and profound social consequences of gun control laws

    De Facto and De Jure Property Rights: Land Settlement and Land Conflict on the Australian, Brazilian and U.S. Frontiers

    We present a general model of the interaction between settlement and the emergence of de facto property rights on frontiers prior to governments establishing and enforcing de jure property rights. Settlers have an incentive to establish de facto property rights to avoid the dissipation associated with open access conditions. The potential rent associated with more exclusivity drives the “demand’ for commons arrangements. As the potential rental stream from land increases due to enhanced scarcity there is a greater demand for more exclusivity beyond what can be sustained with commons arrangements. In some instances claimants will petition the government for de jure property rights to their claims – formal titles. In other instances it may be cheaper to acquire titles through fraudulent means. To the extent that governments supply property rights to those with first possession, land conflict will generally be minimal, though there may be political protests. But, governments face differing political constituencies and may not allocate de jure rights to the current claimants. Moreover, governments may assign de jure rights but not be willing to enforce the rights. This may generate potential or actual conflict over land depending on the violence potentials held by the de facto and de jure land claimants. We examine land settlement and land conflict on the frontiers of Australia, the U.S. and Brazil. We are particularly interested in examining the emergence, sustainability, and collapse of commons arrangements in specific historical contexts. Our analysis indicates that the emergence of demand driven de facto property rights arrangements was relatively peaceful in Australia and the U.S. where claimants had reasons to organize collectively. The settlement process in Brazil was more prone to conflict because agriculture required fewer collective activities and as a result claimants resorted to periodic violent self-enforcement. In all three cases the movement from de facto to de jure property rights led to potential or actual conflict because of insufficient government enforcement.property rights, Australia, Brazil, United States

    Potential role of wildlife in the USA in the event of a foot-and-mouth disease virus incursion

    Foot-and-mouth disease (FMD) is caused by foot-and-mouth disease virus (FMDV) which affects domestic and wild cloven-hoofed species. The FMD-free status of the USA and the tremendous economic impact of a virus incursion motivated the development of this evaluation of the potential role of wildlife in the event of a virus introduction. Additionally, this manuscript contains a summary of US vulnerabilities for viral incursion and persistence which focuses specifically on the possible role of wildlife. The legal movement of susceptible live animals, animal products, by-products and animal feed containing animal products pose a risk of virus introduction and spread. Additionally, the illegal movement of FMD-susceptible animals and their products and an act of bioterrorism present additional routes where FMDV could be introduced to the USA. Therefore, robust surveillance and rapid diagnostics in the face of a possible introduction are essential for detecting and controlling FMD as quickly as possible. Wildlife species and feral pigs present an added complexity in the case of FMDV introduction as they are typically not closely monitored or managed and there are significant logistical concerns pertaining to disease surveillance and control in these populations. Recommendations highlight the need to address existing knowledge gaps relative to the potential role of wildlife in FMDV introduction events
