International audienceThis chapter describes the functions of a system proposed for the music hit recommendation from social network data base. This system carries out the automatic collection, evaluation and rating of music reviewers, the possibility for listeners to rate musical hits and recommendations deduced from auditor's pro les in the form of regional internet radio. First, the system searches and retrieves probable music reviews from the Internet. Subsequently, the system carries out an evaluation and rating of those reviews. From this list of music hits the system directly allows notation from our application. Finally the system automatically create the record list di used each day depended form the region, the year season, day hours and age of listeners. Our system uses linguistics and statistic methods for classifying music opinions and data mining techniques for recommendation part needed for recorded list creation. The principal task is the creation of popular intelligent radio adaptive on auditor's age and region - IA-Regional-Radio

This Report details the results and lessons of a decade long (2003-2013) Partnership for Transparency Fund (www.ptfund.org) support to Filipino civil society organizations to fight corruption. Satellite Televisions in Lebanon: Agents of Change or Reinforcing the Status Quo?

There has been a noted interest in the new technologies of the nineties, those that have expanded the realm of traditional mass media and the traditional means of communication that people were previously used to. With the start of globalization and the world becoming what some have called “global village,” the act of distributing information to the four comers of the world has become less complicated than it used to be, and boundaries are seen as constantly being eroded by the new pressures of modernization and liberalization. The internet and satellite televisions increased in importance in this realm, and so did the study of the impact of these means of communication on civil society and governments. The purpose of this study is to observe and analyze the impact of the new media, this new public sphere, on civil society and its politics, particularly in the case of Lebanon. My objective is to understand how the dynamics of the New Media and those of local politics interact and affect each other, and consequently to what extent this interaction is encouraging or permitting democratization and freedom of speech. In other words, is the New Media affecting the Lebanese political discourse? Or is it reinforcing the power of traditional politicians

Are there news gaps in rural/regional Australia? Researching media plurality beyond Finkelstein

Rural/regional news is emerging as a vital area of media policy and research throughout the world as industry bodies, governments and academics grapple with debates concerning the future of news in a complex digital world. However, there has been little examination of media plurality at the rural/regional level, or research into the sustainability of the sector in Australia. Such concerns go to questions of what roles industry and government might play in ensuring its future. The Finkelstein report in 2012 noted that many rural/regional newspapers in Australia had limited resources and consequently low capacity for in-depth coverage of local issues. In the meantime, the funding model of the Australian Broadcasting Corporation (which services rural/regional areas as part of its charter) has come under intense scrutiny by the federal Liberal-National Party coalition government. Signs from abroad – especially from the United Kingdom – are troubling. Several independent inquiries have called for policy initiatives to address what British scholars describe as the growing “democratic deficit” created by the closure of hundreds of local UK newspapers since 2004. This paper canvasses current and emerging media policy settings in the UK, the United States and Australia before posing some broader questions on the future of rural/regional news in Australia

South Carolina: Round 1 - State Level Field Network Study of the Implementation of the Affordable Care Act

This report is part of a series of 21 state and regional studies examining the rollout of the ACA. The national network -- with 36 states and 61 researchers -- is led by the Rockefeller Institute of Government, the public policy research arm of the State University of New York, the Brookings Institution, and the Fels Institute of Government at the University of Pennsylvania.South Carolina has its work cut out for it. As a state with one of the highest poverty rates and poorest health outcomes indicators, one thing stakeholders from all perspectives agree on is the need for improvement in the state's health status. Successful implementation of the ACA in South Carolina -- for those who believe that is the goal -- will require building greater public understanding of the ACA and enrolling all who are eligible in a state in which government distrust is high and public insurance program take-up rates have traditionally been low. It will also require a shift in position on the Medicaid expansion option. As long as the state's poorest uninsured remain without assistance, the aims of the ACA to promote widespread access to health care will never be realized
