    Purpose-This thesis seeks to explore supply chain collaboration within a humanitarian context, and to appraise relationships between international non-governmental organisations and community-based organisations during disaster relief. It also aims to identify challenges facing such collaboration in the humanitarian supply chain, and to discover whether effective partnerships contain a set of identifiable facilitators, drivers and mechanisms which promote relationships between local and international NGOs. Design/Methodology/Approach-Literature from both commercial and humanitarian sectors is discussed in the context of horizontal partnerships. A Jordanian cross- sectional study spanning a network of NGOs is explored via semi-structured interviews. Insights are synthesised into a conceptual model of how NGOs can form partnerships during a humanitarian response. Findings-The research provides valuable insights into the challenges facing local and international NGOs when developing partnerships. Four types of challenge are identified: organisational, inter-organisational, external, and donor-related. The conceptual model highlights the essential elements required for effective partnerships. Research limitations/Future research-The research is built on a single cross-sectional study from one country during an extended humanitarian crisis. The majority of the empirical data is only from one actor’s perspective, thus further research into dyadic and network relationships is required. Further investigation is required into approaches to addressing the diverse cultural and decision-making perspectives of local and international NGOs. Practical Implications-Recognising the challenges and major elements to horizontal partnerships between local and international NGOs will assist managers, both at strategic and operational levels, to find solutions and evolve strategies to build effective partnerships. Compromise and consideration for partner’s drivers and cultural views are essential for effective humanitarian relief. Originality/Value- The research extends supply chain collaboration to a humanitarian context. Overcoming the challenges facing collaborative efforts and the complementary nature of the facilitators, drivers, and mechanisms provides a means to achieve effective partnerships. Despite the uniqueness of the humanitarian context, such as the secondary nature of cost and dynamic demand, the core principles of collaboration still hold.     Becoming Rasuwa Relief: Practices of Multiple Engagement in Post-Earthquake Nepal

    In this article, we reflect on the multiple nature of our engagements in the wake of the 7.8m earthquake that struck Nepal on April 25th 2015. Specifically, we trace the events, experiences, decisions, positions, and processes that constituted our work with a post-earthquake volunteer initiative we helped to form, called Rasuwa Relief. Using the concept of multiplicity (cf. Mol 2002), we consider the uncertain process by which Rasuwa Relief began to cohere, as a collective of diverse efforts, interventions, projects, and commitments, and how Rasuwa Relief was continually and multiply enacted through practices of engagement. As a collaborative effort that coordinated and consolidated many of our post-earthquake interventions over a period of two years, Rasuwa Relief was always in a state of becoming. This process of becoming, we suggest, indexed and informed the multiple ways that we participated and intervened in the aftermath of the earthquake—as accidental humanitarians or ‘relief workers’, as early-career scholars, and as people attempting to balance diverse personal, academic, and ethical commitments within and beyond Nepal. Based on a reflexive analysis of these multiple engagements, we also present an embedded critique of ‘humanitarian reason’ (Fassin 2012), inclusive of our own decisions and actions, alongside a selfcritical analysis of the affective factors that shaped our own ‘need to help’ (Malkki 2015)

    This report provides a detailed specification of a humanitarian relief scenario involving significant civil-military cooperation. The scenario aims to highlight some challenges and opportunities for semantic integration and knowledge processing in support of humanitarian relief efforts undertaken against a backdrop of military conflict. The scenario depicts an earthquake and associated flood event occurring in Afghanistan at the time of the US-led coalition effort to displace the former Taliban regime. The flood event occurs as a secondary phenomenon to the earthquake and precipitates a full-scale humanitarian relief effort co-opting the resources of both humanitarian and military agencies. This scenario will serve to showcase the capabilities of the AKTiveSA TDS with respect to enhanced situation awareness and improved information fusion. Such capabilities depend on the ability to exploit multiple sources of information and sophisticated query capabilities in order to expedite the dissemination of relevant information to executive agencies in a timely and appropriate fashion. The scenario narrative draws attention to some of the information requirements demanded by military and humanitarian decision makers in the context of complex emergency situations. It also serves to illustrate the critical knowledge processing capabilities of agents with respect to the assessment of disaster situations and relief effort planning. Finally, the scenario provides an indication of the requirements for visualization and interaction that should be afforded to end-user agents in order to optimise their exploitation of system capabilities. This report also provides background information about the Standard Operating Procedures (SOPs) of humanitarian agencies with respect to disaster relief and reviews guidelines on the nature of civil-military coordination in the context of disaster relief efforts in conflict situations

    Operations Management and Decision Making in Deployment of an On-Site Biological Analytical Capacity

    Deployment of an on-site laboratory to contain an expanding outbreak and protect public health through rapid diagnosis of infected patients and identification of their contacts is a challenging and complex response, further complicated by time limitation and dramatic consequences of failure. Effective operations management and decision-making are critical for a successful Fieldable Laboratory (FL) mission at each phase of the mission. To analyze the principles and challenges of the operations management and associated decision-making process, the FL mission has been broken down into five successive interlinked phases defined as the “FL mission cycle” (FL-MC). Each phase comprises a set of operational functions (OFs) corresponding to the mission activities. Some decisions are associated with a single OF, whereas others are taken across different OFs and FL-MC phases. All decisions are treated as logical entities inherently linked to each other and to the whole situational context within the FL operational domain. Being part of the laboratory information management system (LIMS), the FL domain ontology is developed as the main knowledge management tool supporting the decision-making process. This is an essential way to promote interoperability and scalability between different FL modules and health care capacities during cross-border biological crises

    Disasters cause widespread harm and disrupt the normal functioning of society, and effective management requires the participation and cooperation of many actors. While advances in information and networking technology have made transmission of data easier than it ever has been before, communication and coordination of activities between actors remain exceptionally difficult. This paper employs semantic web technology and Linked Data principles to create a network of intercommunicating and inter-dependent on-line sites for managing resources. Each site publishes available resources openly and a lightweight opendata protocol is used to request and respond to requests for resources between sites in the network

    Security and the performative politics of resilience : critical infrastructure protection and humanitarian emergency preparedness

    This article critically examines the performative politics of resilience in the context of the current UK Civil Contingencies (UKCC) agenda. It places resilience within a wider politics of (in)security that seeks to govern risk by folding uncertainty into everyday practices that plan for, pre-empt, and imagine extreme events. Moving beyond existing diagnoses of resilience based either on ecological adaptation or neoliberal governmentality, we develop a performative approach that highlights the instability, contingency, and ambiguity within attempts to govern uncertainties. This performative politics of resilience is investigated via two case studies that explore 1) Critical National Infrastructure protection and 2) Humanitarian Emergency Preparedness. By drawing attention to the particularities of how resilient knowledge is performed and what it does in diverse contexts, we repoliticise resilience as an ongoing, incomplete, and potentially self-undermining discourse

    Disasters, whether natural or human-made, leave a lasting impact on human lives and require mitigation measures. In the past, millions of human beings lost their lives and properties in disasters. Information and Communication Technology provides many solutions. The issue of so far developed disaster management systems is their inefficiency in semantics that causes failure in producing dynamic inferences. Here comes the role of semantic web technology that helps to retrieve useful information. Semantic web-based intelligent and self-administered framework utilizes XML, RDF, and ontologies for a semantic presentation of data. The ontology establishes fundamental rules for data searching from the unstructured world, i.e., the World Wide Web. Afterward, these rules are utilized for data extraction and reasoning purposes. Many disaster-related ontologies have been studied; however, none conceptualizes the domain comprehensively. Some of the domain ontologies intend for the precise end goal like the disaster plans. Others have been developed for the emergency operation center or the recognition and characterization of the objects in a calamity scene. A few ontologies depend on upper ontologies that are excessively abstract and are exceptionally difficult to grasp by the individuals who are not conversant with theories of the upper ontologies. The present developed semantic web-based disaster trail management ontology almost covers all vital facets of disasters like disaster type, disaster location, disaster time, misfortunes including the causalities and the infrastructure loss, services, service providers, relief items, and so forth. The objectives of this research were to identify the requirements of a disaster ontology, to construct the ontology, and to evaluate the ontology developed for Disaster Trail Management. The ontology was assessed efficaciously via competency questions; externally by the domain experts and internally with the help of SPARQL queries
