    Logics and practices of transparency and opacity in real-world applications of public sector machine learning

    Machine learning systems are increasingly used to support public sector decision-making across a variety of sectors. Given concerns around accountability in these domains, and amidst accusations of intentional or unintentional bias, there have been increased calls for transparency of these technologies. Few, however, have considered how logics and practices concerning transparency have been understood by those involved in the machine learning systems already being piloted and deployed in public bodies today. This short paper distils insights about transparency on the ground from interviews with 27 such actors, largely public servants and relevant contractors, across 5 OECD countries. Considering transparency and opacity in relation to trust and buy-in, better decision-making, and the avoidance of gaming, it seeks to provide useful insights for those hoping to develop socio-technical approaches to transparency that might be useful to practitioners on-the-ground.     Government as a social machine - the implications of government as a social machine for making and implementing market-based policy

    This is the second of two reports from the Government as a Social Machine project. The first report gave an overview of the evolution of electronic/digital government, and explored the concept of 21st century government as a \u27social machine\u27. This report identifies seven social machines developed by governments in Australia and New Zealand. These social machines harness digital technologies in order to deliver more effective and efficient services, develop better business practices, and enable better accountability and transparency. The report gives an overview of each social machine in context, describing the social need that is being met and the community that has developed it, and begins to unravel some of the socio-political consequences that might arise from the use of these social machines within the public policy context. These reports are not intended to be comprehensive (further educational materials are being developed as part of the ANZSOG Case Library), but they are intended to begin a conversation amongst those studying or practicing in public policy as to how governments can better understand, manage and employ these evolving social machines for better governance and social benefit

    A Semantic Collaboration Method Based on Uniform Knowledge Graph

    The Semantic Internet of Things is the extension of the Internet of Things and the Semantic Web, which aims to build an interoperable collaborative system to solve the heterogeneous problems in the Internet of Things. However, the Semantic Internet of Things has the characteristics of both the Internet of Things and the Semantic Web environment, and the corresponding semantic data presents many new data features. In this study, we analyze the characteristics of semantic data and propose the concept of a uniform knowledge graph, allowing us to be applied to the environment of the Semantic Internet of Things better. Here, we design a semantic collaboration method based on a uniform knowledge graph. It can take the uniform knowledge graph as the form of knowledge organization and representation, and provide a useful data basis for semantic collaboration by constructing semantic links to complete semantic relation between different data sets, to achieve the semantic collaboration in the Semantic Internet of Things. Our experiments show that the proposed method can analyze and understand the semantics of user requirements better and provide more satisfactory outcomes

    Many sciences have made significant breakthroughs by adopting online tools that help organize, structure and mine information that is too detailed to be printed in journals. In this paper, we introduce OpenML, a place for machine learning researchers to share and organize data in fine detail, so that they can work more effectively, be more visible, and collaborate with others to tackle harder problems. We discuss how OpenML relates to other examples of networked science and what benefits it brings for machine learning research, individual scientists, as well as students and practitioners.Comment: 12 pages, 10 figure

    Maintenance Knowledge Management with Fusion of CMMS and CM

    Abstract- Maintenance can be considered as an information, knowledge processing and management system. The management of knowledge resources in maintenance is a relatively new issue compared to Computerized Maintenance Management Systems (CMMS) and Condition Monitoring (CM) approaches and systems. Information Communication technologies (ICT) systems including CMMS, CM and enterprise administrative systems amongst others are effective in supplying data and in some cases information. In order to be effective the availability of high-quality knowledge, skills and expertise are needed for effective analysis and decision-making based on the supplied information and data. Information and data are not by themselves enough, knowledge, experience and skills are the key factors when maximizing the usability of the collected data and information. Thus, effective knowledge management (KM) is growing in importance, especially in advanced processes and management of advanced and expensive assets. Therefore efforts to successfully integrate maintenance knowledge management processes with accurate information from CMMSs and CM systems will be vital due to the increasing complexities of the overall systems. Low maintenance effectiveness costs money and resources since normal and stable production cannot be upheld and maintained over time, lowered maintenance effectiveness can have a substantial impact on the organizations ability to obtain stable flows of income and control costs in the overall process. Ineffective maintenance is often dependent on faulty decisions, mistakes due to lack of experience and lack of functional systems for effective information exchange [10]. Thus, access to knowledge, experience and skills resources in combination with functional collaboration structures can be regarded as vital components for a high maintenance effectiveness solution. Maintenance effectiveness depends in part on the quality, timeliness, accuracy and completeness of information related to machine degradation state, based on which decisions are made. Maintenance effectiveness, to a large extent, also depends on the quality of the knowledge of the managers and maintenance operators and the effectiveness of the internal & external collaborative environments. With emergence of intelligent sensors to measure and monitor the health state of the component and gradual implementation of ICT) in organizations, the conceptualization and implementation of E-Maintenance is turning into a reality. Unfortunately, even though knowledge management aspects are important in maintenance, the integration of KM aspects has still to find its place in E-Maintenance and in the overall information flows of larger-scale maintenance solutions. Nowadays, two main systems are implemented in most maintenance departments: Firstly, Computer Maintenance Management Systems (CMMS), the core of traditional maintenance record-keeping practices that often facilitate the usage of textual descriptions of faults and actions performed on an asset. Secondly, condition monitoring systems (CMS). Recently developed (CMS) are capable of directly monitoring asset components parameters; however, attempts to link observed CMMS events to CM sensor measurements have been limited in their approach and scalability. In this article we present one approach for addressing this challenge. We argue that understanding the requirements and constraints in conjunction - from maintenance, knowledge management and ICT perspectives - is necessary. We identify the issues that need be addressed for achieving successful integration of such disparate data types and processes (also integrating knowledge management into the “data types” and processes)

While research on these topics has been pursued independently, it is becoming increasingly clear that the integration of social, cognitive, and human factors engineering principles will be necessary to meet the challenges of highly sophisticated scientific and military programs of the future.
