    Enforcement in Dynamic Spectrum Access Systems

    The spectrum access rights granted by the Federal government to spectrum users come with the expectation of protection from harmful interference. As a consequence of the growth of wireless demand and services of all types, technical progress enabling smart agile radio networks, and on-going spectrum management reform, there is both a need and opportunity to use and share spectrum more intensively and dynamically. A key element of any framework for managing harmful interference is the mechanism for enforcement of those rights. Since the rights to use spectrum and to protection from harmful interference vary by band (licensed/unlicensed, legacy/newly reformed) and type of use/users (primary/secondary, overlay/underlay), it is reasonable to expect that the enforcement mechanisms may need to vary as well.\ud \ud In this paper, we present a taxonomy for evaluating alternative mechanisms for enforcing interference protection for spectrum usage rights, with special attention to the potential changes that may be expected from wider deployment of Dynamic Spectrum Access (DSA) systems. Our exploration of how the design of the enforcement regime interacts with and influences the incentives of radio operators under different rights regimes and market scenarios is intended to assist in refining thinking about appropriate access rights regimes and how best to incentivize investment and growth in more efficient and valuable uses of the radio frequency spectrum

    This paper presents the outcomes of "The Future of UAS: Standards, Regulations and Operational Experiences" workshop, held on the 7th and 8th of December, 2006 in Brisbane, Queensland, Australia. The goal of the workshop was to identify recent international activities in the Unmanned Airborne Systems (UAS) airspace integration problem. The workshop attracted a broad cross-section of the UAS community, including: airspace and safety regulators, developers, operators and researchers. The three themes of discussion were: progress in the development of standards and regulations, lessons learnt from recent operations, and advances in new technologies. This paper summarises the activities of the workshop and explores the important outcomes and trends as perceived by the authors

    Mobile license renewal : what are the issues? what is at stake ?

    A major challenge facing regulators in industrial and developing countries alike is the need to strike the right balance between ensuring certainty for market players and preserving flexibility of the regulatory process to accommodate the rapidly changing market, technological, and policy conditions. This challenge applies across a wide range of regulatory instruments and vehicles including license renewal, which is the focus of this paper. The authors provide an overview of mobile license renewal issues covering the legal regime of license renewal, the renewal process, the non-renewal context, and the changes in licensing conditions, including spectrum implications of the renewal process. They draw best practices that started to emerge in recent renewal practices, to ensure that the renewal process leads to the best outcome for all stakeholders. As much as possible, policymakers and regulators should strive to promote investors'confidence and give incentives for long-term investment. They can do this by favoring the principle of"renewal expectancy,"but also by promoting regulatory certainty and predictability through a fair, transparent, and participatory renewal process. For example, by providing details for license renewal or reissue, clearly establishing what is the discretion offered to the licensing body, or ensuring sufficient lead-times and transitional arrangements in the event of non-renewal or changes in licensing conditions. Public consultation procedures and guaranteeing the right to appeal regulatory decisions maximizes the prospects for a successful renewal process.     Performance assessment methods for boilers and heat pump systems in residential buildings

    According to the European Commission, 40% of the total energy use belongs to the buildings sector. That corresponds to 36% of CO2 emissions in the European Union alone. Currently, HVAC systems are the major energy users in the building sector. Therefore, there is a necessity to assess the performance of different energy/comfort systems in buildings. However, finding a way to mitigate the performance gap between the calculated and real energy use in dwellings is of great importance. In Flanders, the Energy Performance and indoor climate regulation (EPB) dates back to 2006. Since the building context related to energy demand has changed significantly over the past years, investigation on how to evolve building energy assessment method framework in the EPB regulation in Flanders by dealing with the current issues will be indispensable. In 2017, new EN52000 series of standards have been published, containing extensive methods of assessing the overall energy performance of buildings. The main focus of this article is to analyze the assessment methods for the energy performance of boilers and heat pumps for residential appliance by comparing methodology stated in respected Energy performance and indoor climate regulation in Flanders (EPB), EcoDesign regulations and EN52000 standard series. The aim for future research is to determine the parameters that mostly influence the performance and in a next step compare the predicted performance to real energy use

    Governing the Networks of the Information Society. Prospects and limits of policy in a complex technical system

    This paper examines the prospects and limits of policies towards information and communications technologies (ICTs). The co-evolution of technological, economic, and political factors that has affected the information network infrastructure during the past three decades has transformed it from a relatively closed to more open system. As a consequence, the degree of complexity of the ICT infrastructure has increased with far-reaching implications for its governance. Paradoxically, policy was better able to control important performance characteristics, such as prices or investment levels, during the past monopoly era. However, the ability to control came at the high price of the inefficiencies associated with monopoly organization. In the present more competitive framework, many feasible policy instruments only work indirectly. Sector performance is an emergent property resulting from decentralized decisions in markets. It is influenced but not fully determined by policy choices. These changes need to be recognized more explicitly in the theoretical foundations, the formation and the implementation of policy.
