    Innovation dialogue - Being strategic in the face of complexity - Conference report

    The Innovation Dialogue on Being Strategic in the Face of Complexity was held in Wageningen on 31 November and 1 December 2009. The event is part of a growing dialogue in the international development sector about the complexities of social, economic and political change. It builds on two previous events hosted the Innovation Dialogue on Navigating Complexity (May 2009) and the Seminar on Institutions, Theories of Change and Capacity Development (December 2008). Over 120 people attended the event coming from a range of Dutch and international development organizations. The event was aimed at bridging practitioner, policy and academic interests. It brought together people working on sustainable business strategies, social entrepreneurship and international development. Leading thinkers and practitioners offered their insights on what it means to "be strategic in complex times". The Dialogue was organized and hosted by the Wageningen UR Centre for Development Innovation working with the Chair Groups of Communication & Innovation Studies, Disaster Studies, Education & Competence Studies and Public Administration & Policy as co; organisers. The theme of the Dialogue aligns closely with Wageningen UR’s interest in linking technological and institutional innovation in ways that enable ‘science for impact’

    Social capital, social norms and the New Institutional Economics

    Douglass North (1990) describes institutions as the rules of the game that set limits on human behavior, now a universally-accepted definition. North and others especially underline the crucial role of informal social norms. They predict that, like all rules of the game, social norms should affect the economic prosperity enjoyed by individuals and countries – that they should have a crucial impact, for example, on economic and political development. In fact, substantial evidence demonstrates that social norms prescribing cooperative or trustworthy behavior have a significant impact on whether societies can overcome obstacles to contracting and collective action that would otherwise hinder their development. Much of this evidence comes from outside the new institutional economics, emerging instead from scholarly research in the field of “social capital.” A review of this evidence, and its implications for our understanding of the role of social norms and institutions, is therefore the focus of this chapter.social capital, norms, institutions, institutional economics

    On the Determinants of Social Capital in Greece Compared to Countries of the European Union

    Social capital refers to the stock of social relations, based on norms and networks of cooperation and trust that spill over to the market and state to enhance collective action between actors and achieve improved social efficiency and economic growth. The aim of the present paper is to discuss the implications of contemporary literature and empirical findings on social capital for the growth prospects of Greece, compared to the member-states of the European Union. In order to examine the potential of social capital to enhance growth, we must look into the factors that determine the nature and context of trust, norms and networks that have emerged in our multinational, multiethnic and multicultural Europe.The contribution of this paper is to offer insight on the determinants of social capital in Greece, compared to the European Union (EU - former 15 member-states). For this purpose, we regress an index of individual group membership, derived from the European Community Household Panel (ECHP), on a set of individual as well as aggregate factors of social capital. Regression results provide evidence of the impact of both individual and institutional characteristics on group membership. Differences on the extent of group membership between countries might be indicative of the historical and cultural differences that have affected the evolution of social capital across Europe. Particularly in Greece, the relatively low level of group membership compared to the other EU countries might provide further evidence of its low levels of civicness. Historically, its weak civil society has been a result of a prior civic tradition of clientelism under arbitrary rule, the interference of special-interest groups and the lack of credibility and impartiality from the part of the state. And these factors might be responsible for the slow pace in reform and growth observed compared to the rest of the EU. Nevertheless, the findings on the determinants of social capital may direct us to possible means of rebuilding patterns of participatory and cooperative behavior, especially in countries with low levels of trust and civicness, such as Greece.Determinants, Social capital in Greece, European union, Diversity

    Civic Culture and Economic Transition in Russia

    In this paper we try to describe the main feature of Russian civic culture that could influence the outcome of the reform, initiated in 1992, and discuss channels through which the influence was realized. We begin with consideration of paternalism and what we call “habitual deviationism”, ordinary and routine deviation from official rules and laws. Both features were inherited from the Soviet period. Paternalism and habitual deviationism determine a system of people’s attitudes towards the state, the law, the property, and the liberal values. It will be demonstrated that this system entails an adversarial (using a Stiglitz’s term) style of governance and the opportunism and corruptibility of the ruling elite. It is argued that “shock therapy” may be destructive under this cultural environment and result in strong initial distortions since fast liberalization and privatization release a huge volume of rent and strengthen incentives for rent seeking activity. It is further argued that a good reform strategy should take civic culture into account and not put forward overly ambitious tasks. One has to build a sequence of interim institutions which would be more congruent to the initial cultural and institutional environment, facilitate the adaptation of the people, and stimulate modernization of cultural norms to reach an effective market system with time.Civic culture; economic transition; Russia

    A new proxy of social capital and the economic performance across the Italian regions

    In the last 20 years, social capital, has been evoked in several field of social science research and used to explain a vast range of phenomena: political participation, institution performance, corruption, economic success of countries and so on. Unfortunately, dealing with social capital at a scientific level presents, at least, three main problems. First social capital’s definition is still elusive, especially due to its multi-dimensional nature. Second, it is a particular form of capital related to a very high level of intangibility. Finally, because of lack of suitable data there is neither a universal measurement method, nor a single underlined indicator commonly accepted by the literature. These are some of the reasons for which social capital measures are considered as proxies. By using the density of workers within industrial districts, we have constructed an alternative proxy to those that already exist in the literature in order to empirically analyse the difference, in terms of economic performance, across the Italian regions. The methodology we have applied to derive the index is identical to that one used to construct the Putnam’s instrument. Empirical evidence shows that our measure does not affect macroeconomic indicators such as investment and income per capita. However, it significantly influences unemployment disparities, and the level of innovation

    'The show must go on': Event dramaturgy as consolidation of community

    Event dramaturgy and cultural performance have not been examined in the literature from a strategic standpoint of fostering the social value of events. Thus, the purpose of this study was to explore the case of the Water Carnival, a celebratory event in a rural community of Southwest Texas, demonstrating the essence of this event as a symbolic social space, wherein event participants instantiate a shared and valued sense of community. A hermeneutical approach was employed, interpreting the event and its symbolisms as a text, combined with findings from ethnographic fieldwork, including participant observation, in-depth interviews and analysis of archival documents. The study examines the ways that dramaturgy in the Water Carnival helps frame the ongoing public discourse for community improvement and enhances social capital. The implications of the study for social leverage of events are discussed. It is suggested that a foundation for strategic social planning is the understanding of events as symbolic social spaces and their embeddedness in community development, which can be accomplished when events are pertinent to public discourse, address community issues, represent an inclusive range of stakeholders, and promote cooperation

    The Big Society and the Conjunction of Crises: Justifying Welfare Reform and Undermining Social Housing

    The idea of the “Big Society” can be seen as culmination of a long-standing debate about the regulation of welfare. Situating the concept within governance theory, the article considers how the UK coalition government has justified a radical restructuring of welfare provision, and considers its implications for housing provision. Although drawing on earlier modernization processes, the article contends that the genesis for welfare reform was based on an analysis that the government was forced to respond to a unique conjunction of crises: in morality, the state, ideology and economics. The government has therefore embarked upon a programme, which has served to undermine the legitimacy of the social housing sector (most notably in England), with detrimental consequences for residents and raising significant dilemmas for those working in the housing sector
