A decision support system for fostering smart energy efficient districts
The role of ICT is becoming prominent in tackling some of the urban societal challenges such as energy
wastage and increasing carbon emissions. In this context, the concept of DAREED aims to deliver an
integrated decision support system (DSS) to drive energy efficiency and low carbon activities at both a
building and district level. The main aim of this paper is to present the technical concept of the Best
Practices recommendation component of the DAREED system. This component seeks to compare and
identify existing best practices to recommend practical actions to various stakeholders (e.g. building
managers, citizens) in order to improve energy performance considering the global needs of a building.
This paper also discusses the context of the three field trial sites (based in UK, Spain and Italy) in which
the DAREED platform along with the best practices tool is to be tested and validated.This work evolved in the context of the project DAREED (Decision support Advisor for innovative

Achieving sustainable construction in the developing countries Of Southeast Asia
Sustainable construction is a way for the building industry to move towards achieving sustainable development, taking into account environmental, socioeconomic and cultural issues. Differing approaches and differing economic markets lead to different priorities. This paper presents the construction scenario of Southeast Asia and the developments in sustainable construction taking place in the region. Barriers to the implementation of sustainable construction are discussed. A list of recommendations was proposed to drive sustainable construction in the region. In conclusion, the status of sustainable construction in Southeast Asia is still in its infancy. The lack of awareness, training and education and ineffective procurement systems are among the major barriers for sustainable construction in the region. In some countries public policies and regulatory frameworks do not encourage the development of the construction sector. Besides the needs for capacities, technologies and tools, total and ardent commitment by all players in the construction sectors including the governments and the public at large are required in order to achieve sustainable construction in South-East Asia
Determination of the influence of specific building regulations in smart buildings
The automation of domestic services began to be implemented in buildings since the late nineteenth century, and today we are used to terms like ‘intelligent buildings’, ‘digital home’ or ‘domotic buildings’. These concepts tell us about constructions which integrate
new technologies in order to improve comfort, optimize energy consumption or enhance the security of users. In conjunction, building regulations have been updated to suit the needs of society and to regulate these new facilities in such structures. However, we are not always
sure about how far, from the quantitative or qualitative point of view, legislation should
regulate certain aspects of the building activity. Consequently, content analysis is adopted in
this research to determine the influence of building regulations in the implementation of
new technologies in the construction process. This study includes the analysis of different
European regulations, the collection and documentation of such guidelines that have been
established and a study of the impact that all of these have had in the way we start thinking an architectural project. The achievements of the research could be explained in terms of the regulatory requirements that must be taken into account in order to achieve a successful implementation of a home automation system, and the key finding has been the confirmation of how the design of smart buildings may be promoted through specific regulatory requirements while other factors, such as the global economic situation, do not seem to affect directly the rate of penetration of home automation in construction

Design Improvements from users’ experiences of low and zero carbon technologies
The development and rapid consumer adoption of low and zero carbon (LZC) technologies are key elements of UK and EU carbon reduction strategies to meet the challenge of climate change. Many LZC technologies are available, ranging from established energy efficiency products such as home insulation and energy-efficient lighting to more innovative renewable energy technologies, including solar thermal systems, micro-wind turbines, solar photovoltaics and biomass stoves. This paper examines key influences on consumer adoption – and non-adoption – of energy efficiency products and renewable energy systems based on the findings of a UK Open University project, which conducted some 111 in-depth telephone interviews plus an on-line survey with nearly 400 responses. The results show that it is important to research consumer requirements and use behaviours when developing ‘green’ technologies. Consumer adoption of LZC products and systems has been relatively slow and, even when installed, due to behavioural effects, they have not always reduced carbon emissions as much as expected.
The results of this study of UK consumers’ experiences shows that improved designs are required to address barriers to LZC adoption and problems in use, including functionality, ergonomics, interconnectedness with other systems and symbolic value, as well as price and payback. Offering challenges for designers, engineers and managers, the paper identifies user-centred improvements to promote more rapid adoption and effective use of LZC technologies
Building envelope design as a contribution for improvement of urban spaces and social housing environmental quality
The design of building envelope and the definition of its elements, can influence both the quality of the external spaces perception and the living standard referred to internal building spaces.
This improvement depends by the planning of some component design. Particularly, solar shadings and integrated plant solutions, also thanks to an increasing consequential interest about the issue and the legislative and normative evolution, represent factors able to be involved both in the performance and morphological quality of building envelope (improvement of energy efficiency and living quality of internal spaces), which can influence the perception of environment.
A study about this questions has been conducted through the elaboration of a system of Best Pratices, a Code of Practice, for the new Plans of Zone of Rome Municipality. The indications contained in the Code takes in examination the integration-mitigation and facilities connection of solar collectors in the building design, and the possibility of integration between solar shading and collector elements, customized like a support tool for the sustainable design of building envelope.
The design of building envelope, reported to morphological and technological issues, can assume particular importance in the definition of living quality. Design of closures, developed through some indications referred to its technological components, can influence both the quality perception of external living spaces through the morphological definition of building, and the life quality of internal spaces by the implementation of energy efficiency of building system.
Solar shading in particular, also thanks to the increasing consequential interest in the evolution of legislation about the argument, more in the future will represent a fundamental element for design and the increment of performance and morphological quality of building enclosure
Towards measurement and verification of energy performance under the framework of the European directive for energy performance of buildings
Directive 2002/91/EC of the European Parliament and Council on the Energy Performance of Buildings has led to major developments in energy policies followed by the EU Member States. The national energy performance targets for the built environment are mostly rooted in the Building Regulations that are shaped by this Directive. Article 3 of this Directive requires a methodology to calculate energy performance of buildings under standardised operating conditions. Overwhelming evidence suggests that actual energy performance is often significantly higher than this standardised and theoretical performance. The risk is national energy saving targets may not be achieved in practice. The UK evidence for the education and office sectors is presented in this paper. A measurement and verification plan is proposed to compare actual energy performance of a building with its theoretical performance using calibrated thermal modelling. Consequently, the intended vs. actual energy performance can be established under identical operating conditions. This can help identify the shortcomings of construction process and building procurement. Once energy performance gap is determined with reasonable accuracy and root causes identified, effective measures could be adopted to remedy or offset this gap

Transportation, Terrorism and Crime: Deterrence, Disruption and Resilience
Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks.
This study reviews current research on terrorist tactics against transportation assets, with an emphasis on vehicle ramming attacks. It evaluates some of the current attack strategies, and the possible mitigation or response tactics that may be effective in deterring attacks or saving lives in the event of an attack. It includes case studies that can be used as educational tools for understanding terrorist methodologies, as well as ordinary emergencies that might become a terrorist’s blueprint
