Progress in methodologies for developing robust local area network software has not been matched by similar results for wide area settings. The design of application software spanning multiple local area environments is examined. For important classes of applications, simple design techniques are presented that yield fault tolerant wide area programs. An implementation of these techniques as a set of tools for use within the ISIS system is described

A Brief History of Mobile Telecommunication in Europe

Since the introduction of mobile telephony in the early fifties in Europe, US and Japan the demand for this service exploded. It seems that the latent demand for mobile telecommunication services for decade's continued to be very strong. Since the introduction of cellular technology the capacity of the services increasingly became able to meet the massive demand. Next and future generations of mobile telecommunication technologies bring increased transmission speed and more versatile services. This forces network operators to organise multi- sourced information flows supplied by service providers to increase the network effect of the system instead of providing the network infrastructure and leave the content to the users as in pure voice telephony. The drivers and inhibitors behind the emergence and recent developments of mobile telecommunications systems in Europe are highlighted in this paper. Liberalisation of the telecom markets in Europe drove new entrants to the market and curbed excessive pricing. Competition in the German Broadband Access Market

This paper gives a survey of the current state of competition in the German Broadband access market. Existing regulations and their impact on the deployment of high-speed Internet access are evaluated. It is argued that facilities-based competition is preferable to open-network regulations. The most prospective candidate as an independent network capable of generating facilities-based competition in Germany is the cable-broadcasting network. The current developments in the cable industry and the expectations for its success in the short to medium term lead to the conclusion that in the short run at least, there is a need for unbundling regulation to foster competition. Towards A knowledge-Based Economy - Europe and Central Asia - Internet Development and Governance

The diversity and socio-economic differentiation of the real world prevents the full-scale cultivation of Information and Communication Technologies (ICT) to the benefit of all. Furthermore, the lack of determination and political will in some countries and slowness of responses to new technological opportunities in some others are responsible for the creation of another social divide – a digital one. The above problems were fully acknowledged by the World Summit on the Information Society (WSIS). The Summit called for a joint international effort to overcome the digital divide between and within the United Nations Member States under the Digital Solidarity umbrella. This report was prepared as a follow-up to the Summit and represents a brief review of the status and trends in the area of ICT and Internet development in the UNECE region and provides background information on the state of the art in some relevant ICT subsectors in the Member States. The report focuses on the state of the Internet critical resources and, consequently, on the ICT and Internet penetration across countries and social groups. It also looks into existing Internet governance arrangements and makes some recommendations. The report contains three parts and conclusions. The first part, “Towards a Knowledge-based Economy: Progress Assessment”, highlights the situation in the region with regards to the digital divide, both between and within countries, and national strategies and actions aiming at overcoming barriers to accessing the Internet. The second part, “Internet Development: Current State of Critical Internet Resources in the UNECE Region”, concentrates on reviewing the physical Internet backbone, interconnection and connectivity within the Internet in the UNECE Member States. The third part, “Governing the Evolving Internet in the UNECE Region”, focuses on the issues of Internet Governance in the countries of the region, challenges faced by the countries and participation of key stakeholders in ICT and Internet policy formulation and implementation. Lessons learned from the design of a mobile multimedia system in the Moby Dick project

Recent advances in wireless networking technology and the exponential development of semiconductor technology have engendered a new paradigm of computing, called personal mobile computing or ubiquitous computing. This offers a vision of the future with a much richer and more exciting set of architecture research challenges than extrapolations of the current desktop architectures. In particular, these devices will have limited battery resources, will handle diverse data types, and will operate in environments that are insecure, dynamic and which vary significantly in time and location. The research performed in the MOBY DICK project is about designing such a mobile multimedia system. This paper discusses the approach made in the MOBY DICK project to solve some of these problems, discusses its contributions, and accesses what was learned from the project
