    From the perspective of the complex multi-factors that affect manufacturing green competitiveness, this study constructs a green competitiveness index measurement indicator system of manufacturing industry in Yangtze River Delta Urban Agglomeration, which includes five dimensions: economic creativity, technological innovation, energy and environmental protection, industrial structure optimization, and social service capabilities. The manufacturing green competitiveness index in Yangtze River Delta Urban Agglomeration in 2014-2018 is measured and analyzed by using the comprehensive evaluation model of gray correlation projection method based on the combined weights of FAHP and maximum deviation. The results show that manufacturing green competitiveness of Yangtze River Delta Urban Agglomeration generally shows a relatively stable and continuous improvement trend, but the regional differences are large: regional cities and general node cities have significantly lower manufacturing green competitiveness than the leading cities and hub cities, and the pace of industrial structure transformation and upgrading in the whole region also needs to be accelerated. Based on these results, this paper puts forward some policy recommendations for comprehensive development of Yangtze River Delta Urban Agglomeration manufacturing industry: focus on improving the effective guidance of the positive incentive effect of technological innovation on manufacturing green competitiveness level, and solving the problem of insufficient technological innovation achievement transformation benefits; replan regional space, strengthen the integration of all industrial resources, reducing homogeneous competition; strengthen the ecological co-construction of regional manufacturing and improve social service security level.Z perspektywy złożonych czynników, które wpływają na konkurencyjność ekologiczną produkcji, w niniejszym artykule opracowano system pomiaru wskaźnika konkurencyjności ekologicznej dla przemysłu wytwórczego w aglomeracji miejskiej w delcie rzeki Jangcy. Obejmuje on pięć wymiarów: kreatywność ekonomiczną, innowacje technologiczne, energię i ochronę środowiska, optymalizację struktury przemysłowej i zakres usług społecznych. Wskaźnik konkurencyjności ekologicznej produkcji w aglomeracji miejskiej delty rzeki Jangcy w latach 2014-2018 jest mierzony i analizowany za pomocą kompleksowego modelu oceny metodą projekcji szarej korelacji opartej na połączonych wagach FAHP i maksymalnym odchyleniu. Wyniki pokazują, że konkurencyjność produkcji ekologicznej w aglomeracji miejskiej delty rzeki Jangcy na ogół wykazuje względnie stabilną i ciągłą tendencję do poprawy, ale różnice regionalne są duże: miasta regionalne i główne miasta węzłowe mają znacznie niższą konkurencyjność ekologiczną w zakresie produkcji niż miasta wiodące i miasta centralne, a tempo transformacji i modernizacji struktury przemysłowej w całym regionie również wymaga przyspieszenia. W oparciu o te wyniki, w niniejszym artykule przedstawiono pewne zalecenia polityczne dotyczące wszechstronnego rozwoju przemysłu wytwórczego w aglomeracji miejskiej delty rzeki Jangcy: skupiono się na sformułowaniu skutecznych wskazówek dotyczących pozytywnego efektu zachęty ze strony innowacji technologicznych na poziom konkurencyjności produkcji ekologicznej oraz na rozwiązaniu problemu niewystarczającej korzyści z transformacji osiągnięć innowacji technologicznych; należy przebudować przestrzeń regionalną, wzmocnić integrację wszystkich zasobów przemysłowych, zmniejszając jednorodną konkurencję; wzmocnić ekologiczne współtworzenie regionalnej produkcji i poprawić poziom zabezpieczenia społecznego

    Risk Assessment of Nautical Navigational Environment Based on Grey Fixed Weight Cluster

    In order to set up a mathematical model suitable for nautical navigational environment risk evaluation and systematically master the navigational environment risk characteristics of the Qiongzhou Strait in a quantitative way, a risk assessment model with approach steps is set up based on the grey fixed weight cluster (GFWC). The evaluation index system is structured scientifically through both literature review and expert investigation. The relative weight of each index is designed to be obtained via fuzzy analytic hierarchy process (FAHP); Index membership degree of every grey class is proposed to be achieved by fuzzy statistics (FS) to avoid the difficulty of building whiten weight functions. By using the model, nautical navigational environment risk of the Qiongzhou Strait is determined at a “moderate” level according to the principle of maximum membership degree. The comprehensive risk evaluation of the Qiongzhou Strait nautical navigational environment can provide theoretical reference for implementing targeted risk control measures. It shows that the constructed GFWC risk assessment model as well as the presented steps are workable in case of incomplete information. The proposed strategy can excavate the collected experts’ knowledge mathematically, quantify the weight of each index and risk level, and finally lead to a comprehensive risk evaluation result. Besides, the adoptions of probability and statistic theory, fuzzy theory, aiming at solving the bottlenecks in case of uncertainty, will give the model a better adaptability and executability.</p

    Dry Port Terminal Location Selection by Applying the Hybrid Grey MCDM Model

    Globalization and decentralization of production generate the intensive growth of goods and transport flows, mostly performed by the maritime transport. Ports, as the main nodes in the global logistics networks, are becoming congested, space for their expansion limited, and traffic in their hinterland congested. As a solution to these and many other hinterland-transport-related problems stands out the development of dry port (DP) terminals. Selection of their location is one of the most important strategic decisions on which depends their competitiveness in the market and the functionality of the logistics network. Accordingly, the evaluation and selection of locations for the development of the DP in accordance with the requirements of various stakeholders is performed in this paper, as a prerequisite for the establishment of an ecological, economic, and socially sustainable logistics network in the observed area. To solve this problem, a new hybrid model of multi-criteria decision-making (MCDM) that combines Delphi, AHP (Analytical Hierarchy Process), and CODAS (Combinative Distance-based Assessment) methods in a grey environment is developed. The main contributions of this paper are the defined model, the problem-solving approach based on finding a compromise solution, simultaneous consideration of the environmental, economic, and social sustainability of the DP concept and its implementation in the regional international markets. The applicability of the approach and the defined MCDM model is demonstrated by solving a real-life case study of ranking the potential DP locations in the Western Balkans region. Based on the obtained results, it is concluded that in the current market conditions, it would be most realistic to open three DP terminals, in Zagreb, Ljubljana, and Belgrad

    Cross-border E-commerce Risk Evaluation from Sellers’ Perspective

    While the development of cross-border e-commerce is flourishing, the associated risk factors should not be underestimated. In this paper, we analyze risk in cross-border e-commerce from the external environment and platform construction to establish a cross-border e-commerce risk evaluation index system from sellers\u27 perspective. Subsequently, the weights of the indicators are calculated on account of entropy weight method, and combined with fuzzy comprehensive evaluation method to construct a cross-border e-commerce risk evaluation model. The results show that the weight of platform risk is more than environmental risk, and the risk level of cross-border e-commerce from sellers\u27 perspective is low. Finally, we attempt to propose some strategies to prevent risks, hoping to provide some theoretical insights into the issue of risk prevention in cross-border e-commerce

    A Novel Approach to Incubator Evaluations: The PROMETHEE Outranking Procedures

    Considerable public resources are devoted to the establishment and operation of business incubators (BIs), which are seen as catalysts for the promotion of entrepreneurship, innovation activities and regional development. Despite the vast amount of research that has focused on the outcomes or effectiveness of incubator initiatives and how to measure incubator performance, there is still little understanding of how to determine incubators that are more effective than others. Based on data from 410 graduate firms, this paper applies the multi-criteria outranking technique PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluation) and compares the long-term effectiveness of five technology-oriented BIs in Germany. This is the first time that outranking procedures are used in incubator evaluations.     Sustainable supply chain management trends in world regions: A data-driven analysis

    This study proposes a data-driven analysis that describes the overall situation and reveals the factors hindering improvement in the sustainable supply chain management field. The literature has presented a summary of the evolution of sustainable supply chain management across attributes. Prior studies have evaluated different parts of the supply chain as independent entities. An integrated systematic assessment is absent in the extant literature and makes it necessary to identify potential opportunities for research direction. A hybrid of data-driven analysis, the fuzzy Delphi method, the entropy weight method and fuzzy decision-making trial and evaluation laboratory is adopted to address uncertainty and complexity. This study contributes to locating the boundary of fundamental knowledge to advance future research and support practical execution. Valuable direction is provided by reviewing the existing literature to identify the critical indicators that need further examination. The results show that big data, closed-loop supply chains, industry 4.0, policy, remanufacturing, and supply chain network design are the most important indicators of future trends and disputes.
