    Examining Tensions in the Past and Present Uses of Concepts (preprint)

    Examining tensions between the past and present uses of scientific concepts can help clarify their contributions as tools in experimental practices. This point can be illustrated by considering the concepts of mental imagery and hallucinations: despite debates over their respective referential reliabilities remaining unresolved within their interdependent histories, both are used as independently stable concepts in neuroimaging experiments. Building on an account of how these concepts function as tools structured for pursuit of diverging goals in experiments, this paper explores this tension by re-examining the continued reliance of each concept on inverse characterisations inherited from the nominally-discarded ‘mediator-view’ of sensory-like mental phenomena (SLMP). In doing so, I seek to demonstrate how examining unresolved tensions can help highlight that entrenched associations can remain both integral to, and obscured by, the uses of concepts as goal-directed tools within experimental practices

    Linear low-dose extrapolation for noncancer health effects is the exception, not the rule

    The nature of the exposure-response relationship has a profound influence on risk analyses. Several arguments have been proffered as to why all exposure-response relationships for both cancer and noncarcinogenic end-points should be assumed to be linear at low doses. We focused on three arguments that have been put forth for noncarcinogens. First, the general “additivity-to-background” argument proposes that if an agent enhances an already existing disease-causing process, then even small exposures increase disease incidence in a linear manner. This only holds if it is related to a specific mode of action that has nonuniversal properties—properties that would not be expected for most noncancer effects. Second, the “heterogeneity in the population” argument states that variations in sensitivity among members ofthe target population tend to “flatten out and linearize” the exposure-response curve, but this actually only tends to broaden, not linearize, the dose-response relationship. Third, it has been argued that a review of epidemiological evidence shows linear or no-threshold effects at low exposures in humans, despite nonlinear exposure-response in the experimental dose range in animal testing for similar endpoints. It is more likely that this is attributable to exposure measurement error rather than a true non-threshold association. Assuming that every chemical is toxic at high exposures and linear at low exposures does not comport to modern-day scientific knowledge of biology. There is no compelling evidence-based justification for a general low-exposure linearity; rather, case-specific mechanistic arguments are needed

    The Counterfactual Theory of Free Will: A Genuinely Deterministic Form of Soft Determinism

    I argue for a soft compatibilist theory of free will, i.e., such that free will is compatible with both determinism and indeterminism, directly opposite hard incompatibilism, which holds free will incompatible both with determinism and indeterminism. My intuitions in this book are primarily based on an analysis of meditation, but my arguments are highly syncretic, deriving from many fields, including behaviorism, psychology, conditioning and deconditioning theory, philosophy of language, philosophy of mind, simulation theory, etc. I offer a causal/functional analysis of meta-mental control, or 'metacausality', cashed out in counterfactual terms, to solve what I call the easy problem of free will

    Political independence, accountability, and the quality of regulatory decision-making

    Recent decades have seen a considerable increase in delegation to independent regulatory agencies, which has been justified by reference to the superior performance of these bodies relative to government departments. Yet, the hypothesis that more independent regulators do better work has hardly been tested. We examine the link using a comprehensive measure of the quality of work carried out by competition authorities in 30 Organisation for Economic Co-Operation and Development (OECD) countries, and new data on the design of these organizations. We find that formal independence has a positive and significant effect on quality. Contrary to expectations, though, formal political accountability does not boost regulatory quality, and there is no evidence that it increases the effect of independence by reducing the risk of slacking. The quality of work is also enhanced by increased staffing, more extensive regulatory powers, and spillover effects of a more capable bureaucratic system

    Attributional processes in accounting for conflict behaviors

    One simple way to handle interpersonal conflict is to use accounts to explain one's behaviors. Although accounts play a significant role in managing conflict, relatively little research has explored the processes offenders use to determine the accounts selected in conflict situations. The goal of this dissertation is to investigate the attributional processes offenders use that determine their accounts in conflict. Ten hypotheses were proposed about how the severity of the conflict outcome and the closeness between the parties involved in the conflict influence offenders' choice of accounts. A structural equation model was developed and tested based on the proposed hypotheses. An experiment was conducted, with two levels of outcome severity and three levels of relational closeness. Offenders' attributions (i.e., the degree of internal attribution, the degree of external attribution, controllability, and uncontrollability), anticipated consequences (i.e., expected responsibility and expected anger), and offenders' expected choice of accounts (i.e., the likelihood of selecting concessions, justifications, excuses, and refusals) were measured. Two hundred thirty-eight participants were recruited and randomly assigned to one of the six experimental conditions. Participants read a hypothetical conflict scenario, imagined that they were the offender in the scenario, and completed a questionnaire that had the dependent measures. Results indicated that outcome severity influenced offenders' choice of accounts directly and indirectly. Offenders tended to choose a more defensive account when they perceived the outcome to be severe than when the outcome was not severe. The influence of outcome severity on offenders' choice of accounts was also mediated by the attributions offenders made, the responsibility expected to be assigned to offenders, and anger expected to be felt by victims. When offenders perceived the outcome to be severe, offenders made more attributions, expected more responsibility to be assigned to them, and expected that victims felt angrier about offenders' behavior than when the outcome was not severe. Consequently, when offenders expected more anger from victims, they tended to be less defensive.     The current instruments in the EU to deal with debt and liquidity crises include among others the European Financial Stability Facility (EFSF) and the European Financial Stabilisation Mechanism (EFSM). Both are temporary in nature (3 years). In terms of an efficient future crisis management framework one has to ask what follows after the EFSF and the EFSM expire in 3 years time. In this vein, this briefing paper addresses the question of the political and economic medium- to long-term consequences of the recent decisions. Moreover, we assess what needs to be done using this window of opportunity of the coming 3 years. Which institutions need to be formalized, into what format, in order to achieve a coherent whole structure? This briefing paper presents and evaluates alternatives as regards the on-going debate on establishing permanent instruments to support the stability of the euro. Among them are the enhancement of the effectiveness of the Stability and Growth Pact combined with the introduction of a “European semester” and a macroeconomic surveillance and crisis mechanism, fiscal limits hard-coded into each country’s legislation in the form of automatic, binding and unchangeable rules and, as the preferred solution, the European Monetary Fund.EU governance; European Financial Stability Facility; European Financial Stabilisation Mechanism; European Monetary Fund; policy coordination; Stability and Growth Pact
