    Open budget data: mapping the landscape

    This report offers analysis of the emerging issue of open budget data, which has begun to gain traction amongst advocates and practitioners of financial transparency. Issues and initiatives associated with the emerging issue of open budget data are charted in different forms of digital media. The objective is to enable practitioners – in particular civil society organisations, intergovernmental organisations, governments, multilaterals and funders – to navigate this developing field and to identify trends, gaps and opportunities for supporting it. How public money is collected and distributed is one of the most pressing political questions of our time, influencing the health, well-being and prospects of billions of people. Decisions about fiscal policy affect everyone - determining everything from the resourcing of essential public services, to the capacity of public institutions to take action on global challenges such as poverty, inequality or climate change. Digital technologies have the potential to transform the way that information about public money is organised, circulated and utilised in society, which in turn could shape the character of public debate, democratic engagement, governmental accountability and public participation in decision-making about public funds. Data could play a vital role in tackling the democratic deficit in fiscal policy and in supporting better outcomes for citizens

    E-democracy: exploring the current stage of e-government

    Governments around the world have been pressured to implement e-Government programs in order to improve the government-citizen dialogue. The authors of this article review prior literature on such efforts to find if they lead to increased democratic participation ("e-Democracy") for the affected citizens, with a focus on the key concepts of transparency, openness, and engagement. The authors find that such efforts are a starting point toward e-Democracy, but the journey is far from complete

    This report evaluates the progress of the Rockefeller Brothers Fund (RBF) Democratic Practice–Global Governance (DP-GG) portfolio in the context of the program-specific goal, strategies, and the RBF mission. The overarching goal of the DP-GG program is to "strengthen the vitality of democracy in global governance." It is pursued through support for three strategies (transparency and accountability, access and participation, and innovation), and focused on three substantive areas (trade, climate, and development finance). Over the six-year period 2010 through 2015, the RBF invested 17.3millionin grantsandappropriationsintheGlobalGovernanceportfolio.Thisincludes182grantsto79organizations,aswellassupportfor18meetingsatThePocanticoCenterand13nongrantappropriationsforconsultanciesandoutsidemeetings.TheaverageannualbudgetoftheDP−GGportfoliois17.3 million in grants and appropriations in the Global Governance portfolio. This includes182 grants to 79 organizations, as well as support for 18 meetings at The Pocantico Center and 13 nongrant appropriations for consultancies and outside meetings. The average annual budget of the DP-GG portfolio is 2.95 million, a modest figure given the complexity and scale of issues these grants endeavor to tackle

    Public Service Delivery: Role of Information and Communication Technology in Improving Governance and Development Impact

    The focus of this paper is on improving governance through the use of information and communication technology (ICT) in the delivery of services to the poor, i.e., improving efficiency, accountability, and transparency, and reducing bribery. A number of papers recognize the potential benefits but they also point out that it has not been easy to harness this potential. This paper presents an analysis of effective case studies from developing countries where the benefits have reached a large number of poor citizens. It also identifies the critical success factors for wide-scale deployment. The paper includes cases on the use of ICTs in the management of delivery of public services in health, education, and provision of subsidized food. Cases on electronic delivery of government services, such as providing certificates and licenses to rural populations, which in turn provide entitlements to the poor for subsidized food, fertilizer, and health services are also included. ICT-enabled provision of information to enhance rural income is also covered
