    Mitigating Air Delay: An analysis of the Collaborative Trajectory Options Program

    Congestion is a problem at major airports in the world. Airports, especially high-traffic ones, tend to be the bottleneck in the air traffic control system. The problem that arises for the airspace planner is how to mitigate air congestion and its consequent delay, which causes increased cost for airlines and discomfort for passengers. Most congestion problems are fixed on the day of operations in a tactically manner using operational enhancements measures. Collaborative Trajectory Options Program (CTOP) aims to improve air traffic management (ATM) considering National Airspace System (NAS) users business goals, particularities faced by each flight and airspace restrictions, making this process more flexible and financially stable for those involved. In CTOP, airlines share their route preferences with the air control authority, combining delay and reroute. When CTOP is created, each airline might decide its strategy without knowledge of other airline’s flights. Current solutions for this problem are based on greedy methods and game theory. There is potential space to improve. This paper examines CTOP and identifies important strategic changes to ATM adopting this philosophy, particularly in Brazil. Document type: Articl

O Programa de Opções de Trajetórias Colaborativo (Collaborative Trajectory Options Program) (CTOP) é uma iniciativa que surgiu no Estados Unidos com o propósito de atribuir rotas para os voos de forma a reduzir o atraso e otimizar o fluxo de tráfego aéreo em áreas restritas. No Brasil, ainda não existe uma implementação semelhante ao (CTOP) já que o gerenciamento dos voos é feito pela ação dos controladores de voo e seus órgãos responsáveis. Esta monografia apresenta um sistema que auxilia na automatização da alocação de voos e em atividades complexas de tomada de decisões com o Programa de Opções de Trajetórias Colaborativo adaptado ao cenário brasileiro para otimização do gerenciamento de tráfego aéreo. O objetivo é propor um Sistema de Suporte à Decisão com o uso de Teoria dos Jogos para que haja negociações entre as companhias aéreas de modo a reduzir os atrasos por meio da alocação dos horários dos voos em áreas restritas. Um protótipo foi desenvolvido na linguagem PHP em que as simulações se basearam em voos reais. Este trabalho obteve importantes resultados em que foi possível reduzir em até 35% os atrasos dos voos prioritários para uma companhia aérea.The Air Traffic Management over the years has been using computing solutions in order to contribute to the choice of best routes, real-time decisions and flight allocation for airlines. The Collaborative Trajectory Options Program (CTOP) is an initiative which emerged in the United States with the purpose of assigning routes to flights in order to decrease the delay and optimize air traffic flow in restricted areas. In Brazil, there is still no implementation similar to CTOP since flight management is done by the action of flight controllers and their responsible authorities. This monograph presents a system that helps on automation of flights allocation and complex decision making activities with the Collaborative Trajectory Options Program adapted to the Brazilian context for optimization of air traffic management. The objective is to propose a Decision Support System using Game Theory to negotiate between airlines in order to decrease delays by allocating flight schedules in restricted areas. A prototype was developed using PHP language in which simulations were based on real flights. This work had important results in which it was possible to reduce priority flights delays to an airline by up to 35%

    Dynamizing Innovation Systems through Induced Innovation Networks: A Conceptual Framework and the Case of the Oil Industry in Brazil

    Based on the evolution of National, Regional, Sectoral and Technological Innovation Systems concepts, a conceptual framework is proposed to explain the configuration and coordination of innovation networks through an induction process. The networks may better cope with the growing complexity in innovation processes by promoting a more fine-tuning articulation between the innovation systems’ elements. The Induced Innovation Network suggested by the article is particularly relevant in less matured Innovation Systems. The framework proposed is illustrated with the case of the PETRO-RS Network, a multi-sectoral innovation network located in the South of Brazil

However the application of this concept is still very limited because its implementation and diffusion is hindered by several barriers (cultural, corporate and regulative ones). The paper investigates the barriers that affect the attractiveness and acceptation of eco-efficient PSS alternatives, and opens the debate on the aesthetic of eco-efficient PSS, and the way in which aesthetic could enhance some specific inner qualities of this kinds of innovations. Integrating insights from semiotics, the paper outlines some first research hypothesis on how the aesthetic elements of an eco-efficient PSS could facilitate user attraction, acceptation and satisfaction
