How the West was Lost: Chief Information Officers and the Battle of Jurisdictional Control
Recent research has highlighted the potential downfall of the role and profession of Chief Information Officer (CIO). As the top executive responsible for IT in an organization, this role has gone through several shifts since its advent in the 1980âs. This study addresses how the role has evolved, and, explores how it may evolve in the years to come. The study utilizes a combination of structured literature review and interviews, and is informed by Abbottâs systems of professions perspective. The findings show that after an increase in jurisdictional control prior to the turn of the millennium, the profession has decreased and is continuing to decrease its jurisdictional control. This is in part linked to the imposition of IT Governance frameworks designed to shift risk from the profession of CIOs to neighboring professions. This is discussed in light of calls for future research
Mixed-method study of a conceptual model of evidence-based intervention sustainment across multiple public-sector service settings.
BackgroundThis study examines sustainment of an EBI implemented in 11 United States service systems across two states, and delivered in 87 counties. The aims are to 1) determine the impact of state and county policies and contracting on EBI provision and sustainment; 2) investigate the role of public, private, and academic relationships and collaboration in long-term EBI sustainment; 3) assess organizational and provider factors that affect EBI reach/penetration, fidelity, and organizational sustainment climate; and 4) integrate findings through a collaborative process involving the investigative team, consultants, and system and community-based organization (CBO) stakeholders in order to further develop and refine a conceptual model of sustainment to guide future research and provide a resource for service systems to prepare for sustainment as the ultimate goal of the implementation process.MethodsA mixed-method prospective and retrospective design will be used. Semi-structured individual and group interviews will be used to collect information regarding influences on EBI sustainment including policies, attitudes, and practices; organizational factors and external policies affecting model implementation; involvement of or collaboration with other stakeholders; and outer- and inner-contextual supports that facilitate ongoing EBI sustainment. Document review (e.g., legislation, executive orders, regulations, monitoring data, annual reports, agendas and meeting minutes) will be used to examine the roles of state, county, and local policies in EBI sustainment. Quantitative measures will be collected via administrative data and web surveys to assess EBI reach/penetration, staff turnover, EBI model fidelity, organizational culture and climate, work attitudes, implementation leadership, sustainment climate, attitudes toward EBIs, program sustainment, and level of institutionalization. Hierarchical linear modeling will be used for quantitative analyses. Qualitative analyses will be tailored to each of the qualitative methods (e.g., document review, interviews). Qualitative and quantitative approaches will be integrated through an inclusive process that values stakeholder perspectives.DiscussionThe study of sustainment is critical to capitalizing on and benefiting from the time and fiscal investments in EBI implementation. Sustainment is also critical to realizing broad public health impact of EBI implementation. Contributions of Human Prefrontal Cortex to the Recogitation of Thought
Human beings have a unique ability to not only verbally articulate past and present experiences, as well as potential future ones, but also evaluate the mental representations of such things. Some evaluations do little good, in that they poorly reflect facts, create needless emotional distress, and contribute to the obstruction of personal goals, whereas some evaluations are the converse: They are grounded in logic, empiricism, and pragmatism and, therefore, are functional rather than dysfunctional. The aim of non-pharmacological mental health interventions is to revise dysfunctional thoughts into more adaptive, healthier ones; however, the neurocognitive mechanisms driving cognitive change have hitherto remained unclear. Therefore, this thesis examines the role of the prefrontal cortex (PFC) in this aspect of human higher cognition using the relatively new method of functional near-infrared spectroscopy (fNIRS). Chapter 1 advances recogitation as the mental ability on which cognitive restructuring largely depends, concluding that, as a cognitive task, it is a form of open-ended human problem-solving that uses metacognitive and reasoning faculties. Because these faculties share similar executive resources, Chapter 2 discusses the systems in the brain involved in controlled information processing, specifically the nature of executive functions and their neural bases. Chapter 3 builds on these ideas to propose an information-processing model of recogitation, which predicts the roles of different subsystems localized within the PFC and elsewhere in the context of emotion regulation. This chapter also highlights several theoretical and empirical challenges to investigating this neurocognitive theory and proposes some solutions, such as to use experimental designs that are more ecologically valid. Chapter 4 focuses on a neuroimaging method that is best suited to investigating questions of spatial localization in ecological experiments, namely functional near-infrared spectroscopy (fNIRS). Chapter 5 then demonstrates a novel approach to investigating the neural bases of interpersonal interactions in clinical settings using fNIRS. Chapter 6 explores physical activity as a âbottom-upâ approach to upregulating the PFC, in that it might help clinical populations with executive deficits to regulate their mental health from the âtop-downâ. Chapter 7 addresses some of the methodological issues of investigating clinical interactions and physical activity in more naturalistic settings by assessing an approach to recovering functional events from observed brain data. Chapter 8 draws several conclusions about the role of the PFC in improving psychological as well as physiological well-being, particularly that rostral PFC is inextricably involved in the cognitive effort to modulate dysfunctional thoughts, and proposes some important future directions for ecological research in cognitive neuroscience; for example, psychotherapy is perhaps too physically stagnant, so integrating exercise into treatment environments might boost the effectiveness of intervention strategies

Executive SummaryA new programme of research in Complex Systems Science must be initiated by FETThe science of complex systems (CS) is essential to establish rigorous scientific principles on which to develop the future ICT systems that are critical to the well-being, safety and prosperity of Europe and its citizens. As the âICT incubator and pathfinder for new ideas and themes for long-term research in the area of information and communication technologiesâ FET must initiate a significant new programme of research in complex systems science to underpin research and development in ICT. Complex Systems Science is a âblue skyâ research laboratory for R&D in ICT and their applications. In July 2009, ASSYST was given a set of probing questions concerning FET funding for ICT-related complex systems research. This document is based on the CS communityâs response.Complex systems research has made considerable progress and is delivering new scienceSince FET began supporting CS research, considerable progress has been made. Building on previous understanding of concepts such as emergence from interactions, far-from-equilibrium systems, border of chaos and self-organised criticality, recent CS research is now delivering rigorous theory through methods of statistical physics, network theory, and computer simulation. CS research increasingly demands high-throughput data streams and new ICT-based methods of observing and reconstructing, i.e. modelling, the dynamics from those data in areas as diverse as embryogenesis, neuroscience, transport, epidemics, linguistics, meteorology, and robotics. CS research is also beginning to address the problem of engineering robust systems of systems of systems that can adapt to changing environments, including the perplexing problem that ICT systems are too often fragile and non-adaptive.Recommendation: A Programme of Research in Complex Systems Science to Support ICTFundamental theory in Complex Systems Science is needed, but this can only be achieved through real-world applications involving large, heterogeneous, and messy data sets, including people and organisations. A long-term vision is needed. Realistic targets can be set. Fundamental research can be ensured by requiring that teams include mathematicians, computer scientists, physicists and computational social scientists.One research priority is to develop a formalism for multilevel systems of systems of systems, applicable to all areas including biology, economics, security, transportation, robotics, health, agriculture, ecology, and climate change. Another related research priority is a scientific perspective on the integration of the new science with policy and its implementation, including ethical problems related to privacy and equality.A further priority is the need for education in complex systems science. Conventional education continues to be domain-dominated, producing scientists who are for the most part still lacking fundamental knowledge in core areas of mathematics, computation, statistical physics, and social systems. Therefore:1. We recommend that FET fund a new programme of work in complex systems science as essential research for progress in the development of new kinds of ICT systems.2. We have identified the dynamics of multilevel systems as the area in complex systems science requiring a major paradigm shift, beyond which significant scientific progress cannot be made.3. We propose a call requiring: fundamental research in complex systems science; new mathematical and computational formalisms to be developed; involving a large âguinea pigâ organisation; research into policy and its meta-level information dynamics; and that all research staff have interdisciplinary knowledge through an education programme.Tangible outcomes, potential users of the new science, its impact and measures of successUsers include (i) the private and public sectors using ICT to manage complex systems and (ii) researchers in ICT, CSS, and all complex domains. The tangible output of a call will be new knowledge on the nature of complex systems in general, new knowledge of the particular complex system(s) studied, and new knowledge of the fundamental role played by ICT in the research and implementation to create real systems addressing real-world problems. The impact of the call will be seen through new high added-value opportunities in the public and private sectors, new high added-value ICT technologies, and new high added-value science to support innovation in ICT research and development. The measure of success will be through the delivery of these high added-value outcomes, and new science to better understand failures
Kommunikation und Wissen im Aufsichtsrat: Voraussetzungen und Kriterien guter Aufsichtsratsarbeit aus der Perspektive leitender Angestellter
Die Studie stellt die Ergebnisse einer Umfrage unter Vertretern der leitenden Angestellten im Aufsichtsrat von mitbestimmten Unternehmen vor, die im September 2004 in Kooperation mit dem Deutschen FĂŒhrungskrĂ€fteverband durchgefĂŒhrt wurde. Ziel der Studie ist es, den Arbeitsprozess von AufsichtsrĂ€ten unter der Fragestellung der Informations- und Wissensnutzung zu beleuchten und Voraussetzungen und Kriterien guter Aufsichtsratsarbeit zu identifizieren. Es wird dabei von der Ăberlegung ausgegangen, dass die Unternehmensmitbestimmung fĂŒr viele Unternehmen in Vergangenheit und Gegenwart eine wichtige Erfolgsvoraussetzung darstellt. Die zukĂŒnftige Perspektive des deutschen Systems der Unternehmensmitbestimmung kann daher nicht in einem radikalen Umbruch bestehen. Es spricht vielmehr vieles fĂŒr einen Ansatz, der darauf abzielt, vorhandene StĂ€rken auszubauen und neue Lösungen zu entwickeln, mit denen die Funktionsweise des bestehenden deutschen Corporate-Governance- Systems verbessert werden kann. Die Studie weist Defizite in den Kommunikations- und Kooperationsbeziehungen nach, die die kompetente, informierte und strategische AusĂŒbung der Ăberwachungs- und Beratungsaufgabe des Aufsichtsrats behindern. Der leitende Angestellte spielt dabei eine wichtige Rolle. -- The study presents the findings of a survey among representatives of the group of executive managers in the supervisory board of companies with parity codetermination. The survey was carried out in cooperation with the German association of executive managers (Deutscher FĂŒhrungskrĂ€fteverband) in September 2004. The study investigated the work process of supervisory boards focusing on the aspect of information and knowledge flows with the aim of identifying preconditions and criteria of âgood supervisory workâ. The underlying assumption is that codetermination should not be seen as a relict of the past but as an essential element of modern corporate governance systems. Therefore the perspective for the German system should not be seen in a radical breakaway from the co-determination system. The approach should rather be to build upon the existing strength and develop new solutions in order to improve the functioning of the existing system. However, the study also provides evidence of deficits of communication and cooperation hindering the supervisory board to fulfil its control and consultation tasks in a competent, informed and strategic way. A central finding of the study is that all groups in the supervisory board bring in specific areas of knowledge. Therefore, all groups provide an essential role and each of them is indispensable for coping with the future demands on supervisory work. The representatives of the executive managers play an important role in this regard.
Environmental modelling of the Chief Information Officer
Since the introduction of the term in the 1980âs, the role of the Chief Information Officer (CIO) has been widely researched. Various perceptions and dimensions of the role have been explored and debated. However, the explosion in data proliferation (and the inevitable resulting information fuelled change) further complicates organisational expectations of the CIOs role. If organisations are to competitively exploit the digital trend, then those charged with recruiting and developing CIOs now need to be more effective in determining (and shaping) CIO traits and attributes, within the context of their own organisational circumstances and in line with stakeholder expectations. CIOs also need to determine their own suitability and progression within their chosen organisation if they are to remain motivated and effective. Before modelling the role of the future CIO, it is necessary to synthesise our current knowledge (and the lessons learnt) about the CIO. This paper, therefore, aims to identify and summate the spectrum of key researched âthemesâ pertaining to the role of the CIO. Summating previous research, themes are modelled around four key CIO âdimensionsâ, namely (1) Impacting factors, (2) Controlling factors (3) Responses and (4) CIO âattributesâ. Having modelled the CIOs current environment, and recognising the evolving IT enabled information landscape, the authors call for further research to inform the recruitment and development of the future CIO in terms of personal attributes and the measurable impact such attributes will have on their respective organisation
The Stable Core and Dynamic Periphery in Top Management Teams
This study explores how top management teams make strategic decisions. The findings indicate that the top management team performs a variety of monitoring and control functions within most firms, but that a single team with stable composition does not make strategic choices in most organizations. Instead, different groups, with members from multiple organizational levels, form to make various strategic decisions. A stable subset of the top team forms the core of each of these multiple decisionâmaking bodies. The findings offer a possible explanation for inconsistent findings in the top management team literature, and suggest several new directions for future senior team research

Managing value creation in knowledge intensive business services organisations
Value creation is essential in the Knowledge Intensive Business Service (KIBS) industry, due to its problem-solving nature. KIBS organisations need to understand their internal value creation processes as well as the complexity in the environment in order to survive and thrive. This paper investigates how value creation is managed in KIBS organisation through a case study. It then goes on to adopt Beer's Viable System Model (VSM) to propose an organisational design, namely the Value Integration Office (VIO). The VIO focuses on the 5 functions/systems defined by VSM in the meta-system and operation of an organisation in order to manage value creation. This design is implemented in a case study organisation with the aim to adopt a holistic view on value creation within the organisation as well as facilitate future planning function. The implementation and impact of the proposed organisational design are reported in this paper
