A Guide to Evaluating Marine Spatial Plans

Marine spatial plans are being developed in over 40 countries around the world, to distribute human activities in marine areas more sustainably and achieve ecological, social, and economic objectives. Monitoring and evaluation are often considered only after a plan has been developed. This guide will help marine planners and managers, monitor and evaluate the success of marine plans in achieving real results and outcomes. This report emphasizes the importance of early integration of monitoring and evaluation in the planning process, the importance of measurable and specific objectives, clear management actions, relevant indicators and targets, and involvement of stakeholders throughout the planning process.

Innovative Regulatory Frameworks Promoting Green Economy for Sustainable Development and Poverty Eradication in Europe

The political Rio 20 Declaration challenges lawyers and legal professionals around the world to think creatively about the legal preparedness for the green economy. To this end, this study focuses on highlighting the legal changes that are being adopted in Europe, at national and regional levels, to facilitate the transition to a greener economy. The purpose is thus to point out the challenges that domestic governments face in transitioning to a greener economy and to research the means by which these challenges can be met. This compendium gathers recent practices in legal and institutional reform that exemplify promising methods of addressing green economy measures

Convolutional Neural Networks for Counting Fish in Fisheries Surveillance Video

We present a computer vision tool that analyses video from a CCTV system installed on fishing trawlers to monitor discarded fish catch. The system aims to support expert observers who review the footage and verify numbers, species and sizes of discarded fish. The operational environment presents a significant challenge for these tasks. Fish are processed below deck under fluorescent lights, they are randomly oriented and there are multiple occlusions. The scene is unstructured and complicated by the presence of fishermen processing the catch. We describe an approach to segmenting the scene and counting fish that exploits the $N^4$-Fields algorithm. We performed extensive tests of the algorithm on a data set comprising 443 frames from 6 belts. Results indicate the relative count error (for individual fish) ranges from 2\% to 16\%. We believe this is the first system that is able to handle footage from operational trawlers

Invest to Save: Report and Recommendations of the NSF-DELOS Working Group on Digital Archiving and Preservation

Digital archiving and preservation are important areas for research and development, but there is no agreed upon set of priorities or coherent plan for research in this area. Research projects in this area tend to be small and driven by particular institutional problems or concerns. As a consequence, proposed solutions from experimental projects and prototypes tend not to scale to millions of digital objects, nor do the results from disparate projects readily build on each other. It is also unclear whether it is worthwhile to seek general solutions or whether different strategies are needed for different types of digital objects and collections. The lack of coordination in both research and development means that there are some areas where researchers are reinventing the wheel while other areas are neglected. Digital archiving and preservation is an area that will benefit from an exercise in analysis, priority setting, and planning for future research. The WG aims to survey current research activities, identify gaps, and develop a white paper proposing future research directions in the area of digital preservation. Some of the potential areas for research include repository architectures and inter-operability among digital archives; automated tools for capture, ingest, and normalization of digital objects; and harmonization of preservation formats and metadata. There can also be opportunities for development of commercial products in the areas of mass storage systems, repositories and repository management systems, and data management software and tools.
