    Countering Jihadi Radicals and Foreign Fighters in the United States and France: Très Similaire

    This article analyzes and compares French and U.S. domestic responses to Jihadi radicalization, placing particular attention on the similarities between the two. In view of the political and cultural differences between the United States and France, the parallels between U.S. and French approaches to homegrown Jihadi radicalization are remarkable. Both countries got off to a late start when formulating counterradicalization strategies. While the underlying reasons (related to, inter alia, the notion of American exceptionalism and the French version of secularism) for this differ, the U.S. introduced its first counterradicalization strategy in 2011, followed by France in 2014. More important, so-called “soft” measures (including phone hotlines, dialogues and workshops, vocational training, targeted interventions, or counseling and exit programs), adopted by most Western democracies in an effort to prevent vulnerable individuals from radicalizing and reintegrate foreign fighters and others who have become infected with the Jihadi virus, have taken a back seat to “hard” security measures (including surveillance, arrests, and prosecutions) in the two countries. These findings have important implications for policymakers. Understanding what responses have been formulated, and also why, can facilitate international cooperation and provide useful insights on the characteristics, strengths, as well as limits of U.S. and French approaches to Jihadi radicals and foreign fighters

    Deterring violent extremism in America by utilizing good counter-radicalization practices from abroad: a policy perspective

    The problem of violent extremism is approaching a critical point in America. American government and community leaders must find an effective approach to deterring violent extremism immediately. A national and comprehensive approach to deter violent extremism in America is currently lacking. This comparative policy perspective seeks to determine whether the United Kingdom and Australia have good practices to deter violent extremism that can be useful in America. Secondly, this thesis also seeks to determine whether the United States can implement potential good practices to deter violent extremism. After a thorough review of the issue of violent extremism in America, this thesis studies similar background, research, and violent extremism issues in the United Kingdom and Australia. This thesis concludes that a variety of good practices in the United Kingdom and Australia can counter radicalize and deter violent extremists in America. The findings and recommendations from this research include challenges and a way forward to implement certain potential best practices for the United States. The arguments offer viable options and alternatives that the United States should consider when creating a national deterring-violent-extremism strategy.     De los Derechos Humanos: Reimagining Civics in Bilingual & Bicultural Settings

    Dominant approaches to teaching social studies often marginalize bilingual and bicultural students. This is particularly troubling because the explicit goal of the social studies is to cultivate civic participation. Educational inequalities are thus tied to political inequalities. In light of this, this article shares a narrative case study of the author\u27s own bilingual and bicultural approach to teaching middle school civics at a dual-language American school in Mexico. Through the illustration of a comparative civics curriculum that incorporates translanguaging practices, the author argues that embracing bilingualism and biculturalism in the social studies can lead to more expansive possibilities for justice-oriented civic education

    Youth De-Radicalization: A Canadian Framework

    Youth radicalization leading to violence has become a growing fear among Canadians, as terrorist attacks are carried out in Western states. Although Canada has suffered relatively fewer acts of violence, this fear has intensified and a de-radicalization strategy is needed in the Canadian context. In a qualitative case study methodology, interviews were conducted with school counsellors, religious leaders, and academics to explore solutions to youth radicalization. Youth de-radicalization approaches from the United Kingdom were analyzed and found that community-based initiatives were missing from programming. Social identity theory is used to explain that youth join radicalized groups to feel a sense of belonging and have to be provided an alternative and moderate group identity to de-radicalize. This study found youth de-radicalization in Canada is best served through a community collaboration approach

    Storytelling against extremism: How fiction could increase the persuasive impact of counter- and alternative narratives in P/CVE

    The past decade has seen an increase in research on narratives in extremist communication and their role in radicalization processes as well as on both counter- and alternative narratives as tools to prevent or counter radicalization processes. Conspicuously absent from the P/CVE literature so far, however, is a discussion on fictional narratives and the potential of stories not based on ‘realistic’ presentations of life. This article is an exploratory contribution to the discourse suggesting how fictional narratives, low in external realism but eliciting a high degree of transportation and identification in audiences, may be useful tools for P/CVE campaigns built on narratives and storytelling. It discusses the importance of transportation, identification, and perceived realism for narrative persuasion as well as the possibility to use fictional utopian narratives in P/CVE campaigns

    When Healing Turns to Activism: Formers and Family Members’ Motivation to Engage in P/CVE.

    The involvement of former extremists or family members of terrorists in measures aimed at preventing and countering violent extremism (P/CVE) has recently gained more attention in research and practice. However, little is yet known about the motivations of these individuals as to why they chose to engage in P/CVE activities. Understanding what drives such engagement could provide a better appreciation of the potential impact of such deployment, whether beneficial or detrimental to both the individuals involved and their respective P/CVE-target audience – and contribute to the evolving discourse regarding the effectiveness and potential risks of such P/CVE interventions. This article draws on eight biographical-narrative interviews with four former right-wing extremists and with four relatives of jihadist foreign fighters, all of whom are currently engaged in P/CVE work. Through qualitative reconstructive methods, a combination of narrative and thematic approaches was used to reconstruct the action-relevant orientations for the interviewees' activism. Results indicate that family members are motivated by coping mechanisms for traumatic stress, by social relatedness derived from a ‘positive marginality’, and in response to situational demands. Motivations of former extremists include finding their way back into society, having their new identity mirrored back to them, or maintaining a sense of self-continuity through ‘role residuals’. The results show that, in the case of family members, motivation is affected by exposure to traumatic stress. They also suggest that a locus of control among former extremists can signify different stages of deradicalisation in some forms of exit pathways and thus help to identify different risks depending on a former’s P/CVE role.     Understanding the Radicalization Process of U.S. Homegrown Terrorists

    Radicalization is an aspect in the development of homegrown terrorists; however, researchers have been unable to establish a path to radicalization, uncover how individual and social factors influence radicalization, and identify how the Internet and social media mediate this process. The purpose of this case study was to explore individual and environmental factors that contribute to the radicalization of U.S. homegrown terrorists and identify interventions. Conversion theory was used to develop an understanding of the radicalization of U.S. homegrown terrorists. Data were derived from interviews of local and state law enforcement, military antiterrorism officers (AT), and security personnel from military installations in Eastern North Carolina. Data were analyzed applying content directed and In Vivo coding. The study results helped formulate recommendations on interventions to stem radicalization, identified the news media as a gateway for radicalization, and suggested the incorporation of perspectives from other radicalization-related theories into the conversion theory radicalization model to examine known cases of homegrown terrorists and test its viability as a model to understand radicalization. The results of this study could bring about positive social change by improving relationships and collaboration between law enforcement and community stakeholders, which might generate strategies that could exert greater influence in dissuading individuals from becoming radicalized

    The 60 Days of PVE Campaign: Lessons on Organizing an Online, Peer-to-Peer, Counter-radicalization Program

    Combatting violent extremism can involve organizing Peer-to-Peer (P2P) preventing violent extremism (PVE) programs and social media campaigns. While hundreds of PVE campaigns have been launched around the world in recent months and years, very few of these campaigns have actually been reviewed, analyzed, or assessed in any systematic way. Metrics of success and failure have yet to be fully developed, and very little is publically known as to what might differentiate a great and successful P2P campaign from a mediocre one. This article will provide first-hand insight on orchestrating a publically funded, university-based, online, peer-to-peer PVE campaign – 60 Days of PVE – based on the experience of a group of Canadian graduate students. The article provides an account of the group’s approach to PVE. It highlights the entirety of the group’s campaign, from theory and conceptualization to branding, media strategy, and evaluation, and describes the campaign’s core objectives and implementation. The article also analyzes the campaign’s digital footprint and reach using data gleamed from social media. Finally, the article discusses the challenges and difficulties the group faced in running their campaign, lessons that are pertinent for others contemplating a similar endeavour
