    Digital Technology and Cultural Policy

    This paper reviews how digital technology, and the devices and broadband networks associated with it (the Internet, for short), can be expected to a ect the ways in which books, music, the visual arts, libraries and archived cultural heritage (cultural goods, for short) are produced, distributed and consumed. The paper has four parts. First, I place the growth of the Internet in historical and comparative perspective. I argue that the United States is presently engaged in a regulatory e ort similar in intent to those imposed on earlier communications revolutions. In this context, I outline the ways that the Internet can be expected to change how people produce and consume cultural goods. I distinguish between practices the technology makes possible and practices likely to become established as typical for the majority of people. Second, I discuss some of the new arenas for cultural policy thrown up by the Internet. I argue that, just as it has bound many kinds of cultural content into a single medium, the Internet has tied together a variety of regulatory issues and brought cultural policy into contact with areas of policy-making not normally associated with culture. Third, I focus on the relationship between creativity, consumption and copyright law. Fourth, I describe a number of key conflicts over the Internet's architecture and content. How these are resolved through policy choices will have important consequences for how we consume and experience cultural goods of all kinds in the future.

    Communicating the Unspeakable: Linguistic Phenomena in the Psychedelic Sphere

    Psychedelics can enable a broad and paradoxical spectrum of linguistic phenomena from the unspeakability of mystical experience to the eloquence of the songs of the shaman or curandera. Interior dialogues with the Other, whether framed as the voice of the Logos, an alien download, or communion with ancestors and spirits, are relatively common. Sentient visual languages are encountered, their forms unrelated to the representation of speech in natural language writing systems. This thesis constructs a theoretical model of linguistic phenomena encountered in the psychedelic sphere for the field of altered states of consciousness research (ASCR). The model is developed from a neurophenomenological perspective, especially the work of Francisco Varela, and Michael Winkelman’s work in shamanistic ASC, which in turn builds on the biogenetic structuralism of Charles Laughlin, John McManus, and Eugene d’Aquili. Neurophenomenology relates the physical and functional organization of the brain to the subjective reports of lived experience in altered states as mutually informative, without reducing consciousness to one or the other. Consciousness is seen as a dynamic multistate process of the recursive interaction of biology and culture, thereby navigating the traditional dichotomies of objective/subjective, body/mind, and inner/outer realities that problematically characterize much of the discourse in consciousness studies. The theoretical work of Renaissance scholar Stephen Farmer on the evolution of syncretic and correlative systems and their relation to neurobiological structures provides a further framework for the exegesis of the descriptions of linguistic phenomena in first-person texts of long-term psychedelic selfexploration. Since the classification of most psychedelics as Schedule I drugs, legal research came to a halt; self-experimentation as research did not. Scientists such as Timothy Leary and John Lilly became outlaw scientists, a social aspect of the “unspeakability” of these experiences. Academic ASCR has largely side-stepped examination of the extensive literature of psychedelic selfexploration. This thesis examines aspects of both form and content from these works, focusing on those that treat linguistic phenomena, and asking what these linguistic experiences can tell us about how the psychedelic landscape is constructed, how it can be navigated, interpreted, and communicated within its own experiential field, and communicated about to make the data accessible to inter-subjective comparison and validation. The methodological core of this practice-based research is a technoetic practice as defined by artist and theoretician Roy Ascott: the exploration of consciousness through interactive, artistic, and psychoactive technologies. The iterative process of psychedelic self-exploration and creation of interactive software defines my own technoetic practice and is the means by which I examine my states of consciousness employing the multidimensional visual language Glide

    In passion and in hope: The pilgrimage of an American radical, Martha Dodd Stern and family, 1933--1990

    This dissertation explores the literary/political pilgrimage of Martha Dodd Stern (1908--1990), an unusually promising writer. Using Martha\u27s writings, government intelligence files like the Venona Transcripts, I develop a narrative and analytic family biography to analyze the faith of this leftist and develop a typology of the fellow traveler that shows its roots in the Progressive Era and their radicalization under the Great Depression and growth of fascism. Martha\u27s father, historian William E. Dodd (1869 to 1940), imparted to Martha his Wilsonian progressivism and resentment of social distinctions. Martha\u27s experience in Nazi Germany (1933 to 1937) radicalized these roots. She placed her faith in the eschatological promise of Stalin. Unlike many fellow travelers, though, Martha became a Soviet agent while in Germany; her friends Mildred Harnack (1895 to 1943) and Soviet Boris Winogradow (ca. 1895 to 1939) most influenced her. Martha returned to America in 1937, melding public anti-fascism and espionage. Martha\u27s writings and activism clearly show that her anti-fascism crucial to her commitment to the USSR. Her best selling memoir Through Embassy Eyes (1939) showed fascism\u27s evil and Stalinism\u27s promise. Ambassador Dodd\u27s Diary, edited with brother Bill Dodd (1905 to 1940), and her novels, Sowing the Wind (1945) and The Searching Light (1954) also dealt with the fascist menace. Working with her husband Alfred Stern (1890 to 1986), Martha pressed the same points through political activism, especially in the 1948 Wallace campaign for president. In 1947, Hollywood producer Boris Morros identified the Sterns as Soviet agents. The FBI\u27s large-scale investigation included not only the Sterns but members of the Sterns\u27 social network like Vito Marcantonio, Paul Robeson, The Hollywood Ten, and Henry Wallace. Although these investigations potentially threatened protected rights, the FBI legitimately pursued its targets. In 1957, the Sterns fled to the East Bloc to avoid prosecution. Martha\u27s continuing pilgrimage sought the realization of the Stalinist utopia but its reality crushed her faith. Martha\u27s life illustrates how well intentioned leftists embraced Stalinism, supported the USSR, and influenced Cold War political culture in America

    Formal methods and digital systems validation for airborne systems

    This report has been prepared to supplement a forthcoming chapter on formal methods in the FAA Digital Systems Validation Handbook. Its purpose is as follows: to outline the technical basis for formal methods in computer science; to explain the use of formal methods in the specification and verification of software and hardware requirements, designs, and implementations; to identify the benefits, weaknesses, and difficulties in applying these methods to digital systems used on board aircraft; and to suggest factors for consideration when formal methods are offered in support of certification. These latter factors assume the context for software development and assurance described in RTCA document DO-178B, 'Software Considerations in Airborne Systems and Equipment Certification,' Dec. 1992

    Automatic techniques for detecting and exploiting symmetry in model checking

    The application of model checking is limited due to the state-space explosion problem – as the number of components represented by a model increase, the worst case size of the associated state-space grows exponentially. Current techniques can handle limited kinds of symmetry, e.g. full symmetry between identical components in a concurrent system. They avoid the problem of automatic symmetry detection by requiring the user to specify the presence of symmetry in a model (explicitly, or by annotating the associated specification using additional language keywords), or by restricting the input language of a model checker so that only symmetric systems can be specified. Additionally, computing unique representatives for each symmetric equivalence class is easy for these limited kinds of symmetry. We present a theoretical framework for symmetry reduction which can be applied to explicit state model checking. The framework includes techniques for automatic symmetry detection using computational group theory, which can be applied with no additional user input. These techniques detect structural symmetries induced by the topology of a concurrent system, so our framework includes exact and approximate techniques to efficiently exploit arbitrary symmetry groups which may arise in this way. These techniques are also based on computational group theoretic methods. We prove that our framework is logically sound, and demonstrate its general applicability to explicit state model checking. By providing a new symmetry reduction package for the SPIN model checker, we show that our framework can be feasibly implemented as part of a system which is widely used in both industry and academia. Through a study of SPIN users, we assess the usability of our automatic symmetry detection techniques in practice
