    Challenges facing future housing policy

    Since World War II the housing policy in Finland has been effective enough to reach the minimum norm for family dwellings set by IUFO presuming that occupants have the use of one room per person. From now on Finland ought to concentrate the building resources on bigger and better quality housing. The remaining housing base including mainly small apartments could then be used for young people who can be defined “homeless” by the new standards of housing. There is a slight evidence that the birth rate could be raised by the housing policy because of an attitudinal readiness in Finland for raising the number of children and level of housing

    Grid infrastructures for the electronics domain: requirements and early prototypes from an EPSRC pilot project

    The fundamental challenges facing future electronics design is to address the decreasing – atomistic - scale of transistor devices and to understand and predict the impact and statistical variability these have on design of circuits and systems. The EPSRC pilot project “Meeting the Design Challenges of nanoCMOS Electronics” (nanoCMOS) which began in October 2006 has been funded to explore this space. This paper outlines the key requirements that need to be addressed for Grid technology to support the various research strands in this domain, and shows early prototypes demonstrating how these requirements are being addressed

    Deterioration risk of dryland earthen heritage sites facing future climatic uncertainty

    Uncertainties over future climatic conditions pose significant challenges when selecting appropriate conservation strategies for heritage sites. Choosing effective strategies is especially important for earthen heritage sites located in dryland regions, as many are experiencing rapid environmentally-driven deterioration. We use a newly developed cellular automaton model (ViSTA-HD), to evaluate the environmental deterioration risk, over a 100-year period, under a range of potential climate and conservation scenarios. Results show increased wind velocities could substantially increase the overall deterioration risk, implying the need for wind-reducing conservation strategies. In contrast, predicted increases in rainfall are not likely to increase the overall deterioration risk, despite greater risk of rain-driven deterioration features. Of the four conservation strategies tested in our model, deterioration risk under all climatic scenarios was best reduced by increasing the coverage of natural, randomly-distributed vegetation to 80%. We suggest this approach could be an appropriate long-term conservation strategy for other earthen sites in dryland regions

    A dynamic modelling environment for the evaluation of wide area protection systems

    This paper introduces the concept of dynamic modelling for wide area and adaptive power system protection. Although not limited to these types of protection schemes, these were chosen due to their potential role in solving a multitude of protection challenges facing future power systems. The dynamic modelling will be implemented using a bespoke simulation environment. This tool allows for a fully integrated testing methodology which enables the validation of protection solutions prior to their operational deployment. Furthermore the paper suggests a distributed protection architecture, which when applied to existing and future protection schemes, has the potential to enhance their functionality and avoid mal-operation given that safety and reliability of power systems are paramount. This architecture also provides a means to better understand the underlying dynamics of the aforementioned protection schemes and will be rigorously validated using the modelling environment

    Financial Security Scorecard: A State-by-State Analysis of Economic Pressures Facing Future Retirees

    As Americans increasingly worry about their retirement prospects, states play an important and growing role in retirement security policy. States already manage long-term care programs for the elderly through Medicaid. Concerned about the impact of future elder poverty on state and local budgets and their local economies, a number of states are exploring the creation of low-cost and low-risk retirement savings plans for private sector workers who lack access to pensions or 401(k)s on the job. Some states have developed programs to help older workers find work. This report presents the Financial Security Scorecard, designed to inform state-level stakeholders and policymakers regarding the financial security outlook for future retirees and to help identify potential areas of focus for state-based policy interventions to improve retirement prospects. Specifically, the scorecard ranks each of the 50 states plus the District of Columbia (hereafter referred to as “states”) in three sources of potential economic pressures for future retirees, as measured through eight specific variables. This analysis enables policymakers to understand how their state fares relative to other states in terms of potential economic pressures for future retirees, and which areas of retirement security need the most attention. At the same time, the raw data underlying the scorecard indicate that in some areas, all states have room for improvement regardless of how they rank
