    In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership. Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership

    The symposium presented issues involved in the development of scheduling systems that can deal with resource and time limitations. To qualify, a system must be implemented and tested to some degree on non-trivial problems (ideally, on real-world problems). However, a system need not be fully deployed to qualify. Systems that schedule actions in terms of metric time constraints typically represent and reason about an external numeric clock or calendar and can be contrasted with those systems that represent time purely symbolically. The following topics are discussed: integrating planning and scheduling; integrating symbolic goals and numerical utilities; managing uncertainty; incremental rescheduling; managing limited computation time; anytime scheduling and planning algorithms, systems; dependency analysis and schedule reuse; management of schedule and plan execution; and incorporation of discrete event techniques

    Report of the Advisory Committee on the Future of the US Space Program

    The United States' civil space program was rather hurriedly formulated some three decades ago on the heels of the successful launch of the Soviet Sputnik. A dozen humans have been placed on the Moon and safely returned to Earth, seven of the other eight planets have been viewed at close range, including the soft landing of two robot spacecraft on Mars, and a variety of significant astronomical and other scientific observations have been accomplished. Closer to Earth, a network of communications satellites has been established, weather and ocean conditions are now monitored and reported as they occur, and the Earth's surface is observed from space to study natural resources and detect sources of pollution. Problems and perspectives of the program are given as seen by the committee. The committee finds that there are nine concerns about the space program which are deserving of attention. The responsibilities of the agency are given. The space agenda becomes one of what can and should the U.S. afford for its space program. Also given is a concept of what the committee believes is a balanced space program. The programs international role is defined and some final observations and recommendations are made

    Philanthropy vs. unproductive charity. The case of Baron Maurice de Hirsch

    In Argentina today it has become essential for the State to provide assistance to a large portion of the population; nevertheless, this social work lacks purpose unless it is used to encourage those who are assisted to fend for themselves. Otherwise, the beneficiaries would be condemned to virtual indigence, as they would be indirectly excluded from productive society. This concept of philanthropy as opposed to charity is not new; and it is interesting to note that more than one century ago, in Argentina, a singularly successful philanthropic undertaking was carried out that was imbued with this ideology. In 1891 Baron Maurice de Hirsch founded the Jewish Colonization Association, which was to become one of the greatest philanthropic undertakings of its time, through which a gigantic experiment in social welfare was carried out, based on the organized immigration of thousands of people from the Russian Empire to Argentina, with the aim of setting up agricultural colonies. Immigrants were to be given the opportunity to own their land, although this was not a gift, as they were required to pay for it, just as they were required to repay all the loans in kind received during their transfer through to their first harvests, as well as the corresponding interest. This paper represents a first step in the study of this enterprise.     Identification and Characterization of Key Human Performance Issues and Research in the Next Generation Air Transportation System (NextGen)

    This report identifies key human-performance-related issues associated with Next Generation Air Transportation System (NextGen) research in the NASA NextGen-Airspace Project. Four Research Focus Areas (RFAs) in the NextGen-Airspace Project - namely Separation Assurance (SA), Airspace Super Density Operations (ASDO), Traffic Flow Management (TFM), and Dynamic Airspace Configuration (DAC) - were examined closely. In the course of the research, it was determined that the identified human performance issues needed to be analyzed in the context of NextGen operations rather than through basic human factors research. The main gaps in human factors research in NextGen were found in the need for accurate identification of key human-systems related issues within the context of specific NextGen concepts and better design of the operational requirements for those concepts. By focusing on human-system related issues for individual concepts, key human performance issues for the four RFAs were identified and described in this report. In addition, mixed equipage airspace with components of two RFAs were characterized to illustrate potential human performance issues that arise from the integration of multiple concepts

    A pilot project in aerospace-to-urban technology application is reported. Companies assigned senior engineering professionals to serve as Science and Technology Advisors to participating city governments. Technical support was provided by the companies and JPL. The cities, Anaheim, Fresno, Pasadena, and San Hose, California, provided the working environment and general service support. Each city/company team developed and carried out one or more technical or management pilot projects together with a number of less formalized technology efforts and studies.
