    Public Service Delivery: Role of Information and Communication Technology in Improving Governance and Development Impact

    The focus of this paper is on improving governance through the use of information and communication technology (ICT) in the delivery of services to the poor, i.e., improving efficiency, accountability, and transparency, and reducing bribery. A number of papers recognize the potential benefits but they also point out that it has not been easy to harness this potential. This paper presents an analysis of effective case studies from developing countries where the benefits have reached a large number of poor citizens. It also identifies the critical success factors for wide-scale deployment. The paper includes cases on the use of ICTs in the management of delivery of public services in health, education, and provision of subsidized food. Cases on electronic delivery of government services, such as providing certificates and licenses to rural populations, which in turn provide entitlements to the poor for subsidized food, fertilizer, and health services are also included. ICT-enabled provision of information to enhance rural income is also covered

    This is the second interim report of the research project "Information Society, Work and the Generation of New Forms of Social Exclusion" (SOWING). It is based on a firm survey conducted in the eight regions participating in the research project — Flanders (Belgium), Lazio (Italy), Niederösterreich (Austria), Portugal, the Republic of Ireland, the Stuttgart area (Germany), the Tampere region (Finland) and the West London area (U.K.). The aim of this report is to present a broad overview of the collected data. In general, only simple statistical methods have been applied. The report focuses on a regional comparison; however, the data have also been analysed by firm size, measured by quantity of staff, and industrial sector. It should be seen as a first step in the data analysis; it may also give some hints for a more strategic analysis of the survey data.Information Society; Work;

    Conceptualising a consumer data intelligence service in perspective of the European Union’s PSD2

    In recent years the retail payments market has experienced significant technical advancement, with compelling growth in regard to development to new forms of payment and numerous payment services in the market place. In 2015, the European Commission (EC) introduced a new directive for payment services called PSD2, entering into force on 13 January 2018, to reduce barriers of entry and integrating retail payments across the European Union (EU). By granting third party non-financial institutions access to consumers’ financial data, the EC is opening the financial services industry and levelling the playing field. This allows for a strong drive for innovation in the sector and for start-ups to offer new services to compete with the traditional banks. Consumer knowledge gained by the analysis of financial data becomes a strategic asset and allow businesses to connect with customers in new ways. New data intelligence services emerge in the financial technology industry seeking to close the knowledge gap between the expectations of customer experiences and currently available bank offerings. Therefore, the work project identifies how to provide valuable customer intelligence to businesses in the financial payments industry with regard to PSD2. To examine the new and emerging opportunities, we conceptualise a Consumer Data Intelligence Service, including statistical analyses to predict potential consumer behaviour.     This report provides a stand-alone description of how the Australian Institute of Criminology’s Anti-money Laundering/Counter-terrorism Financing Survey of regulated businesses was undertaken, emphasising the importance of understanding the methodology and design of this national census of regulated businesses in Australia. As is often the case with social scientific research of a quantitative nature, the detail of how surveys were conducted are sometimes relegated to deep within a long report, or attached in a lengthy appendix, often being overlooked by the average reader. This report provides a stand-alone description of how the Australian Institute of Criminology’s Anti-money Laundering/Counter-terrorism Financing Survey of regulated businesses was undertaken, thus emphasising the importance of understanding the methodology and design of this national census of regulated businesses in Australia. It reviews all of the procedures and steps undertaken from a data collection and methodological perspective and provides an important accompaniment to the major survey report published in conjunction with this methodological review. Both reports should be read together. The current report provides a summary of the methodological approach, consolidation of assorted reports generated throughout the study, a review of sample utilisation and response dynamics and a summary of issues for consideration for future similar surveys
