Financing technology transfer

Global policy discussions increasingly focus on innovation and the knowledge economy as a driver of long-term growth. In parallel new forms of innovation processes are emerging, notably open innovation and innovation networks stressing the importance of connections between various stakeholders. Links between universities and the business sector are of particular importance as many inventions come out of universities but have to be further developed to become economically relevant innovations. New financing instruments and attracting private investors to technology transfer (TT) are necessary but difficult as the patterns of risk and information in this “in-between area” is complex: Technology is not basic anymore and it requires large amounts of capital to be scaled up – with uncertain market prospects. Campus Communications Systems: Converging Technologies

This book is a rewrite of Campus Telecommunications Systems: Managing Change, a book that was written by ACUTA in 1995. In the past decade, our industry has experienced a thousand-fold increase in data rates as we migrated from 10 megabit links (10 million bits per second) to 10 gigabit links (10 billion bits per second), we have seen the National Telecommunications Policy completely revamped; we have seen the combination of voice, data, and video onto one network; and we have seen many of our service providers merge into larger corporations able to offer more diverse services. When this book was last written, A CUT A meant telecommunications, convergence was a mathematical term, triple play was a baseball term, and terms such as iPod, DoS, and QoS did not exist. This book is designed to be a communications primer to be used by new entrants into the field of communications in higher education and by veteran communications professionals who want additional information in areas other than their field of expertise. There are reference books and text books available on every topic discussed in this book if a more in-depth explanation is desired. Individual chapters were authored by communications professionals from various member campuses. This allowed the authors to share their years of experience (more years than many of us would care to admit to) with the community at large. Trade Openness and the Demand for Skills: Evidence from Turkish Microdata

In this paper we report evidence on the relationship between trade openness, technology adoption and relative demand for skilled labour in the Turkish manufacturing sector, using firm-level data over the period 1980-2001. In a dynamic panel data setting using a unique database of 17,462 firms, we estimate an augmented cost share equation whereby the wage bill share of skilled workers in a given firm is related to international exposure and technology adoption. Overall, results suggest that trade openness and technology play a key role in shifting the demand for labour towards more skilled workers within each firm. Technology-related variables (domestic R&D expenditures and technological transfer from abroad) are positive and significantly related to skill upgrading, as are the involvement of foreign capital in a firm's ownership and the propensity to export. Moreover, firms belonging to those sectors that most raised their imported inputs also experienced a higher increase in the labour cost share of skilled workers. This finding is consistent with the idea that imports by a middle-income country imply a transfer of new technologies that are more skill-intensive than those previously in use in domestic markets. This idea is reinforced by the finding that only imported inputs from industrialised countries − where the potential for innovation diffusion comes from - enter the estimated regression significantly.globalisation, skills, skill-biased technological change, technology transfer, GMM-SYS

Transferring intermediate technologies to rural enterprises in developing economies: a conceptual framework

This paper integrates the contributions from different branches of the technology transfer literature to identify enablers driving the transfer of intermediate or appropriate technologies to recipients in rural areas of developing economies. An in-depth analysis of the literature shows that many enablers identified in the literature focus on high technology transfers and are of limited relevance in the context of rural enterprises. Other important enablers in this specific setting are ignored or insufficiently considered. This paper proposes a framework comprising a specific set of enablers that facilitates technology transfer in rural enterprises in developing regional economies

Formal and Informal Technology Transfer from Academia to Industry: Complementarity Effects and Innovation Performance

Literature has identified formal and informal channels in university technology transfer. While formal technology transfer typically involves a legal contract on a patent or on collaborative research activities, informal transfer channels refer to personal contacts and hence to the tacit dimension of knowledge transfer. Research is, however, scarce regarding the interaction of formal and informal transfer mechanisms. In this paper, we analyze whether these activities are mutually reinforcing, i.e. complementary. Our analysis is based on a comprehensive dataset of more than 2,000 German manufacturing firms. We perform direct and indirect tests for the complementarity of formal and informal technology transfer. Our results confirm a complementary relationship: using both transfer channels contributes to higher innovation performance. The management of the firm should therefore strive to maintain close informal relationships with universities to realize the full potential of formal technology transfer. --University technology transfer,complementarity,innovation performance
