    The publication of the new spending plans for Scotland (Scottish Executive 2004a) after the debate on Spending Review 2004 was greeted in journalistic and political circles as but the latest exercise in government spin. The Herald's Scottish political correspondent (Gordon, 2004) inferred that the dropping of 138 targets was part of a Machiavellian exercise of control of information to cloud the process of accountability, and as greater transparency and efficiency in public spending was central to the rationale for targets, then clearly if correct, this was a major issue of public concern. The practice of target-setting by the Executive however, requires the reconsideration of targets in each Spending Review and their replacement as appropriate, whether by more relevant measures or to reflect new priorities.     Two thirds of the Fund?s current projects have a rural finance component; about 21% of the Fund?s resources are dedicated to rural finance.2 Most of IFAD?s target group are small producers engaged in agric ultural and non-agricultural activities in areas of widely varying potential. Direct access to financial services affects the small producers? productivity, asset formation, income and food security. This policy paper is designed to provide an overall framework for the Fund?s work in rural finance. On that basis, operational guidelines and regional strategies will be prepared in due course for the use of staff, consultants and partner institutions, with scope both for innovations and for consolidation of successful existing practices. --

    The market for socially responsible investing : a review of the developments

    This contribution explains how socially responsible investing (SRI) has evolved in the last few decades and sheds light on its latest developments. It describes different forms of SRI in the financial markets; and deliberates on the rationale for the utilization of positive and negative screenings of listed businesses and public organizations. A comprehensive literature review suggests that the providers of financial capital are increasingly allocating funds toward positive impact and sustainable investments. Therefore, this descriptive paper provides a factual summary of the proliferation of SRI products in financial markets. Afterwards it presents the opportunities and challenges facing the stakeholders of SRI. This research presents a historic overview on the growth of SRI products in the financial services industry. It clarifies that the market for responsible investing has recently led to an increase in a number of stakeholders, including; contractors, non governmental organizations (NGOs) and research firms who are involved in the scrutinization of the businesses’ environmental, social and governance (ESG) behaviors. This discursive contribution raises awareness on the screenings of positive impact and sustainable investments. The researcher contends that today’s socially responsible investors are increasingly analyzing the businesses’ non-financial performance, including their ESG credentials. In conclusion this paper puts forward future research avenues in this promising field of study.peer-reviewe

    There were no significant changes in 2019 to FTA’s theory of change1. FTA plans all its work on the basis of its operational priorities. These, in turn, focusresearch towards major development demands and knowledge gaps, orienting FTA towards the implementation of the SDGs and other global commitments. Three operational priorities were added in 2020 (see list in Appendix 1) to better delineate pre-existing research areas addressing development bottlenecks needing dedicated investment and visibility: smallholder tree-crop commodities, tree seeds and seedlings delivery systems, and foresight. FTA organized in 2019, at the request of its ISC, a joint ISC-FTA workshop on impact assessment methods for the program. Based on the outcomes of this workshop FTA will, inter alia, revisit in 2020 its impact pathways and end of programme outcomes, and if need be, corresponding adjustments to the ToC of FTA and/or of its FPs will be made
