    A review of interventions to support young workers : findings of the youth employment inventory

    This Youth Employment Inventory (YEI) is based on available documentation of current and past programs and includes evidence from 289 studies of interventions from 84 countries in all regions of the world. The interventions included in the YEI have been analyzed in order to (i) document the types of programs that have been implemented to support young workers to find work; and (ii) identify what appears to work in terms of improving employment outcomes for youth. This report synthesizes the information from this inventory and a set of background reports to document the global experience with youth employment programs. As background, Section B provides a brief summary of the situation of young people in labor markets world-wide, and also reviews the existing literature on policies to address youth employment problems. Following this, we turn to the underlying framework and methodology used to assemble the youth employment inventory in Section C. In Section D, we consider the coverage of the YEI, which represents the sample of youth programs identified in our global search of the available documentation. In addressing the question of"what works", it is critical to pay close attention to the quality of the evaluation evidence. This is discussed in Section E. The study then turns to the analysis of the effectiveness of the interventions included in the inventory. The descriptive evidence is presented in Section F. In addition, the study undertakes an econometric meta-analysis to more systematically identify the determinants of program success and the results of this analysis are presented in Section G.     Nonmarket networks among migrants

    "This paper examines nonmarket interactions among migrants from same origins in the urban labor market of Bangkok, Thailand. We test whether the labor-market performance of previous migrants has externalities to that of new migrants who moved from the same province of origin. Our empirical results, which control origin fixed effects, time-fixed effects, and origin/year-specific correlated shocks, show that (1) the relative size of the migrant population in the market decreases employment probabilities of new migrants (negative substitution effect), (2) the employment probability of previous migrants increases those of new migrants (positive externalities), and (3) when the employment probability of previous migrants approaches to unity, the size effect becomes positive, showing informational scale economies. The results imply that the positive informational scale effect dominates the negative substitution effect when the efficiency of previous migrants is sufficiently high in the labor market."     Migration and the rural-urban continuum: Evidence from the Rural Philippines

    This paper explores the diversity of the experience of migrants to rural, peri–urban, and urban areas using a unique longitudinal data set from the Philippines. In 2003 and 2004, the Bukidnon Panel Study followed up with 448 families in rural Mindanao who were previously interviewed in 1984/85 by the International Food Policy Research Institute and the Research Institute for Mindanao Culture, Xavier University, and surveyed both a sample of their offspring living in the same area as well as a sample of those who had moved away to different locations. Parents (original respondents) and children who formed separate households in the same locality were interviewed in 2003; original respondents' offspring that migrated to different rural and urban areas were interviewed in 2004. Thus, migration patterns were examined using the full listing of children of the original respondents as well as a special survey of 257 of their migrant offspring who were tracked down in 2004. This migrant survey focused on differences in the migration experience of males and females who moved to other rural areas, poblaciones (the administrative seats of municipalities or towns), and urban areas. We follow this with an examination of the determinants of children's location, using the sample of all children. In addition to migration to rural, peri–urban, and urban destinations, we explicitly consider the case where the individual leaves his or her parental residence, but remains in the same village, as a locational choice." from Authors' Abstract

    Unbundling the Degree Effect in a Job Training Program for Disadvantaged Youth

    Government-sponsored education and training programs have the goal to enhance participants' skills so as to become more employable, productive and dependable citizens and thus alleviate poverty and decrease public dependence. While most of the literature evaluating training programs concentrates on estimating their total average treatment effect, these programs offer a variety of services to participants. Estimating the effect of these components is of importance for the design and the evaluation of labor market programs. In this paper, we employ a recent nonparametric approach to estimate bounds on the "mechanism average treatment effect" to evaluate the causal effect of attaining a high school diploma, General Education Development or vocational certificate within a training program for disadvantaged youth 16-24 (Job Corps) relative to other services pffered, on two labor outcomes: employment probability and weekly earnings. We provide these estimates for different demographic groups by race, ethnicity, gender, and two age-risk groups (youth and young adults). Our analysis depicts a positive impact of a degree attainment within the training program on employment probability and weekly earnings for the majority of its participants which in general accounts for 55 - 63 percent of the effect of the program.     Why is child malnutrition lower in urban than rural areas?

    "While ample evidence documents that urban children generally have better nutritional status than their rural counterparts, recent research suggests that urban malnutrition is on the rise. The environment, choices, and opportunities of urbanites differ greatly from those of rural dwellers' from employment conditions to social and family networks to access to health care and other services. Given these differences, understanding the relative importance of the various determinants of child malnutrition in urban and rural areas and especially whether they differ is key to designing context-relevant, effective program and policy responses for stemming malnutrition. This study uses Demographic and Health Survey data from 36 developing countries to address the question of whether the socioeconomic determinants of child nutritional status differ across urban and rural areas. The purpose is to answer the broader question of why child malnutrition rates are lower in urban areas. The socioeconomic determinants examined are women's education, women's status, access to safe water and sanitation, and household economic status. The analysis finds little evidence of differences in the nature of the socioeconomic determinants or in the strength of their associations with child nutritional status across urban and rural areas. As expected, however, it documents marked differences in the levels of these determinants in favor of urban areas. Large gaps in favor of urban areas are also found in the levels of key proximate determinants of child nutritional status, especially maternal prenatal and birthing care, quality of complementary feeding, and immunization of children. The conclusion is that better nutritional status of urban children is probably due to the cumulative effect of a series of more favorable socioeconomic conditions, which, in turn, seems to lead to better caring practices for children and their mothers. Given that the nature of the determinants of child nutritional status is largely the same across urban and rural areas, the same program and policy framework can be used to stem malnutrition in both.     SPEC Kit 356 Diversity and Inclusion

    Today, diversity is defined beyond racial and ethnic groups and includes gender, sexual orientation, ability, language, religious belief, national origin, age, and ideas. The increase of published literature about cultural competencies, microaggressions, and assessment of diversity issues, as well as the inclusion of social justice movements in libraries, suggests diversity-related activities have increased and evolved over the last seven years. Over this time span, several libraries have obtained funding to support strategies to increase the number of minority librarians on their staff and support their advancement within the organization. There also appears to be an increase in the number of diversity or multicultural groups at the local, state, and national levels. However, these changes have not been consistently documented. Therefore, it is important to re-examine this topic to evaluate the impact of evolving endeavors, to see if more ARL libraries are involved, to see how diversity plans have changed over the years, and to document the current practices of research libraries. The main purpose of this survey was to identify diversity trends and changes in managing diversity issues in ARL libraries through exploring the components of diversity plans and initiatives since 2010, acknowledge library efforts since the 1990s, provide evidence of best practices and future trends, and identify current strategies that increase the number of minority librarians in research libraries and the types of programs that foster a diverse workplace and climate. The survey was conducted between May 1 and June 5, 2017. Sixty-eight of the 124 ARL member institutions responded to the survey for a 55% response rate. Interestingly, only 22 of the respondents to the 2010 SPEC survey participated in this survey, but this provides an opportunity to explore the diversity and inclusion efforts of a new set of institutions in addition to seeing what changes those 22 institutions have made since 2010. The SPEC Survey on Diversity and Inclusion was designed by Toni Anaya, Instruction Coordinator, and Charlene Maxey-Harris, Research and Instructional Services Chair, at the University of Nebraska-Lincoln. These results are based on responses from 68 of the 124 ARL member libraries (55%) by the deadline of June 12, 2017. The survey’s introductory text and questions are reproduced below, followed by the response data and selected comments from the respondents. The purpose of this survey is to explore the components of diversity plans created since 2010, identify current recruitment and retention strategies that aim to increase the number of minority librarians in research libraries, identify staff development programs that foster an inclusive workplace and climate, identify how diversity programs have changed, and gather information on how libraries assess these efforts
