    Ontology modelling methodology for temporal and interdependent applications

    The increasing adoption of Semantic Web technology by several classes of applications in recent years, has made ontology engineering a crucial part of application development. Nowadays, the abundant accessibility of interdependent information from multiple resources and representing various fields such as health, transport, and banking etc., further evidence the growing need for utilising ontology for the development of Web applications. While there have been several advances in the adoption of the ontology for application development, less emphasis is being made on the modelling methodologies for representing modern-day application that are characterised by the temporal nature of the data they process, which is captured from multiple sources. Taking into account the benefits of a methodology in the system development, we propose a novel methodology for modelling ontologies representing Context-Aware Temporal and Interdependent Systems (CATIS). CATIS is an ontology development methodology for modelling temporal interdependent applications in order to achieve the desired results when modelling sophisticated applications with temporal and inter dependent attributes to suit today's application requirements

Reaching this goal is challenging due to users’ diversity: people with disabilities, elderly and children, and other vulnerable groups. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so the ability to transmit notifications to different kind of users is a crucial feature for such systems. In this work an ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deafblind people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages over distinct emergency response information systems providing accessibility under different conditions and for different kind of users.Ministerio de Educación y Cienci

In this paper we present a utility-based evaluation approach that is based on these techniques. Issues that arise when putting utility-based evaluation into practice are dealt with. We also explain the need for interpretative user models and common sets of evaluation criteria for different domains

    Global-Scale Resource Survey and Performance Monitoring of Public OGC Web Map Services

    One of the most widely-implemented service standards provided by the Open Geospatial Consortium (OGC) to the user community is the Web Map Service (WMS). WMS is widely employed globally, but there is limited knowledge of the global distribution, adoption status or the service quality of these online WMS resources. To fill this void, we investigated global WMSs resources and performed distributed performance monitoring of these services. This paper explicates a distributed monitoring framework that was used to monitor 46,296 WMSs continuously for over one year and a crawling method to discover these WMSs. We analyzed server locations, provider types, themes, the spatiotemporal coverage of map layers and the service versions for 41,703 valid WMSs. Furthermore, we appraised the stability and performance of basic operations for 1210 selected WMSs (i.e., GetCapabilities and GetMap). We discuss the major reasons for request errors and performance issues, as well as the relationship between service response times and the spatiotemporal distribution of client monitoring sites. This paper will help service providers, end users and developers of standards to grasp the status of global WMS resources, as well as to understand the adoption status of OGC standards. The conclusions drawn in this paper can benefit geospatial resource discovery, service performance evaluation and guide service performance improvements.Comment: 24 pages; 15 figure

    An investigation into the perspectives of providers and learners on MOOC accessibility

    An effective open eLearning environment should consider the target learner’s abilities, learning goals, where learning takes place, and which specific device(s) the learner uses. MOOC platforms struggle to take these factors into account and typically are not accessible, inhibiting access to environments that are intended to be open to all. A series of research initiatives are described that are intended to benefit MOOC providers in achieving greater accessibility and disabled learners to improve their lifelong learning and re-skilling. In this paper, we first outline the rationale, the research questions, and the methodology. The research approach includes interviews, online surveys and a MOOC accessibility audit; we also include factors such the risk management of the research programme and ethical considerations when conducting research with vulnerable learners. Preliminary results are presented from interviews with providers and experts and from analysis of surveys of learners. Finally, we outline the future research opportunities.     Records management capacity and compliance toolkits : a critical assessment.

    This article seeks to present the results of a project that critically evaluated a series of toolkits for assessing records management capacity and/or compliance. These toolkits have been developed in different countries and sectors within the context of the e-environment and provide evidence of good corporate and information governance. Design/methodology/approach - A desk-based investigation of the tools was followed by an electronic Delphi with toolkit developers and performance measurement experts to develop a set of evaluation criteria. Different stakeholders then evaluated the toolkits against the criteria using cognitive walkthroughs and expert heuristic reviews. The results and the research process were reviewed via electronic discussion. Findings - Developed by recognised and highly respected organisations, three of the toolkits are software tools, whilst the fourth is a methodology. They are all underpinned by relevant national/international records management legislation, standards and good practice including, either implicitly or explicitly, ISO 15489. They all have strengths, complementing rather than competing with one another. They enable the involvement of other staff, thereby providing an opportunity for raising awareness of the importance of effective records management. Practical implications - These toolkits are potentially very powerful, flexible and of real value to organisations in managing their records. They can be used for a "quick and dirty" assessment of records management capacity or compliance as well as in-depth analysis. The most important criterion for selecting the appropriate one is to match the toolkit with the scenario. Originality/value - This paper aims to raise awareness of the range and nature of records management toolkits and their potential for varied use in practice to support more effective management of records

    Citizen Centred e-Government Services Evaluation Model

    Electronic government (e-Government) is attracting the interest of governments around the globe due to its great importance in facilitating, and providing services to citizens. Although most countries invest massive budgets to provide latest technologies, they face many obstacles, including the notable absence of the assessment, and evaluation of e-Government services from the citizen’s point of view. The objective of this research is to identify an e-Government evaluation model based on previous research and studies, and to evaluate each model by verifying its attributes, factors, and how they relate to each other. This research concentrates on evaluating online services provided to citizens by governments. It will develop a citizen centred model to evaluate e-Government services, and will help government organizations to find the strengths, and weakness of their online services. One of the main aspects of developing an evaluation model is to consider the citizens. The citizen is one of the most important reasons for governments putting their services online (e-Services). Therefore, finding ways of evaluating e-Services is crucial for governments in order to achieve better results from their perspectives as well as citizen satisfaction. The iMGov Model is based around the concepts of three phases in terms of Placing an Order, Processing an Order, and Delivering an Order. The new model will be compared with existing evaluation models. In conclusion, this research will produce an adequate e-Government evaluation model to measure e-Government services provided to citizens
