We delve into a myriad of use cases, ranging from large facility evacuations to wildfire management, underscoring the versatility of these networks in ensuring timely communication, real-time situational awareness, and efficient resource allocation during crises. We also present an overview of cutting-edge prototypes, highlighting the practical feasibility and operational efficacy of 3D wireless networks in real-world scenarios.     A Semantics-Based Common Operational Command System for Multiagency Disaster Response

    Disaster response is a highly collaborative and critical process that requires the involvement of multiple emergency responders (ERs), ideally working together under a unified command, to enable a rapid and effective operational response. Following the 9/11 and 11/13 terrorist attacks and the devastation of hurricanes Katrina and Rita, it is apparent that inadequate communication and a lack of interoperability among the ERs engaged on-site can adversely affect disaster response efforts. Within this context, we present a scenario-based terrorism case study to highlight the challenges of operational disaster command and response. In this article, which is based on the French emergency response doctrine, we outline a semantics-based common operational command system that is designed to guarantee an efficient information flow among ERs. Our focus is on offering to all ERs, a real-time operational picture of the situation in order to enable multilevel coordination among firefighters, police, healthcare units, public authorities, and other stakeholders. Our approach consolidates information to promote timely sharing of data among ERs. The proposed system is based on an ontology that has been developed to represent the different types of knowledge on the part of ERs, providing a shared vocabulary that covers a variety of interoperability concerns

The Publisher's final version can be found by following the DOI link.The safety, mobility, environmental and economic benefits of Connected and Autonomous Vehicles (CAVs) are potentially dramatic. However, realization of these benefits largely hinges on the timely upgrading of the existing transportation system. CAVs must be enabled to send and receive data to and from other vehicles and drivers (V2V communication) and to and from infrastructure (V2I communication). Further, infrastructure and the transportation agencies that manage it must be able to collect, process, distribute and archive these data quickly, reliably, and securely. This paper focuses on current digital roadway infrastructure initiatives and highlights the importance of including digital infrastructure investment alongside more traditional infrastructure investment to keep up with the auto industry's push towards this real time communication and data processing capability. Agencies responsible for transportation infrastructure construction and management must collaborate, establishing national and international platforms to guide the planning, deployment and management of digital infrastructure in their jurisdictions. This will help create standardized interoperable national and international systems so that CAV technology is not deployed in a haphazard and uncoordinated manner

    Autonomous Vehicles in Road Tunnels : A Risk Safety Perspective

    This study examines the challenges associated with deploying autonomous vehicles (AVs) in road tunnels, focusing on both operational aspects and vehicle-human interaction. This work explored that road tunnels present unique constraints, such as limited visibility and confined spaces, which necessitate careful consideration for AV integration. It is observed that factors like varying light conditions and restricted communication capabilities within tunnels impact AVs' performance. Additionally, the study investigates and categorizes challenges related to tunnel geometries, infrastructure modifications, sensor technologies, emergency situations, and human-machine interaction. Furthermore, this work comprehensively explored academic and non-academic literature, gathering contemporary knowledge on AVs in road tunnels in one place to provide a foundational base for researchers on this topic. In this regard, the adopted methodological framework is also presented for researchers' review. The other notable contribution is to specifically highlight the critical operational issues of human-AV interaction in tunnel environments. In the last section, it also proposes potential solutions to these issues. In doing so, it keeps the directional approach open for other researchers as there are insightful risk-related implications for further research in this significant domain

    Agent-based modeling of interdependent critical infrastructures

    Critical interdependent infrastructures are complex systems, that if damaged or disrupted can seriously compromise the welfare of our society. This research, part of the CRESCO project, deal with the problem of interdependent critical infrastructures analysis, proposing an agent-based modelling and simulation solution. The approach we put forward, named Federated-ABMS, relies on discrete agent-based modelling and simulation and federated simulation. Federated-ABMS provides a formalism to model compound complex systems, composed of interacting systems, as federation of interacting agents and sector specific simulation models. This paper describes the formal model as well it outlines the steps that characterise the Federated-ABMS methodology, here applied to a target system, composed of a communication network and of a power grid. Moreover we conclude the paper with a thorough discussion of implementation issues
