    Taxonomic classification of planning decisions in health care: a review of the state of the art in OR/MS

    We provide a structured overview of the typical decisions to be made in resource capacity planning and control in health care, and a review of relevant OR/MS articles for each planning decision. The contribution of this paper is twofold. First, to position the planning decisions, a taxonomy is presented. This taxonomy provides health care managers and OR/MS researchers with a method to identify, break down and classify planning and control decisions. Second, following the taxonomy, for six health care services, we provide an exhaustive specification of planning and control decisions in resource capacity planning and control. For each planning and control decision, we structurally review the key OR/MS articles and the OR/MS methods and techniques that are applied in the literature to support decision making

    Climbing depth-bounded adjacent discrepancy search for solving hybrid flow shop scheduling problems with multiprocessor tasks

    This paper considers multiprocessor task scheduling in a multistage hybrid flow-shop environment. The problem even in its simplest form is NP-hard in the strong sense. The great deal of interest for this problem, besides its theoretical complexity, is animated by needs of various manufacturing and computing systems. We propose a new approach based on limited discrepancy search to solve the problem. Our method is tested with reference to a proposed lower bound as well as the best-known solutions in literature. Computational results show that the developed approach is efficient in particular for large-size problems

    UK Large-scale Wind Power Programme from 1970 to 1990: the Carmarthen Bay experiments and the Musgrove Vertical-Axis Turbines

    This article describes the development of the Musgrove Vertical Axis Wind Turbine (VAWT) concept, the UK ‘Carmarthen Bay’ wind turbine test programme, and UK government’s wind power programme to 1990. One of the most significant developments in the story of British wind power occurred during the 1970s, 1980s, and 1990s, with the development of the Musgrove vertical axis wind turbine and its inclusion within the UK Government’s wind turbine test programme. Evolving from a supervisor’s idea for an undergraduate project at Reading University, the Musgrove VAWT was once seen as an able competitor to the horizontal axis wind systems that were also being encouraged at the time by both the UK government and the Central Electricity Generating Board, the then nationalised electricity utility for England and Wales. During the 1980s and 1990s the most developed Musgrove VAWT system, along with three other commercial turbine designs was tested at Carmarthen Bay, South Wales as part of a national wind power test programme.     Distribution planning in a weather-dependent scenario with stochastic travel times: a simheuristics approach

    In real-life logistics, distribution plans might be affected by weather conditions (rain, snow, and fog), since they might have a significant effect on traveling times and, therefore, on total distribution costs. In this paper, the distribution problem is modeled as a multi-depot vehicle routing problem with stochastic traveling times. These traveling times are not only stochastic in nature but the specific probability distribution used to model them depends on the particular weather conditions on the delivery day. In order to solve the aforementioned problem, a simheuristic approach combining simulation within a biased-randomized heuristic framework is proposed. As the computational experiments will show, our simulation-optimization algorithm is able to provide high-quality solutions to this NP-hard problem in short computing times even for large-scale instances.     A Winning Hand: A Proposal for an International Regulatory Schema with Respect to the Growing Online Gambling Dilemma in the United States

    While a multitude of Internet enterprises folded in the 1990s, online gambling websites not only have held strong, but appear to be ready to increase the stakes. No business relating to the Internet currently generates more revenue than online gambling, and that trend does not look like it will change soon. While many Americans desire to participate in this form of cyber-gambling, the current legality of their ability to do so remains vague. For the most part, an American\u27s ability to gamble currently resides under the purview of state law and a hodgepodge of antiquated federal wire acts. The nature of the Internet, however, mandates that any scheme, regulatory or prohibitory, be constructed in the international arena. For various reasons, there have been efforts by members of Congress to create strong prohibitory legislation specifically targeting Internet gambling. The Author analyzes not only whether a domestic prohibition schema is the best model to implement, but also whether such a model could even be truly effective. The Author further shows that an international regulatory model can provide a legitimate method of control while allowing individual countries to maintain discretion over the form of online gambling they allow to their citizens. At the same time, this international regulatory schema would still provide a valid international enforcement net against offenders. Under this regulatory schema, problem gamblers can be protected while still preserving the opportunity for other patrons to get lucky and hit it big
